4.3.2 Public events (lifelong learning) Year 2023
In order to promote graduate students across the country to be more concerned about marine affairs and conduct in-depth research, the Institute has opened up a new dimension and held a seminar for graduate students in addition to the previous academic activities dominated by teachers and scholars, named “2023 Oceanic Culture Graduate Student Forum”, which is also scheduled to be held on June 9, 2023, the United Nations World Oceans Day, which is also China's National Oceans Day.
A total of 25 papers were submitted to the forum, and 24 were finally published, with a total of 51 guests, hosts, discussants and students, and 18 people registered for online participation, including: 1. Teachers, scholars and experts in related fields in academia and schools at all levels; 2. Graduate students and doctoral students in related fields in colleges and universities; 3. Local literary and historical workers; People in the community who care about related issues.
Sustainable impact : fostering advanced research and encouraging graduate students to engage deeply with marine affairs. By involving teachers, scholars, students, and community members, the forum creates an inclusive platform for knowledge exchange and academic development. The event enhances higher education and lifelong learning opportunities, empowering students to contribute to sustainable development in marine and oceanic fields.
本所為促進全國研究生能更加關心海洋事務,深入相關的研究,因此另闢面向,在過往以老師、學者為主的學術活動之外,特地舉辦以研究生為主的研討會,命名為「2023海洋文化研究生論壇」,會議日期亦特地配合6月8日聯合國世界海洋日,同時也是我國的國家海洋日,定在2023年6月9日舉辦。
此次論壇共25篇投稿,最後發表24篇,與會來賓、主持人、與談人及發表學生共計51人,報名線上參加有18人,與會人員包括:1、學界及各級學校相關領域之教師、學者及專家;2、大專院校相關領域研究生、博士生;3、地方文史工作者;關心相關議題之社會人士。

The 2023 International Conference on Oceanic Culture was successfully concluded on November 24, 2023 at the National Ocean University of Taiwan. The conference was guided by the Ministry of Education and the Ocean Affairs Council, the Institute of Oceanic Culture of the National Ocean University of Taiwan was the organizer, the Taiwan Marine Education Center and Yutai Lecture were the subsidized units.
The symposium featured two keynote speeches, starting with Professor LEW Bon Hoi, Professor of the Department of Southeast Asian Studies and Director of the Centre for Malaysia History at New Era University College Malaysia, on the topic of “ The Spread and Development of Malaysian Chinese Culture Overseas: An Assessment of Content and Features of Malaysia as a Chinese Culture Sphere”. The speech pointed out that since the 19th century, there has been a large influx of Chinese people in Malaysia, although most of them are illiterate, but they practice the living customs of the Han people in other places, speak Chinese, and pursue Confucian values.
This was followed by a written keynote speech by Professor Emeritus MATUURA Akira of Kansai University in Japan, on the topic of “ Maritime trade and maritime merchants and piracy in East Asia from the mid-16th century to the early 17th century “ This article analyzes maritime trade and maritime piracy along the coast of East Asia from the mid-16th century to the mid-17th century.
A total of 44 guests, moderators, special discussants and presenting scholars participated in the seminar, and 112 people registered for online participation, including: 1. Teachers, scholars and experts in related fields in academia and schools at all levels; 2. Graduate students and doctoral students in related fields in colleges and universities; 3. Local literary and historical workers; People in the community who care about related issues.
Scholars who have presented papers at the symposium can submit their papers to the Journal of Oceanic Culture, which is very helpful for the publication and sharing of academic results. Based on the results of past transactions, we will continue to hold the “2024 International Conference on Oceanic Culture”.
Sustainable impact: fostering global academic collaboration and enhancing knowledge on maritime culture and history. Through keynote speeches and scholarly presentations, the conference provides a platform for educators, students, and experts to exchange ideas and promote research in oceanic culture. By encouraging paper submissions for academic publication, the event contributes to the dissemination of knowledge, promoting lifelong learning and quality education in the field of maritime studies.
「2023海洋文化國際學術研討會」已於2023年11月24日於國立臺灣海洋大學圓滿閉幕。本次研討會教育部及海洋委員會為指導單位,國立臺灣海洋大學海洋文化研究所為主辦單位,臺灣海洋教育中心、宇泰講座為補助單位。
此次研討會安排2位主題演講,首先是馬來西亞新紀元大學學院東南亞學系教授暨馬來西亞史研究中心主任廖文輝教授,演講題目為:中華文化在海外的傳播與發展:論馬來西亞華人文化圈的內涵和特色。演講中指出馬來西亞自19世紀以來,即有大量華民湧入,他們大部分雖為目不識丁之徒,但卻在他鄉實踐漢人的生活習俗、講漢語、奉行儒家價值觀,以其堅韌的文化生命,雖然不能傳承和發揚中華文化中日用的哲學思想,但庶民日用的生活禮俗卻得以維繫傳播,並創發小傳統的漢人民俗文化,甚至成為中台以外,擁有最完整華文教育的國家。
接著是日本關西大學松浦 章名譽教授發表的書面主題演講內容,題目為:16世紀中葉-17世紀初東亞海域的海上貿易及海商・海盜。文章內容就16世紀中葉至17世紀中葉的東亞沿海的海上貿易與海商海盜的情況進行分析論述。
此次研討會與會來賓、主持人、特約討論人及發表學者共計44人,報名線上參加有112人,與會人員包括:1、學界及各級學校相關領域之教師、學者及專家;2、大專院校相關領域研究生、博士生;3、地方文史工作者;關心相關議題之社會人士。
於研討會發表論文之學者可投稿《海洋文化學刊》,此對學術成果研究發表和成果分享甚有助益。基於過去辦理的成果,本所將賡續舉辦「2024海洋文化國際學術研討會」。

