1. The Urban-Ocean Regeneration Exchange Platform「市海再生交流平台」會議
The Urban-Ocean Regeneration Exchange Platform was formerly a leadership meeting between the National Taiwan Ocean University and the Keelung City Government. After being suspended for nearly 10 years, it was relaunched in 2023 and officially renamed the ‘‘Urban-Ocean Regeneration Exchange Platform.’’
The scope of collaboration within the Urban-Ocean Regeneration Exchange Platform is extensive, covering both the infrastructure of National Taiwan Ocean University and the development projects of Keelung City. The university's ‘‘Three Fisheries Prosperity’’ University Social Responsibility (USR) project was previously monitored by the platform, while the ‘‘Heping Island USR Project’’ continues to be tracked, with strong support from the city government to create a sustainable Heping Island.
Additionally, collaborations such as the beach creation project on Beining Road and the Tienliao River sewage treatment aim not only to improve the quality of life for residents but also to address long-standing issues like flooding and pollution. These efforts are intended to further achieve the goal of sustainable living.

市海再生交流平台前身為國立臺灣海洋大學與基隆市政府首長會議,停辦近10年後,於112年再次重啟,並訂名為「市海再生交流平台」。
市海再生交流平台合作範圍廣泛,從國立臺灣海洋大學基礎設施到基隆市建設均有涉足。其中國立臺灣海洋大學三漁興旺USR計畫皆曾列管在平台追蹤事項;和平島USR計畫則持續列管,打造永續和平島獲市政府大力支持。
另外如北寧路造灘、田寮河汙水整治等合作,除提升市民生活品質外,也期望能改善長期的水患或汙染問題等,進一步達成永續生活目標。

2. the 24nd seminar of ocean and underwater technology 第24屆海洋與水下技術研討會
The main purpose of this seminar is to gather domestic scholars, experts and engineers in the fields of coastal, harbor, marine, offshore wind power and related marine engineering, industry, government and academia. Discuss the latest research results and technologies, conduct practical exchanges with the industry and academia, and jointly discuss the latest developments in related engineering technologies and theories. It is hoped that through extensive exchanges of opinions, innovative and more valuable ideas and opinions on marine development will be stirred up, so that the development of marine science and technology affairs will become more comprehensive and feasible. At the same time, the seminar also held the results presentations of the Department of Marine and Naval Architecture of the Ministry of Science and Technology and the Ministry of Culture, showing the research results reports and technical exchanges of the past year.
The theme of this year's conference is ‘‘Salute to the Sea - Knowing the Sea, Near the Sea, Respecting the Sea, Entering the Sea’’. Taiwan is an island country with abundant marine resources. In addition to the Basic Law of the Sea and the White Paper, the government has also continued to promote the ‘‘Salute to the Sea’’ policy. . We hope that through the holding of this seminar, the policies of ‘‘Knowing the Sea’’ (knowing the ocean), ‘‘Near Sea’’ (getting close to the ocean), ‘‘Respecting the Sea’’ (respecting the ocean) and ‘‘Entering the Sea’’ (entering the ocean) will be promoted to ensure the ocean Sustainable development will make Taiwan infinitely great because of the sea, and at the same time establish a platform for the exchange of opinions between industry, government and academia, and create a win-win goal for each other.

本研討會主要目的為齊聚國內有關海岸、港灣、海洋、離岸風電及相關海事工程領域之學者、專家及工程師等產官學界,透過論文發表及現場討論,並交換研究心得與工作經驗,研討相關最新研究成果及技術,與產學界進行實務交流,共同研討相關工程技術及理論之最新發展。希望藉由廣泛的意見交流,激盪出對海洋發展創新、更具價值的想法和意見,使海洋科技事務發展更臻周延與可行。同時此次研討會亦辦理科技部海洋及造船工程學門及文化部之成果發表會,展現過去一年之研究成果報告及技術交流。

3. 2023 Transportation Safety Information Exchange Seminar運輸安全資訊交流研討會-水路安全
To enhance transportation safety and refine investigative expertise, our organization hold an annual Transportation Safety Information Exchange Seminar. This seminar key transportation safety issues by inviting experts from various fields to deliver presentations, share experiences, and engage in discussions with participants. The goal is to provide valuable insights for improving transportation safety.
The 2023 seminar is scheduled to take place on December 19 at the 2A Conference Hall of the Taipei Silicon Valley International Conference Center. The event will cover topics such as ship traffic service operations and management, pilotage operations and management, and port state vessel inspections. It will bring together professionals from the transportation, government, and academic sectors in Taiwan to facilitate the exchange of safety information.
Assistant Professor Chian Liou, leader of navigation personnel training team at our center, will discuss the legal framework for ship traffic services and international standards for ship traffic service personnel training. He will also engage in discussions with attendees on the regulations and training mechanisms related to ship traffic services.

