4.3.4 Education outreach activities beyond campus Year 2023
To help public and private high school and vocational school students across Taiwan gain an understanding of our university's unique features and the strengths of its various departments, and to provide them with guidance for their future career development, our university actively participated in and assisted in organizing 43 higher education expos in 2023. The primary goal of these expos is to ensure that all students from diverse backgrounds have access to higher education opportunities, enabling them to make choices that align with their interests and abilities.
During these 43 expos, our university deployed an experienced team of staff members who provided one-on-one or group presentations tailored to different student groups. These staff members not only provided in-depth information about our university’s curricula, departmental strengths, and future development prospects, but also offered personalized advice and guidance based on students' interests and aspirations. Through these face-to-face interactions, we were able to respond to students' immediate questions and provide customized career planning suggestions that are of great significance to students facing important educational decisions.
The organization of these events, whether static or dynamic, was not only aimed at showcasing our university’s strengths but also at promoting educational equity and resource sharing. We hope that every student, after fully understanding their learning options, can make the best decisions for themselves, which will not only enhance their employability but also transform their future lives. The successful hosting of these expos has undoubtedly deepened students’ understanding of higher education, enabling them to make more informed decisions about their futures.
Additionally, our university paid special attention to students from rural and disadvantaged communities during our participation in higher education expos across Taiwan. Through these expos, we are committed to breaking down barriers to unequal educational resources and ensuring that all students have access to equitable educational opportunities. We hope these activities will help students gain a clearer understanding of themselves, thereby better planning their futures, whether it involves pursuing further education or entering the workforce directly.

為了幫助全臺灣公私立高中職學生能有機會認識本校特色及各學系的優勢,提供他們一個未來生涯發展的方向,本校於2023年積極參與並協助舉辦了43場升學博覽會。這些博覽會的主要目的是使該學校所有來自不同背景的學生都能夠接觸到高等教育的機會,再做出符合自身興趣和能力的選擇。
在這43場博覽會中,本校派出經驗豐富的職員團隊,進行一對一或一對多的宣講,針對不同學生群體進行個性化指導。這些職員不僅深入介紹了本校各學系的課程設置、專業優勢及未來發展前景,還特別針對學生的興趣和志向提供具體的建議與指導。透過這些面對面的交流,我們不僅能夠回應學生們的即時疑問,還能夠根據他們的需求提供量身訂製的生涯規劃建議,這對於即將面臨升學抉擇的學生來說,具有重大意義。
這些活動的舉辦,不論是靜態或是動態,不僅是為了展示我們學校的優勢,更是在推動教育公平與資源共享。我們希望每位學生都在充分了解自己的學習選項後,能夠做出最適合自己的決定,這不僅能提升他們的就業能力,還能翻轉他們的未來生活。這些博覽會的成功舉辦,無疑加深了學生對高等教育的理解,讓他們在考慮未來時能夠做出更加明智的選擇。

To enhance the understanding of the unique features and strengths of our university among public and private high school and vocational school students across Taiwan, and to assist them in exploring their future career paths, our university organized a total of 73 Hi!Young Departmental Lectures in 2023. These lectures not only showcased our educational resources and professional advantages but also helped students gain a clearer understanding of their future academic and career choices.
Our university is committed not only to providing high-quality educational resources but also to actively promoting equity and accessibility in educational opportunities. One of the main objectives of these activities is to ensure that students from diverse socioeconomic backgrounds have access to higher education opportunities. We firmly believe that every student should be able to make the most suitable choices after fully understanding their learning options, thereby enhancing their employability and quality of life.
In these 73 lectures, our university deployed a team of 50 elite faculty members from various departments. These educators not only possess a strong academic background and extensive teaching experience but are also passionate about sharing their knowledge. They traveled to high schools and vocational schools across Taiwan, especially those interested in participating in this program, to conduct in-depth outreach and interactions. These lectures provided students with detailed introductions to various departments, including why to choose related majors, how to conduct academic research, practical advice on career development, and how to enhance personal competitiveness in a globalized context.
Moreover, this program emphasizes the crucial role of higher education in promoting social equity. Through these lectures, we are committed to addressing the unequal distribution of educational resources, with a particular focus on students from rural or disadvantaged communities. We hope that these students can gain a deeper understanding of their future academic and career paths, thereby better planning their futures.
This program not only allows us to be a part of societal progress by ensuring that every young person has access to equitable educational opportunities but also reinforces our ongoing commitment to this goal. We aim to create more learning and development opportunities for students across Taiwan, nurturing more outstanding talents for society.

- 2023 Shipping and Transportation Management Camp in NTOU 2023 年海大航管營「海洋奇緣Super Transportation Maniac」海運暨管理學院 航運管理學系 陳思如 3401
This camp is open to the students of senior high school and vocational high school from Taiwan, the two-day camp hosted by Department of Shipping and Transportation Management of National Taiwan Ocean University offers the participants the chance to understand the department in advance, and to acknowledge the connotation of shipping and transportation management and ocean curriculum. This camp was from 2023/07/17 to 2023/07/18, there were 28 participants while 40 staff members hosted the camp.
Sustainable impact: offering educational outreach to senior and vocational high school students in Taiwan, promoting understanding of shipping, transportation management, and ocean studies. Hosted by National Taiwan Ocean University, the two-day camp allows participants to explore career paths in transportation through hands-on experiences, enhancing their educational opportunities and career planning. This program fosters lifelong learning and equitable access to knowledge about specialized fields, contributing to students' academic and career development.
本次活動對象為全臺高中(職)學生,目的是讓對本系有興趣之高中(職)學生可以提前進一步了解本系之學習領域,以培育高中(職)生對本系認識,本系於暑假期間2023年07月17日至18日舉辦2023年海大航管營「海洋奇緣Super Transportation Maniac」活動,讓學生透過二天一夜深入了解航運管理的內涵,推展本系學習特色及提升高中(職)生對海洋領域的學習與認知,此次營隊活動招收學員共計28人,參與此活動之助教及帶隊學生共有40人。

Assistant Researcher Tsai Yu-hong from the National Museum of Marine Science and Technology led teachers and students to explore the Tidal Zone Smart Ocean Hall. In addition to learning about various marine organisms, they also visited the Tidal Zone Workstation to understand the current status of coral and clownfish breeding and conservation.