Invite experts and scholars from outside the school or professors from the school to give 1-2 hours of selected speeches on different fields such as food industry, aquaculture, fishery resources, marine biology, environmental science, health management, quality control, business operations or alumni employment experience to enhance the extracurricular knowledge of students inside and outside the school and verify the theories learned.
Sustainable impact: expanding students’ extracurricular knowledge and deepening their understanding of theoretical concepts through real-world examples. This initiative promotes lifelong learning by providing diverse educational experiences in industries like food, aquaculture, and environmental science. By connecting academic theory with practical insights, it fosters quality education and prepares students for future career opportunities.
邀請校外專家學者或校內教授就食品工業、水產業、漁業資源、海洋生物、環境科學、衛生管理、品質管制、企業經營或校友就職經驗等不同領域,擇訂專題演講1-2小時,以增進校內外同學課外知識及驗證所學理論。

National Taiwan Ocean University and UNION-TECH ENGINEERING CONSULTANTS CO. have collaborated since 2012 to establish the “UnionTech Lectures” inviting distinguished scholars, experts, and prominent figures from both domestic and international circles to give lectures at the university.
In 2023, a total of 38 UnionTech Lectures were held, featuring scholars and experts from various fields, including but not limited to science, engineering, humanities, arts, and economics. In response to global sustainability issues, the invited speakers’ lecture topics were all aligned with the United Nations Sustainable Development Goals (SDGs).
As of 2023, UNION-TECH ENGINEERING CONSULTANTS CO. has donated nearly NT$5 million to National Taiwan Ocean University, organizing over 170 lectures. More than 180 international scholars have been invited, benefiting nearly 17,000 students.

海洋大學與宇泰工程顧問有限公司自101年起合作成立「宇泰講座」,邀請國內外傑出學者、專家或社會賢達人士蒞校演講。
113年共辦理38場宇泰講座,所邀請各領域之學者專家包括但不限於科技、工程、人文、藝術、經濟等領域。為響應國際永續議題,受邀講者之演講題目均與聯合國永續發展目標(SDGs)結合。
截至113年止,宇泰顧問公司已捐助海洋大學將近新臺幣500萬元,辦理逾170場講座,超過180位國際級學者前來,將近1萬7千位學子受惠。