2023年定於12月19日假台北矽谷國際會議中心2A會議廳舉辦,內容涵蓋船舶交通服務作業與管理、引水人作業與管理、港口國船舶檢查等議題,邀請國內水路運輸相關產、官、學界共同參與,促進安全資訊交流。本中心航海人員訓練組組長劉謙助理教授針對探討船舶交通服務法源及船舶交通服務人員訓練的國際標準並以船舶交通服務法規與人員訓練機制之講題與與會人員交流討論。

4. Mao-ao Community Transregional Satoumi Network Communication Platform Conference卯澳跨區域里海網絡交流平台會議
In recent years, coastal communities have encountered significant challenges to sustainable development due to climate change, environmental degradation, shifts in industrial structures, the exploitation of marine resources, and the inherent vulnerabilities of coastal zones. To address the sustainable management of fisheries resources and associated industries within these communities, the principles espoused by the Satoyama Initiative—aimed at fostering harmony between human society and nature—along with the Satoumi concept, which underscores the coexistence of humans and marine ecosystems, offer a promising framework. These approaches are instrumental in promoting equilibrium between marine ecological landscapes and socio-ecological systems, aiding coastal communities in implementing Satoumi practices and advancing toward sustainable development.
Since 2020, the Mao-ao community has undertaken the development of a comprehensive Satoumi environmental education program and the establishment of model sites through the facilitation of focus group discussions and the integration of marine environmental education curricula. These initiatives are designed to foster sustainable coexistence between the livelihoods of fishing village residents and the natural environment. In recent years, the community has devoted considerable effort to advancing Satoumi experiential activities, promoting citizen science (including intertidal zone monitoring, underwater transects, and water quality assessments), and supporting local ecological production landscapes as integral components of Satoumi activities within fishing villages. Within this context, the forthcoming conference aims to critically examine local Satoumi awareness and developmental trajectories through the cross-regional exchange of perspectives among communities and stakeholders. Moreover, the conference seeks to strengthen partnerships within local organizations, enhance the integration of community-based management with marine environmental governance, and subsequently devise and refine strategies for the collaborative governance and sustainable development of coastal fisheries resources.
This platform conference, held on October 6, 2023, convened representatives from the Fisheries Research Institute of the COA, National Taiwan Ocean University, Dayseechat Social Enterprise Platform, the New Taipei City Government's Fisheries and Fishing Port Affairs Management Office, Gongliao District Office, Gongliao Fishermen’s Association, Fulian Village Office, Mao-ao Community Development Association, and the Taoyuan Stone Tidal Weir Association, with a total of 19 participants. The conference engaged in a scholarly exploration of developmental issues and prospective visions for the Mao-ao Satoumi area, addressing critical challenges such as the adverse effects of recent intense rainfall events that have led to severe turbidity in water flows into Mao-ao Bay, the degradation of coral reef ecosystems due to yacht anchoring in protected zones, and the erosion of traditional underwater harvesting practices by local male and female divers. Additionally, the Taoyuan Stone Tidal Weir Association contributed insights into traditional stone weir fisheries' historical evolution and cultural significance. The conference culminated in a comprehensive discourse among stakeholders aimed at jointly addressing localized issues, fostering inter-agency consensus, and formulating strategic interventions for sustainable improvement.

Ecosystem Protection: In response to challenges such as heavy rainfall and water pollution, the actions of the Maao community also involve the protection of terrestrial and aquatic ecosystems, highlighting the importance of biodiversity.
近年氣候與環境變遷、產業結構改變、海洋資源的開發利用及海岸地區脆弱性等,造成海岸社區的永續發展面臨許多嚴峻挑戰。為思考海岸社區的漁業資源與產業水續經營之問題,透過里山倡議所提出實現人類社會與自然和諧共處的願景,以及里海強調如何讓人類與海洋可以共存共生,促進海洋生態人文地景與社會生態系統的平衡,協助海岸社區來實踐里海,將有助社區朝永續發展邁進。
卯澳社區自2020年透過辦理里海場域建構之焦點團體座談及導入海洋環境教育課程,發展系統性的里海社區環境教育及典範場域建構,推動漁村社區居民生活與自然環境間之永續共存。近年致力於推廣里海體驗活動、公民科學(潮間帶觀察、水下側線、水質檢測等)、在地生產生態地景等漁村社區里海活動。基此,本會議期望透過跨區域社區與權益關係人的意見交流,探討在地里海意識與發展願景,並強化在地組織内的夥伴關係,提升社區與海洋環境經營管理的連結,進而擬定及調整海岸漁村資源共同治理及永續發展策略。
本平台會議於112年10月6日舉行,邀請農業部水產試驗所海洋漁業組、海洋大學、小社區大事件社企平台、新北市政府漁業及漁港事業管理處、貢寮區公所、貢察區漁會、福連里辦公處、卯澳社區發展協會、桃園石滬協會等,人數共計19人,藉由會議共同探討卯澳里海場域發展議題與願景,包括近年強降雨沖刷地表導致嚴重混濁之泥水流入卯澳灣影響水質、遊艇於保育區下錨破壞珊瑚礁生態,以及傳統海男海女水下採集文化逐漸失傳等問題,接續也邀請桃園石滬協會分享傳統石滬漁業發展歷史脈絡與文化傳承,最後再由各權益關係人進行綜合探討與交流,共同商討地方問題,謀求各部會共識與改善策略。