Led by Assistant Researcher Tsai Yu-hong, the program provided students with practical knowledge about tidal zone ecosystems, coral, and clownfish breeding. This internship fosters lifelong learning and environmental stewardship, encouraging students to engage with marine conservation and sustainability efforts beyond the classroom.

On February 3, 2023, National Taiwan Ocean University held a new book launch for A Taiwanese Style Intercultural Guidebook:Cultural Shocks of International Students in Taiwan and Mandarin Course for International Students at the Taipei International Book Exhibition. This event resonated with the theme of the National University Press Joint Exhibition, "Academia Beyond Reading." Through international students sharing their cross-cultural experiences in Taiwan, the event aimed to provide a fresh perspective on local food, clothing, housing, transportation, education, entertainment, and lifestyle. By fostering mutual exchange, understanding, and support, the event showcased the blending and co-prosperity of cultures. The 2023 Taipei International Book Exhibition attracted a total of 505,000 visitors, with 470 publishers from 33 countries participating.

On February 3, 2023, National Taiwan Ocean University held a book launch on Mullet and Its Aquaculture at the Taipei International Book Exhibition. The authors personally attended the event to share various knowledge and experiences related to mullet farming. Mullet and Its Aquaculture is a specialized book jointly published with the Taiwan Fisheries Society, the World Aquaculture Society, and the Asian Fisheries Society. It was compiled by NTU Distinguished Lifetime Professor and Academician Yi-Chiu Liao, along with Eduardo M. Leaño, a senior researcher at the Network of Aquaculture Centres in Asia Pacific. This book brings together the latest research, results, and processing techniques from 29 leading aquaculture experts and scholars worldwide, offering readers a glimpse into the production of the gourmet delicacy mullet roe. Alice Joan G. Ferrer, President of the Asian Fisheries Society, praised the book as a "must-read" in the fields of aquaculture and fisheries. The Taipei International Book Exhibition attracted a total of 505,000 visitors, with 470 publishers from 33 countries participating.

- Cultivating talents of Aquaculture fisheries in Yunlin County培育雲林養殖人才永續中心(USR-SDG-IR) 社會責任實踐組-雲林usr 唐坣 5032
Yunlin has historically been Taiwan's largest aquaculture region, yet there has been no aquaculture-related academic program available locally to cultivate students' career interests. Local students have had to seek knowledge elsewhere. After the National Taiwan Ocean University Yunlin USR team conducted a survey to understand local needs, they collaborated with Beigang Agricultural Vocational High School to establish an aquaculture club and a sustainable marine resources classroom, aiming to integrate aquaculture competencies into Yunlin. The ultimate goal is to establish Yunlin County's only aquaculture program.
By establishing the aquaculture club, the plan is to offer specialized courses based on three sub-projects, presenting content from various teachers' research fields to spark high school students' interest in aquaculture. Additionally, students from the National Taiwan Ocean University will participate in the teaching, with the hope of guiding Yunlin students towards further studies at the university. As of December 2023, over 60 participants have engaged in the club's courses.
Simultaneously, the establishment of the Sustainable Marine Resources Classroom is being planned, with a fixed venue provided by Beigang Agricultural Vocational High School to serve as a base for hosting and showcasing educational activities. This space will offer marine education to local residents and students, focusing on marine resources, the environment, sustainability, and innovation. It also aligns with the project's objectives and SDGs, aiming to continuously expand and deepen the functions of “local care” and “talent cultivation.” The Sustainable Marine Resources Classroom is expected to be planned by the end of 2023 and officially inaugurated by January 5, 2024. The event will include the Yunlin County Magistrate and local stakeholders to demonstrate the project's commitment to talent development.

This initiative provides local students with access to specialized aquaculture training and marine education, fostering interest in sustainable fisheries. By offering courses and involving university students in teaching, the program nurtures local talent and supports lifelong learning, helping to address regional educational gaps and promote sustainability.
雲林從古至今皆是台灣最大水產養殖地區,卻無水產養殖相關科系提供在地學生培養了解職涯興趣,在地學生只能至外地獲取知識。經過海洋大學雲林USR團隊調訪了解在地需求,因此與北港農工合作,以建立水產養殖社團、建立永續海洋資源教室等方式將水產養殖適能進駐雲林,最終目標是建立雲林縣唯一的水產養殖科。
希望藉由水產養殖社團之成立,依據三項子計畫之特色授課,從各教師之研究領域呈現相關內容,培養高職學生對水產養殖之興趣,並透過海洋大學學生之一同參與授課,期望將雲林學生引導至海洋大學學習,截至2023年12月共有逾60人次參與社團課程。
同時間亦著手規劃永續海洋資源教室設立,預以北港農工提供之固定場域作為前進基地,作為社團課程辦理與展示教育活動空間活動,提供在地民眾與學生海洋教育場所,以形塑海洋資源、環境、永續與創生為主要意涵,並呼應本計畫與SDGs,持續擴展並深化「在地關懷」與「人才培育」之功能。永續海洋資源教室於2023年底完成規劃,遲於2024年1月5日揭牌,同時邀請雲林縣縣長以及在地人士一同與會,顯示本計畫積極推動人才培育之決心。