5. Online exchange seminar on Taiwan-Japan Ama culture and experiences (exchange workshop)臺日海女文化與經驗線上交流座談會(交流研習課程)
Through an online exchange seminar, Taiwan and Japan exchanged experiences on the lives, production, and culture of Ama divers. Both sides introduced the backgrounds of their fishing villages and Ama culture, discussing challenges to the sustainable development of fishing villages, including aging populations, youth migration, climate change, marine debris, and the balance between tourism and cultural preservation. A total of 15 people participated.
Kuji Bay’s Kosode Coast in Iwate Prefecture, Japan, is known for its ‘‘Northernmost Ama,’’ while MaoAo in New Taipei City is famous for its seaweed, stone houses, and ‘‘MaoAo Ama.’’ Unlike Japan, where only women engage in sea urchin diving, MaoAo involves both men and women. Japanese divers envied the warmer waters of Taiwan, making diving less harsh. Both countries also shared strict fishing regulations regarding sea urchin harvesting. This exchange helped ‘‘Northernmost Ama’’ and ‘‘MaoAo Ama’’ establish communication and learn from each other, promoting sustainable development in their fishing villages.

透過舉辦1場線上交流座談,藉由臺日雙方互相交流,針對海女生活、生產及文化方面進行經驗分享,相互介紹臺日雙方的漁村背景與海女文化沿革並討論漁村永續發展所面臨的挑戰,人口老化與青壯年人口外移,氣候變遷與海洋廢棄物,觀光化的發展與海女文化傳承的經驗等議題,共15人。
日本岩手縣久慈灣的小袖海岸以「北限海女」聞名;新北市貢寮區的卯澳社區以石花菜、石頭厝及「卯澳海女」聞名。在日本北限海女只有女性為從事潛水捕撈海膽,而卯澳社區則以海男與海女為主。「北限海女」都很羨慕卯澳海女的工作環境,因為臺灣海水溫度較高,不像他們需要在寒冷的海水中迅速地捕撈海膽。臺日海女交流時還發現,在採捕漁獲方面皆有嚴格規定,在臺灣,非採捕時間禁止捕撈體長八公分以下的海膽;在日本則全面禁止捕撈體長小於六公分的海膽,且要通報當地漁會彙整。
整體而言,藉由臺日交流讓「北限海女」與「卯澳海女」建立溝通管道,協助彼此雙方都能夠認識彼此現況以及可以借鑑的地方,共同關注漁村的永續發展。

市海再生交流平台前身為國立臺灣海洋大學與基隆市政府首長會議,停辦近10年後,於112年再次重啟,並訂名為「市海再生交流平台」。
市海再生交流平台合作範圍廣泛,從國立臺灣海洋大學基礎設施到基隆市建設均有涉足。其中國立臺灣海洋大學三漁興旺USR計畫皆曾列管在平台追蹤事項;和平島USR計畫則持續列管,打造永續和平島獲市政府大力支持。
另外如北寧路造灘、田寮河汙水整治等合作,除提升市民生活品質外,也期望能改善長期的水患或汙染問題等,進一步達成永續生活目標。

8. 2023 15th University Consortium on Aquatic Sciences (UCAS) 2023第十五屆水環境科學研究高校聯盟會議(研討會)
The Institute of Marine Biology of National Taiwan Ocean University (a team leaded by Dr. Shunyan Cheung) participated in the 15th University Consortium on Aquatic Sciences (UCAS) from 2023/10/22 to 2023/10/30. The UCAS is a platform to promote academic exchanges and collaborations among the postgraduate students in Taiwan, Hong Kong and Xiamen. Dr. Cheung attended this meeting with 14 postgraduate students from the National Taiwan Ocean University. In the meeting, he provided comments for the students' presentation and conducted academic exchanges with the faculties from other universities. In addition, he was invited to give a keynote speech on the responses of marine nitrogen-fixing organisms in the warming ocean.