- Fish Culture Education Activities - Assisting with STEAM Curriculum for the Entire Semester牽罟漁業文化主題環教課程方案永續中心(USR-SDG-IR) 社會責任實踐組 張若筠 1434
In recent decades, coastal fish catches have declined due to marine environmental pollution from land-based activities, increasing global demand for seafood, and the pressure on fish stocks caused by advanced fishing techniques outpacing sustainable management practices. Small-scale household fishermen have struggled to compete with large fishing vessels, leading to the gradual decline of coastal community fisheries, a lack of employment opportunities, and the erosion of traditional fishing village culture due to external cultural influences.
Khan-koo (牽罟), a traditional Taiwanese fishing method with over 200 years of history in Yilan, is practiced from Qingming Festival to Mid-Autumn Festival each year. This method, introduced to Yilan's coast from Zhangzhou, China, in the 18th century, was historically the primary fishing method from Toucheng Harbor in the north to Wuwei Harbor in Su'ao in the south. The 1950s marked the peak of khan-koo, with nearly a hundred teams in Toucheng alone. However, advances in fishing methods and equipment, a decline in coastal fish stocks, an aging fishing village population, and the outmigration of young people led to the decline of khan-koo from the 1960s onwards. Today, only a few remain in Taiwan, turning khan-koo into a cherished memory for fishermen, and the preservation of this traditional fishing technique has become urgent.
The changing environment, industrial structure, and lifestyle have impacted the social fabric of fishing communities, leading to the gradual disappearance of local culture. Fishing villages must actively explore ways to transform, preserving the precious cultural heritage of khan-koo while adapting to changes brought by advances in fishing technology and discovering new economic models.
By conducting an inventory of the natural ecology and cultural history of Yilan's coastal communities, environmental education courses were designed to integrate local tourism resources and promote environmental education. Additionally, support was provided to fishing communities to design self-operating surveys on the composition of khan-koo catches along Taiwan's coast. As this project continues to collaborate with community environmental education facilities, the community voluntarily expanded efforts to establish a sustainable management model for khan-koo on Yilan's coastal beaches, working closely with other local communities. The community is actively promoting environmental education courses, creating sustainable tourism highlights, cultivating local sustainable talents, and realizing the concept of sustainable fisheries culture, transforming the community into a model for sustainable fishing village management.
Specific Achievements:
Designed four environmental education courses: “Choices in Fisheries Resources,” “The Great Ocean Waste Adventure,” “Khan-Koo Culture Laboratory,” and “The Shell Architect in Coastal Forests,” to popularize khan-koo culture and other Yilan coastal ecosystems, offering the public a new way to understand local development and regional characteristics.
Assisted the Port Community Development Association in receiving Yilan County Environmental Education Project subsidies and the Ocean Conservation Administration's Citizen Science Survey Project, not only preserving khan-koo culture but also documenting coastal species in Yilan, with records of over 13 families, 20 genera, and 25 species of fish.
Trained five community members as environmental education instructors.
Introduced one local youth into community management, creating local employment opportunities.
Increased income from community activities and courses.
Sustainable impact: align with SDG 4.3.4 by promoting educational outreach that preserves the traditional Taiwanese fishing method khan-koo and raises environmental awareness. Through STEAM curriculum integration, the program revitalizes cultural heritage while addressing sustainable fisheries management. The initiative fosters local employment, trains environmental educators, and creates tourism opportunities, empowering the fishing community to adapt to modern challenges. This outreach contributes to lifelong learning and sustainable economic development in Yilan's coastal communities.
近幾十年來,由於陸上活動帶來海洋環境汙染、全球人口對水產品的需求增加、永續管理發展趕不上捕撈技術成熟帶來的漁獲壓力,導致沿海漁獲減少。而家計型漁民也因競爭不過大型漁船,使得沿海社區漁業逐漸沒落、就業機會缺乏,外來文化衝擊也導致傳統漁村文化的沒落。
牽罟(臺灣話:khan-koo)宜蘭已有兩百多年歷史,每年的清明節到中秋節之間是牽罟捕撈的季節,約為18世紀從中國漳州沿海傳入宜蘭沿海後影響距甚,北起頭城港口,南至蘇澳無尾港,早期都以牽罟為主要漁撈方式。在1950年代是牽罟的全盛時期,光在頭城就有近百組。隨著漁法漁具的進步、沿海漁獲的減少、漁村社區人口老化、青年人口外移等,1960年代後牽罟逐漸式微,全台僅存不多,成為漁民們的回憶,牽罟技藝急需保存。環境、產業結構和生活型態的轉變對漁村社區結構帶來衝擊,地方文化逐漸消逝,漁村社區必須積極思考轉型之道,保存牽罟珍貴文化資產的同時,也需要因應捕漁科技發展帶來的變遷,挖掘新的經濟模式。
透過宜蘭沿海社區的自然生態及人文歷史進行盤點,設計環境教育課程以整合在地觀光資源推廣環境教育,並協助漁村社區設計可自行運作之台灣沿海牽罟漁獲生物組成調查,隨著本計畫與社區環教設施場域合作持續推動,該社區自願擴大宜蘭沿岸沙灘牽罟的永續經營模式之建立與其他在地社區密切合作,積極推廣環境教育課程,打造地方永續觀光亮點,培育在地永續人才,落實漁業文化永續之概念,使社區成為漁村永續經營場域。
具體成果
設計出「漁業資源的抉擇」、「海洋廢棄物大冒險」、「牽罟文化實驗室」、「自然生態海岸林裡的貝殼建築師」四項環教課程以科普牽罟文化及其他宜蘭沿海生態,為大眾提供一個認識讓眾人瞭解地方發展與在地特色的新途徑。
協助港口社區發展協會獲選宜蘭縣環境教育計畫補助及海保署公民科學調查計畫不只保存牽罟文化更記錄宜蘭沿海物種,已紀錄超過13科、20屬、25種魚類。

The English Teachers’ Association-Republic of China (ETA-ROC) has been dedicated to advancing English language teaching and learning since its establishment in 1992. Its mission includes enhancing English teaching standards in Taiwan, promoting international teaching exchanges, and implementing effective teaching methodologies in higher education institutions. ETA-ROC has been organizing an international symposium since 1971, attracting renowned linguists and ESL/EFL scholars from around the world, making it a significant platform for exchanging ideas in English language teaching.
The 32nd International Symposium on English Language Teaching & Learning, held at the Chien Tan Overseas Youth Activity Center Taipei, focused on “Innovation, Diversity, and Sustainability in English Language Teaching.” This symposium was organized by the College of Humanities and Social Sciences and Social Sciences & Institute of Applied English at National Taiwan Ocean University, along with the ETA-ROC. Co-organizers included the Department of Applied English at Ming Chuan University, the Department of International Business and Foreign Languages at Minghsin University of Science and Technology, and the Department of Foreign Languages and Literature and Language Education Center at National Ilan University. The event featured ten experts from countries such as Japan, the USA, Singapore, the Philippines, and New Zealand, who delivered keynote speeches on topics related to English language teaching innovation and sustainability.
In terms of specific outcomes, four teachers and seven graduate students from the Graduate Institute of Applied English at National Taiwan Ocean University actively participated in paper presentations. The symposium attracted a large number of education professionals, promoting diverse developments and innovative applications in English teaching. Furthermore, the event facilitated international academic exchanges and collaborations, expanded societal participation, and enhanced awareness and advocacy of sustainability issues in education. These outcomes not only strengthened interactions within the professional community but also provided new perspectives and methodologies for future English teaching and learning.

College and University Clubs Leading Primary and Secondary School Club Development Program
Students of our university visited elementary and middle schools in Keelung City and New Taipei City to execute “College and University Clubs Leading Primary and Secondary School Club Development Program” voluntarily in weekends and spare time. The clubs regularly taught specialized skills to the student of primary and secondary school in neighboring communities and countries.
These courses including Chinese orchestra, orchestral music, guitar, piano, anime and manga, astronomy, archery, soccer, fencing, marine ecology, debate, natural environmental ecology and so on. There were 98 university students (51 males and 47 females) and 14 local schools participated in this program. We provide learning opportunities to 323 students (181 males and 142 females) through at least eight service sessions annually.
During the implementation of this program, our students effectively utilized their professional knowledge and club specialties to promote interests and social skills among elementary and middle school students. These activities bring many benefits. Not only igniting the enthusiasm and interest of the students in various skills, but also laying a good foundation for their future growth. More importantly, they also provide experiences to college students, fulfill the university's commitment to social responsibility, and make a meaningful educational impact in the community.
Social service activities
During their winter and summer vacations, students organized four marine knowledge volunteer teams to carry out a series of educational promotion program in Yilan City, Lienchiang County and other areas. Service courses including life education, gender equality, marine education, environmental protection, and science education. These social service activities not only improve the knowledge level and environmental awareness of local residents, but also cultivate a deep concern for human beings and the ecological environment.
This year (2023), a total of 63 student volunteers participated in these activities, accumulating 100 hours of service, bringing the total number of service hours to 1,524 hours, affecting more than 150 local residents.
After these activities, the volunteers continued to keep in touch with the children, helping them share science experiments with their peers. This promotes the sustainable development of the community and fulfills the important goal of social responsibility of the University.
Marine Education and World Oceans Day Series Activities
Since 2022, our school signed a memorandum of understanding(MOU) and hold “Marine Education and World Oceans Day Series Activities” with the Ocean Affairs Council. This cooperation lets more citizens to participate, and also enables us to further fulfill our social responsibilities and contribute to the sustainable development of marine ecology.
In 2023, we held four series of activities. These included twice “Marine Leisure Activities and Marine Education Experience Camp,” attracting about 140 participants;Twice “Beach Cleanup activities”, with around 220 participants in total;Once “Marine Leisure Activity Professional Talent Training program”, saw about 280 students participate in the related training, and ten times “Marine Education Experience Classes”, covering courses such as “Fishermen's Gifts-Marine Garbage Recycling” and “Wonderful Life Cycles-Brine Shrimp”, with about 270 people participating. With many parents bringing their children to participate, we make it easier for students to learn water skills, and made these event a complete success.
Sustainable impact: aligns with SDG 4.3.4 by engaging university clubs in educational outreach to elementary and middle schools. Students voluntarily shared skills such as music, marine ecology, and sports, fostering social development and learning for over 300 participants. Additionally, social service teams conducted marine and environmental education in communities, enhancing local knowledge and awareness. These activities promote lifelong learning, community engagement, and sustainability, while also fulfilling the university's social responsibility.
帶動中小學計畫
本校學生社團利用周末或課餘時間執行帶動中小學活動,自發性地前往鄰近的基隆市及新北市中小學,定期教授社團專長技藝予鄰近社區國中小生,範圍遍及了國樂、管弦、吉他、鋼琴、動漫畫、天文觀測、射箭、足球、銳劍、海洋生態、辯論、主持及自然環境生態等多元領域。參與此次計畫活動的大學生多達98名(男51人、女47人),透過每年度至少8次的服務,與當地14所學校合作,為323名(男181人、女142人)中小學生提供了豐富的學習機會。
在這項計畫活動的實施過程中,大學生有效運用了自己的專業知識與社團特色促進中小學學生的興趣發展與群育能力的提升。這些活動所帶來的雙向效益,不僅能激發中小學生對各種技能的熱愛與興趣,為他們的未來成長奠定了堅實的基礎,也能讓大學生在教學過程中獲得寶貴的實踐經驗,更實現了大學社會責任的承諾,為社區創造了有意義的教育影響。
社會關懷服務活動
結合各系所的海洋專業知識與服務性社團,本校學生在寒暑假期間前後組織了四支志工隊伍,前往宜蘭縣與連江縣等地區,進行了一系列教育外展活動,這些活動涵蓋了生命教育、性別平等、海洋教育、環境保護及科學教育等多元議題,這些社會關懷服務活動旨在透過知識傳遞,提升當地居民的知識水平和環保意識,並激發對人文與生態環境的深切關懷。
今(2023)年,共有63名學生志工參與了這些活動,累計營隊服務時數達100小時,全隊服務總時數達到1524小時,影響了超過150位當地居民。活動結束後,服務志工們依然持續與孩子們保持聯繫並協助他們將營隊中進行的科學實驗分享給同儕,促進社區的可持續發展性,也實現了大學社會責任的重要目標。
海洋教育暨生態保育系列服務活動
除此之外,本校自111年起與海洋委員會共同簽署MOU合作備忘錄,深化共同主辦海洋教育與世界海洋日系列活動之合作,讓更多國人有機會一同參與,也讓海大更進一步落實社會責任,為這個地球與海洋的生態永續,盡一份心力。
112年度共計辦理四項系列活動,內容包含「海洋休閒活動暨海洋教育體驗營」,兩梯次合計約140位民眾、親子踴躍參與;辦理「攜手護海洋聯合淨灘活動」兩梯次,計約220人次參與;辦理「海洋休閒活動專業人才培育」,約計有280名學生人次參與相關訓練,持續培養水域活動人才及社團菁英幹部;辦理「前進校園海洋教育手作體驗課程」,內容為漁民的禮物-海廢創作、珊衫來遲-海廢創作及奧妙的生命週期-豐年蝦等課程,辦理10個場次進行授課,計約270人次參與體驗,回饋極佳,總和成果相當豐碩。