國立臺灣海洋大學海洋生物研究所張順恩助理教授於2023年10月22日–2023年10月30日帶隊到香港參加第十五屆水環境科學研究高校聯盟會議(UCAS)。UCAS會議為促進台灣、香港以及廈門三地海洋科學的研究生之間學術交流與合作的平台。本次會議中,張順恩助理教授陪同14位國立臺灣海洋大學的研究生與會、為學生的學術成果報告提供意見、並且與其他參與學校的教授進行學術交流。此外,張順恩助理教授受邀報告其實驗室的研究工作,題目為「海洋固氮生物在海洋暖化中的響應」。

9. Taiwan-Japan Regional Revitalization Workshop 台日地方創生工作坊
National Taiwan Ocean University (NTOU) is committed to serving society through its professional expertise, promoting sustainable marine development. By integrating education, research, and community engagement, the university connects local and international efforts, fulfilling its mission of university social responsibility (USR). On September 9, supported by the ‘‘Prosperity of Three Fisheries - International Blue Economy Demonstration Zone’’ project, NTOU collaborated with Seijo University of Japan to host the ‘‘Taiwan-Japan Experience Sharing: Youth Generation and Regional Revitalization Forum’’ at the Department of Marine Creative Design Industries. The forum was led by Vice President Lu Congming of Seijo University, accompanied by six Japanese students, and joined by NTOU Vice President Zhuang Ji-Gao, Professor Tseng Sheng-Wen of the Department of Marine Creative Design Industries, Assistant Professor Yang Ming-Hao of the Marine Law and Policy Program, and 12 NTOU students. The event focused on the creativity and potential of Taiwanese and Japanese youth, sharing experiences on regional revitalization initiatives.
Seijo University, located in Aichi Prefecture, Japan, was restructured in 2002 and emphasizes international collaboration in education and research, particularly with Asian countries. The university aims to cultivate students with broad ‘‘international perspectives.’’ This event not only fostered cultural exchange between Taiwanese and Japanese students, but also inspired new ideas through group discussions. Students shared experiences and stories, exploring how regional revitalization can be achieved across different cultural and societal contexts.
Yamashita Akira, a student from NTOU's Department of Environmental Biology and Fisheries Science, expressed gratitude for the meaningful exchange forum organized by the university. In addition to building new relationships, he gained fresh perspectives and newfound confidence in Japanese translation, motivating him to continue improving. Using eating habits as an example, he noted that many things taken for granted by Taiwanese students were new and intriguing experiences for the Japanese students, deepening his understanding of Taiwan-Japan differences.
Tsai Wan-Ting, a student from the Master's Program in Marine Policy, thanked the professors and the Prosperity of Three Fisheries project for facilitating the event. During the forum, she overcame language barriers and engaged with students from different cultural backgrounds, sharing insights on Taiwan-Japan regional revitalization efforts. She emphasized how the exchange enhanced her ability to engage in international dialogues and expanded her perspective on regional development.

國立臺灣海洋大學以專業服務社會,促進海洋永續發展,透過教育、研究和社區參與,從在地連結國際,實踐大學社會責任。海洋大學9月9日在「三漁興旺–國際藍色經濟示範區」計畫支持下,與日本星城大學共同於海大海洋文創設計產業學程系館舉辦「臺日經驗分享:青年世代地方創生交流會」,由日本星城大學盧聰明副校長帶領6名日本學生,與海洋大學莊季高副校長、海洋文創設計產業學程曾聖文主任、海洋法政學士學位學程楊名豪助理教授和12名海洋大學學生共同參與,關注臺日青年世代學生的力量與創造力,交換地方創生發展經驗。城大學位於日本愛知縣,2002年經改制後設立,致力加深與以亞洲為首的國際交流,推動教育和研究雙方面的國際合作,期許學生擁有廣泛的「國際性」涵養。本活動除了促進日本與臺灣學生的交流、了解彼此的文化和價值觀,更透過小組討論的形式激發學生的想法,分享彼此的經驗和故事,探討如何在不同的文化和社會背景下實現地方創生。
參與本次交流的海洋大學環境生物與漁業科學學系山下明和同學感謝學校舉辦有意義且豐富的交流會,除了建立新的人際關係,更獲得新觀念,對於日文翻譯也有了自信,給了激勵自己繼續追求進步的動力。山下同學以飲食習慣為例,發現許多臺灣學生習以為常的事情,對日本學生來說卻是新鮮的體驗,對臺日差異有了更深的認識。海洋政策碩士學位學程蔡宛廷同學表示,感謝老師們與三漁興旺計畫促成本次活動,在活動中嘗試克服語言障礙,與文化背景相異的同學交流,分享臺日地方創生成果,除了累積國際交流的能力,更能互相學習地方創生的經驗,開拓對地方創生的不同觀點。