Today's technology is developing rapidly. In addition to drones and unmanned vehicles, artificial intelligence has also made great progress in unmanned ships. The new coronavirus (COVID-19), which began to spread around the world in 2019, has greatly affected the shipping industry like many other industries. However, it has also stimulated the adoption of autonomous technology on ships and driven the industry and governments’ interest in smart ship applications. Ferries traditionally used to carry passengers or cargo ships may be replaced by artificial intelligence or remote-controlled unmanned ships in the future. Maritime transportation is the most important commercial transportation method today and is the key to the healthy development of international trade. There is a need for global consistency in maritime transport laws, so how to achieve this goal has been the focus of discussion for hundreds of years.
The global response to the impact of climate warming has forced the world to actively develop alternative energy sources. Renewable energy and green energy industries have become policies vigorously promoted by the government. Our country is surrounded by sea, and the construction of offshore wind power areas has great development potential for our country. The construction of offshore wind power in the green energy development layout is also one of the main goals of the Chinese government's renewable energy development. In order to successfully complete the promotion of offshore wind power, the number of domestic ships that have completed class registration for offshore wind power work ships currently exceeds 100. Therefore, the industry demand for ship maintenance for offshore wind power work is booming.
In today's marine and offshore economics and competitive landscape, maintaining profitability and importance means big changes. In line with strategic goals, leading shipyards are fundamentally rethinking their entire organizations and business processes across their value chain, while leveraging the right digital technologies to enable digital transformation. This year's plan will focus on combining information technology and operating technology to carry out smart transformation of the ship maintenance industry to enhance its competitiveness. It will use information systems to connect the manufacturing supply chain, assist the small and medium-sized enterprises it mentors to introduce “industrial digitalization”, and complete “Combining big data analysis with automatic monitoring to establish a visual data management platform” provides information streaming, ship monitoring, increases ship maintenance efficiency issues, improves service quality and production capacity, and establishes intelligent data analysis application models.The team uses tools such as smart big data and visual performance display to provide information on the operating status of main ship equipment and support each shipping and ship repair yard in implementing systematic efficiency measures, such as “preventive maintenance” of major equipment, simplifying Logistics and planning operations, rapid collection and analysis of data, near-instant monitoring and feedback of ship key performance indicators, etc., significantly save time, manage ships and surrounding environments in the most efficient way, and provide management with accurate data reference, product Make the final correct decision so that the fleet can improve operational efficiency on the basis of ensuring safety.

現今科技發展迅速,除了無人機、無人車外,人工智慧亦在無人船上有長足之進展。2019年開始蔓延全球的新型冠狀病毒(COVID-19)使航運業跟其他諸多行業一樣受到極大影響,但也刺激了船上自主技術的採用,並帶動業界、各國政府對於智慧船舶應用的興趣。傳統用於載客之渡輪或運貨之貨船,未來均可能由人工智慧或遠端控制之無人船舶取代。海上運送是現今最為重要之商業運送方式,為國際貿易得健全發展之關鍵。海上運送法律有全球一致之必要,因此如何達成此目標,為百年來討論焦點。
全球為因應氣候暖化所帶來的影響,迫使全球積極開發替代性能源,再生能源與綠能產業成為政府大力推動的政策。我國四面環海,離岸風電區建置對於我國來說極具發展潛力,且綠色能源發展佈局上離岸風電的建置亦是我國政府再生能源發展主力目標之一。為順利完成離岸風電之推動,目前國內針對離岸風電工作船舶已完成船級登錄之船舶數量達百艘以上,因此離岸風電工作船舶維修之產業需求蓬勃發展。
在當今的船舶與海洋工程經濟和競爭格局中,保持盈利能力和重要性意味著巨大的變化。為了與戰略目標保持一致,領先的造船廠正在從根本上重新思考其價值鏈中的整個組織和業務流程,同時利用正確的數位技術來實現數位化轉型。本年度計畫將著重於結合資訊科技及操作技術,進行船舶保修產業智慧轉型,提升自身競爭力,藉資訊系統將製造供應鏈串聯起來,協助所輔導之中小企業導入「產業數位化」,並完成「結合大數據分析自動監控建立可視化數據管理平台」提供資訊串流、船舶監控、增加船舶保修效率問題、提升服務品質與產能,及建立智慧化數據分析應用模式。本團隊運用智慧大數據和視覺化優劣績效顯示等工具,提供如主機船舶設備的運行狀態,支援各航運及修船廠執行系統化的效率措施,例如主要設備的「預防性保養維護」,簡化物流和計劃營運、數據的快速蒐集和分析、近乎即時的船舶關鍵績效指標監控和反饋等,顯著節省時間,以最有效率的方式管理船隻及周邊環境, 並能提供管理階層精準數據參考,產出最終正確的決策,使船隊在以確保安全的基礎上,提升營運效能。
本計畫發展之「結合大數據分析自動監控建立可視化數據管理平台」具有以下特色:
(1)數位化:利用數位化技術,如物聯網、數據監控與歷史紀錄、故障偵測等,提高船舶維修的效率和精確性。
(2)智能化:使用智慧系統和自動化設備,改善船舶維修過程的流程和效率。
(3)網路化:建立船舶維修的網路化平臺,以支援資源共用和數據交換。
(4)標準化:制定船舶維修的標準,以確保維修質量和適用性。
(5)環保化:重視船舶維修對環境的影響,引入船舶主機減排技術,以保護環境。
因此本計畫結合基隆與新北市地區的傳統船舶保養維修產業,結合資通訊物聯網產業,整合離岸風機工作船舶產業聚落鏈結,協助船舶維修廠商發展智能監控技術結合物聯網,提供產業之資訊化系統整合,形成快速保修營運模式。

To enhance students' practical knowledge, integrate theory with technical skills, and help them understand the current trends and future potential of relevant industries in Taiwan, the Bachelor's Degree Program in Marine Biotechnology organized a 5-day industrial field study in 2023. The purpose of this activity was to strengthen professional workplace skills, increase employability, and expand career opportunities. The field study covered industries related to marine biotechnology, including medical technology, food technology, and aquaculture technology. Students visited various businesses such as distilleries, aquatic animal farms, and biotechnology companies, which will benefit their future employment prospects.
Sustainable impact: aligns with SDG 4.3.4 by providing hands-on educational outreach beyond campus. Through a 5-day industrial field study, students gained practical insights into industries such as medical technology, food technology, and aquaculture. This program helps students integrate theory with real-world skills, enhancing employability and preparing them for future careers in Taiwan’s marine biotechnology sector. New Taipei City Marine Coral Education Promotion Project' for 2024, subsidized by the Ocean Affairs Council, the New Taipei City Government will offer eight free 'Coral Primary school' sessions every Saturday and Sunday, with each session accommodating 60 participants. Parents can join their children online to learn about coral-related knowledge. The course content includes: 1. An introduction to coral, featuring the types, characteristics, and current ecological challenges faced by corals in the Northeast Coast; 2. Participants will hand-paint their own coral bases and plant corals on them themselves, contributing to coral restoration efforts.
The aim of this educational initiative is to engage more people in understanding the importance of coral and marine life conservation. A coral farm has been established in the Marine Resources Restoration park for coral cultivation. It provides professional coral farming techniques and related conservation advice to the technical staff of the New Taipei City Fisheries and Fishing Ports Management Office, with the goal of preserving the coral in the Northeast Coast waters. Currently, 5,000 coral specimens are being cultivated within the park.
Sustainable impact: aligns with SDG 4.3.4 by offering free, hands-on educational outreach to the public about coral conservation. Through online sessions, parents and children learn about coral types, their ecological challenges, and participate in coral restoration by planting corals themselves. This program promotes environmental awareness, encourages family involvement, and supports sustainable coral restoration efforts, fostering lifelong learning and active participation in marine conservation.
承辦新北市政府113年獲得海洋委員會補助的「新北市海域珊瑚海洋教育推廣工作計畫」,每週六、日開設8梯次免費「珊瑚小學堂」活動課程,每梯次60個名額,讓家長帶著小朋友一起在線上學習珊瑚相關的知識,課程內容包含:1. 認識珊瑚課程,介紹東北角的珊瑚種類、特徵及目前面臨的生態挑戰;2. 由學員親手彩繪自己的珊瑚基座,親手在上面種植珊瑚,為珊瑚的復育盡一份心力。希望在教育推廣工作中,讓更多民眾一起參與,讓大家瞭解珊瑚及海洋生物保育的重要性。在海洋資源復育園區,設立珊瑚農場,養殖珊瑚,提供專業的珊瑚養殖技術及相關保育珊瑚的意見給新北市漁業及漁港事業管理處的技術員人,保育東北角海域的珊瑚,目前一共培育5,000株珊瑚在園區當中。

- Homemade eco-friendly enzyme cleaner and reduction of community nitrogen and phosphorus emissions自製環保酵素洗劑及減低社區氮磷排放永續中心(USR-SDG-IR) 尚文翔 1438
In early June 2023, the project team began actively preparing for two eco-friendly detergent and compost training courses held in Xinjili and Shanglinli, Shuangxi. A total of 30 community members and 2 students participated in the initiative, which promoted the use of kitchen waste (fresh fruit and vegetable peels) to create homemade eco-friendly enzyme detergents and compost, reducing food waste in the community. Together, they produced 100 liters of the products. These eco-friendly products were used for environmentally friendly farming, covering an area of approximately 3,000 square meters in 2023, with expansion planned for 2024.
Additionally, the team conducted two water quality monitoring activities at the site, as detailed in the attached file. Using both physical and chemical testing methods, the goal was to determine whether eco-friendly enzymes could reduce nitrogen and phosphorus emissions from the community, enhance the conservation of local water sources, and help maintain clean water in the Shuangxi River basin. 計畫團隊於2023年6月初開始積極籌備在雙溪新基里與上林里進行2場環保洗劑與環保堆肥培力課程,共30位里民、2位學生參與,推動利用廚餘(新鮮蔬果皮)自製環保酵素洗劑與環保堆肥,減少社區廚餘,共製作100公升。利用上述自製產品實施環境友善耕作,2023年實施面積約為3000平方公尺,2024持續擴增中。
同時,團隊於場域內進行2場水質監測活動,如附件檔案。透過物理性檢測與化學性檢測數據項目,判斷使用環保酵素是否可以達到減少社區氮磷排放,加強社區水源保育效益,進而維護雙溪河流域乾淨水源。同時,團隊前往場域附近高中進行「雙溪區永續環境與水源保育」課程,宣導永續環境水源保育、里川與水質監測基本知識。共65人。

- Youth Rural Biodiversity Survey Project青年入鄉生態多樣性調查計畫永續中心(USR-SDG-IR) 尚文翔 1438
In March 2023, the project team began leading five students on eco-tours to Gongliao District, New Taipei City, selecting the Miaoyan Mountain area as the site for an ecological survey. In April, molecular ecology investigation training was conducted, forming an 8-member ecological survey team. Starting in August, the team collected samples from the field and brought them back to the lab for analysis. The survey identified 1,503 species of aquatic arthropods, 695 species of aquatic algae, and 369 species of aquatic chordates. This activity not only cultivated university students' molecular biology skills and sense of social responsibility, but also provided a health status report of the ecosystem based on the analysis. The report offered recommendations for protecting and improving the local ecological environment while also improving traditional manual data collection methods by establishing rapid, non-invasive scientific sampling techniques.
Additionally, the project participated in the 2023 USR (University Social Responsibility) Northern Region Intercollegiate Showcase and the National Taiwan Ocean University's anniversary exhibition, where the team demonstrated their mobile lab technology used in the Miaoyan Mountain ecological survey. These events allowed more people to learn about the rapid scientific testing methods utilized by the Lihai Science initiative.

計畫團隊於2023年3月開始帶領5位學生透過生態旅行實地走訪新北市貢寮區,選定貢寮美豔山場域作為生態調查地點。並於4月舉辦分子生態調查教育訓練,建立生態調查團隊,共8人。團隊8月開始進入場域採集樣本進行數據收集,帶回實驗室分析後,共調查出1503種水生節肢動物、695種水生軟體藻類及369種水生脊索動物。此活動除了培養大學生分子生物技術與社會責任意識,同時根據分析報告提供生態系統健康現況,並提出保護與改善地區生態環境的建議,同時改善傳統人工收集數據的方法,建立快速且不易傷害生物的科學採集方法。另外本計畫於2023 USR 社會參與跨校共學北區聯展與國立台灣海洋大學校慶展覽等交流活動,展示出團隊執行貢寮美豔山生態調查的行動實驗室技術,讓更多人認識里海科學快速檢驗的做法。

- The MaoAo Satoumi Citizen Science Experience Activity卯澳里海公民科學體驗課程
At the end of August 2023, this project hosted an event as part of the Lihai Citizen Science Experience Course, which brought together teachers from six elementary schools—Taoyuan, Jianguo, Xinzhuang, Xinghua, Yixue, and Luzhou—with a total of 22 participants. The course guided participants in exploring the environmental education and development of Lihai actions in the Ma'ao community, allowing them to engage in hands-on underwater community surveys and water quality testing. The goal of the course was to plant the seeds of marine citizen science education, fostering awareness of citizen science among young students and cultivating more young citizen scientists to carry forward the spirit of Lihai.
In late September 2023, the project further collaborated with Taoyuan Elementary School, leading 64 students to participate in the Ma'ao Lihai Young Citizen Scientist Course. The students took part in a DIY seaweed jelly activity, explored local species in the Magang intertidal zone, and experienced traditional “ama” (women divers) collection practices. Through the marine environmental education in Ma'ao, the course aimed to deepen students' understanding of the community’s Lihai lifestyle and to promote knowledge of traditional fishing village culture and marine sustainability.

本計畫於2023年8月底辦理活動,本場里海公民科學體驗課程集結了桃源、建國、新莊、興化、義學、蘆洲共6間國小教師,22人參與。帶領大家一同深入瞭解卯澳社區環境教育及里海行動的發展歷程,並親自動手參與社區水下調查與水質檢測,期望透過本課程,將海洋公民科學教育向下扎根,建構更多年輕學子公民科學意識,並培育更多小小公民科學家,發揚里海精神。
2023年9月底更進一步與桃源國小合作,帶領64位學童參與卯澳里海小小公民科學家課程,體驗石花凍DIY活動、到馬崗潮間帶認識在地物種,以及進行海女採集體驗。透過卯澳的海洋環境教育,提升學生對社區里海生活發展的理解,並促進傳統漁村文化與海洋永續知識的認識與建立。

The National Taiwan Ocean University’s USR Team has been deeply involved in the Badouzi Fishing Village for a long time. For years, Prof, Wang from the Bachelor Degree Program in Ocean Tourism Management works with Badouzi Fishing Industrial Tourism Promotion Association in conducting numerous local marine education and outdoor activities. This marine ecological education event is integrated with the Ren Ai Elementary School’s curriculum (an interdisciplinary theme course), Sea & City Smart Marine Snack Bar. The activities include visiting the Fisheries Hall in the Marine Technology Museum, learning about the Baduozi Fishing Village, and making dried cuttlefish. The main goal is to encourage students to understand how local people live in harmony with the sea, thereby enhancing students’ knowledge of their hometown and the fishing industry.
Baduozi Fishing Village has a rich historical background and a well-developed fishing industry, making it a perfect site for promoting fishing village cultural experiences. This event provides an opportunity for students to learn about the history of fishing industry, life and culture of fishing villages. Additionally, the students from the Bachelor Degree Program in Ocean Tourism Management serve as volunteers to assist the tour, enabling them to apply their knowledge into real practices and fulfill their university’s social responsibility by promoting the vision of “Close to the Sea, Love the Sea, Know the Sea” and participating in marine conservation advocacies and activities.

To maintain the physical and mental well-being of our staff, foster team spirit, and boost morale, our school has consistently promoted the importance of positive leisure activities for faculty and staff. We continue to organize recreational activities for all faculty and staff, offering opportunities for social interaction and relaxation. The 2023 Faculty and Staff Recreational Event was successfully held on September 16, 2023. The event incorporated the concept of green tourism, taking participants to visit the "Houtong Miner History Museum," the "Shuangxi Pinglin Leisure Farm," and "Pingxi Old Street." These visits allowed the staff to gain a deeper understanding of the natural and cultural environment surrounding Keelung, while also providing an opportunity for physical and mental relaxation and enhancing workplace identity through the hands-on experience of exploring different locations.

全球海洋盛事「2024海洋十年大會」於上週一連五天(4月8日至12日)在西班牙巴塞隆納舉行,來自世界各地關注永續海洋的科學家、教育人員、政策制定者、藍色經濟代表及民間組織都一同聚集於此交流,國立臺灣海洋大學臺灣海洋教育中心當然也不會缺席!中心與日本笹川平和財團海洋政策研究所(Ocean Policy Research Institute (OPRI), Sasakawa Peace Foundation) 共同展示海報,發表未來將進行的跨國合作模式,並於中心Facebook粉絲專頁(https://www.facebook.com/tmec1020901)持續分享本次大會的最新消息,將臺灣的海洋教育經驗與國際接軌,共同為實現人們對於未來海洋的期望而努力。

- 6th International Symposium on Gluten-Free Cereal Products and Beverages 2023第六屆無麩質食品與飲料成果國際研討會永續中心(USR-SDG-IR) 尚文翔 1438
In March 2023, this project utilized the baking equipment from the Department of Food Science laboratory to develop gluten-free yam cake technology, which was transferred free of charge to local partners in Gongliao. Professor Song Wenjie from the Department of Food Science at National Taiwan Ocean University participated in the 6th International Gluten-Free Symposium, co-hosted by the ICC Headquarters and Italy's CREA (Council for Agricultural Research and Economics). The event brought together 96 experts from 22 countries to discuss gluten-free topics from various perspectives, including demand, supply, ingredient development, and product innovation. Professor Song developed a gluten-free chiffon cake by substituting rice flour for wheat flour and adding yam, studying the impact of yam on the aroma and characteristics of gluten-free rice cakes, and shared this innovative technique with international experts.
Currently, local partners have been using this technology to produce gluten-free yam cakes, with sales increasing each year. In 2023, they sold 500 cakes, and in 2024, sales reached 1,500 cakes, contributing to the development of local specialty products and boosting the local economy.
Sustainable impact: supports SDG 4.3.4 by promoting educational outreach and innovation in gluten-free food technology. Through the development and transfer of gluten-free yam cake technology to local partners, the initiative enhances community knowledge and supports local economic growth. The collaboration with international experts fosters knowledge exchange, and increased sales of gluten-free yam cakes reflect the positive impact on local specialty products, contributing to sustainable food practices and economic development.
本計畫於112年3月使用食科系實驗室烘焙設備開發山藥無麩質蛋糕技術並將其無償技轉給貢寮在地夥伴。由國立臺灣海洋大學食品科學系宋文杰教授參加 ICC 總部和義大利 CREA(農業研究與經濟委員會)共同舉辦的第六屆無麩質國際研討會,與全球22個國家、96位專家以無麩質為主題,從需求面、供應面、素材研發及產品開發各個層面進行探討。宋文杰教授透過使用米粉取代小麥粉並添加山藥來製作無麩質戚風蛋糕,研究山藥對於無麩質米蛋糕香氣與特性的影響,並將此新穎技術推廣給各國認識。
目前在地夥伴使用此技術製作的山藥無麩質蛋糕銷售量年年增加,112年銷售500個,113年銷售1500個,額外增加當地特色產品與促進消費經濟效益。

The “Defense Naval Technology Workshop - NTOU Session: Smart Technology and Ships” is organized by the Ship and Ocean Industry R&D Center and the Chinese Society of Naval Architects and Marine Engineers, with the Department of Systems Engineering and Naval Architecture at National Taiwan Ocean University as the host. The event is guided by the Industrial Development Bureau, Ministry of Economic Affairs. On April 28, 2023, the “Defense Naval Technology Workshop - NTOU Session: Smart Technology and Ships” was held at the first-floor lecture hall of the College of Engineering at National Taiwan Ocean University. The workshop featured four presentations on the following topics:
- **Development and Application of New Anti-Submarine Silent Propellers** presented by Honorary Professor Ke Yongze from the Department of Systems Engineering and Naval Architecture at National Taiwan Ocean University.
- **Development and Application of Naval Propulsion Manufacturing** presented by Manager Zhang Jiatan from the Design Department of Hung Sheng Propeller Co., Ltd.
- **Naval Communication and Information Links** presented by CEO Chen Shengwen of Chihsun Digital Technology Co., Ltd.
- **Development and Application of Naval Seakeeping Performance** presented by Associate Professor and Department Chair Fang Zhizhong from the Department of Systems Engineering and Naval Architecture at National Taiwan Ocean University.

Through on-site visits to companies, students can understand the current status of the industry, and help them gain exposure to corporate structures, business concepts and internal operations, absorb learning from them, and turn them into valuable experience in planning future career development and employment directions, providing students with valuable experience in college. Have the correct concepts when entering the workplace.
To achieve the educational goals of integrating learning and application and shortening the gap between industry and academia between schools and enterprises. By visiting companies to understand the requirements for professionals, students can prepare themselves for employment before graduation and strive for promotion and training opportunities in relevant companies. At the same time, it helps students actually understand the employment environment and internal operations of the industry.

- establish Topics on Marine Environmental Ecology Sustainability 開設海洋環境生態永續專題課程生命科學院 海洋生物科技及環境生態永續國際碩士學位學程 陳翠華 5821
The course aims to provide comprehensive knowledge of the marine environment, ecology, and sustainability. The course encourages students to initiate following recent marine ecological concepts related research by updated scientific articles reading and discussion, and by participating activities. The main topics: (1) Introduction to the marine environment (2) Introduction to the marine ecosystem (3) Introduction to climate change (4) How climate change influences marine ecology (5) Marine sustainability management. The course is designed according to SDG 4 Quality Education; 13 Climate Action; 14 Life Below Water; and 17 Partnerships for the Goals.
On Nov. 19, under the leadership of their professors, 10 students participated in a dyeing class at the Badouzi Industrial Tourism Promotion Association. Yam is a dye crop that has a deep connection with the Badouzi fishing village. Early fishermen used yams to dye cotton threads to make fishing nets to strengthen the fibers. The sodium ions in the seawater became the medium for plant dyeing and played a role in fixing the color. The dyeing on the mountain is combined with intertidal seawater rinsing to inherit the unique fishing village cultural skills of Badouzi and allow participants to experience the unique local natural and sustainable mountain and sea customs.
Sustainable impact: aligns with SDG 4.3.4 by providing students with essential knowledge about marine ecosystems and sustainability practices. By engaging in research discussions and hands-on activities, such as the dyeing class connected to local fishing culture, students experience the interplay between marine and terrestrial environments. This initiative fosters awareness of climate change impacts and encourages sustainable management practices, enhancing students' understanding of environmental issues and promoting lifelong learning in marine conservation.
該課程旨在提供有關海洋環境、生態和永續發展的全面知識。該課程鼓勵學生透過閱讀和討論最新的科學文章來主動追蹤最新的海洋生態概念相關研究,並藉由親身體驗活動獲得不同的海洋生態永續知識與觀念。課程主要議題有: (1)海洋環境介紹(2)海洋生態系介紹(3)氣候變遷介紹(4)氣候變遷如何影響海洋生態(5)海洋永續管理。本課程設計根據聯合國永續發展目標SDG 4 優質教育;13 氣候行動;14 水下生命;和 17 實現目標的夥伴關係。
10名學生於2023年11月19日在老師的帶領下,參與八斗子產業觀光促進會舉辦之「薯榔海水染布+漁村走讀」課程活動。薯榔是種染料作物,與八斗子漁村頗有淵源,早期漁民用薯榔染於棉線織成的漁網加固其纖維,而海水中的鈉離子成為植物染的媒介起到固色的作用。薯榔海染將山上的薯榔植物染結合潮間帶海水漂洗,國際學生習得在地漁村文化特色的技藝並體驗當地獨特的環境永續山海風情。