- Marine Education Camp 海洋教育營永續中心(USR-SDG-IR) 社會責任實踐組-雲林usr 唐坣 5032
This event is led by our school's teachers, guiding the department's student association and club members to actively participate. Through a camp format supplemented with large-scale games and fish-eating education activities, we led 30 students from four local elementary schools in Yunlin to understand and appreciate marine education. We hope to root marine education deeply, thereby cultivating the children of coastal villages to take an interest in the ocean, and through this event, nurture young marine pioneers; at the same time, through the participation of local residents and elementary school teachers, our school designs and plans teaching cases, thereby cultivating lecturers related to marine education.
The planned activities fully reflect the ocean expertise of the National Taiwan Ocean University, with many designed to inspire elementary students' interest in fisheries and marine issues. For example, fish consumption education and marine waste reuse are incorporated into fun learning experiences that also promote the concept of marine conservation. In particular, to deepen local elementary students' understanding of fisheries and their hometown industries, the “fish consumption education” course uses local Yunlin ingredients such as Taiwanese sea bream, clams, and oysters. By engaging students in cooking these ingredients themselves, the course instills the concept of reducing carbon footprints, thus genuinely promoting marine education. This also helps achieve the goals of the “Yunlin Four Mouths - Li Hai Fishing Village” USR project team in deeply cultivating local talent and fostering marine professionals.
Sustainable impact: providing hands-on marine education to elementary students, fostering early interest in ocean conservation and fisheries. Through interactive activities like fish-eating education and marine waste reuse, students gain practical knowledge about sustainable practices. The program also engages local teachers and residents, building a foundation for lifelong learning and cultivating future marine professionals, contributing to inclusive and quality education in coastal communities.
活動係由本校教師率領系學會及社團學生實際投入,以營隊形式輔以大地遊戲、食魚教育等活動帶領雲林在地四所小學30位學子了解與體認海洋教育,期望能將海洋教育向下扎根,進而培養沿海村落學子對於海洋之興趣,藉此活動培育小小海洋尖兵;同時透過在地居民與小學教師的共同參與,由本校設計、規劃教案,進而培育海洋教育相關講師。
本次規劃的活動內容也充分體現海大的「海洋」專業,設計出許多能啟發小學生對漁業與海洋議題興趣的內容,例如食魚教育、海洋廢棄物再利用…等,寓教於樂,並提倡海洋保育的觀念。尤其為了讓在地小學生加深對漁業的認識及家鄉產業的瞭解,在「食魚教育」課程選用雲林當地的臺灣鯛、文蛤及牡蠣為主的食材,透過小學生親自動手製作料理,灌輸小學生減少碳足跡的觀念,實實在在的推廣海洋教育,同時也可以達成「雲林四口-里海漁鄉」USR計畫團隊對於在地深耕,培育海洋人才的目的。

In 2023, National Taiwan Ocean University Institute of Applied English held its inaugural “Marine English Presentation Competition,” aimed at enhancing students' English expression skills, oral communication, and presentation design abilities. The competition focused on the SDGs (Sustainable Development Goals), encouraging students to propose innovative solutions for sustainable development, thereby fostering independent thinking and social concern.
The event attracted 12 participants who submitted English presentations and 3-minute English presentation videos. After a thorough evaluation by the judging panel, 3 outstanding works were selected, showcasing the participants' deep understanding and creative solutions for sustainable development.
This competition not only improved participants' language skills and presentation techniques but also expanded social awareness of sustainability issues. Through active student participation and public display, the event effectively connected academic insights with practical applications, promoting advocacy and attention to sustainability issues.

國立臺灣海洋大學應用英語研究所於2023年舉辦了首屆「海洋英語簡報競賽」,旨在提升學生的英文表達能力、口語技能及簡報設計能力。競賽主題圍繞SDGs(永續發展目標),鼓勵學生針對永續發展提出創新解決方案,從而促進獨立思考和社會關懷。
活動共吸引了12位參賽者參與,他們提交了以英文製作的簡報和3分鐘的英語簡報影片。經評審委員的細緻評選,最終選出3位優秀作品,這些作品展示了參賽者對於永續發展的深刻理解和創意解決方案。

The event aims to promote an understanding of Taiwanese culture among our international and overseas Chinese students, while also enhancing their motivation to learn Mandarin through the sharing and exchange of personal experiences or perspectives. The competition features four main speech topics: "The most impressive thing you met after coming to Taiwan," "What is the most beautiful scenery in Taiwan," "Mandarin I can't learn from the textbook," and "My Travel Experiences in Taiwan." International students are free to choose one of these themes for their speeches. Participants come from all over the world, and it is hoped that students from different countries can discover the beauty and culture of Taiwan from diverse perspectives. At the same time, through feedback from professional judges, they will improve their Mandarin-speaking skills while engaging in cultural exchange.

Assistant Professor Chuang Pei-Ting of the Institute of Food Safety and Risk Management has received a grant from the Ministry of Education’s 2023 Teaching Practice Program. The grant supports the development of a certification course titled "Applying the Balanced Scorecard in Food Safety Training for Catering Personnel." Through this course, Food businesses must comply with the Food Act to protect the health of consumers and employees. Through this course, students can learn the best practices for food processing in the American catering industry, and take an online exam at the end of the course. If they pass the course, they can obtain a Servsafe Food Safety Certificate, which will enhance their competitiveness in the workplace.
Sustainable impact :offering an educational program open to students, enhancing lifelong learning opportunities in food safety. By teaching best practices in food processing and offering the chance to obtain a Servsafe Food Safety Certificate, the course boosts students' professional qualifications and workplace competitiveness. 食品安全與風險管理研究所莊培梃助理教授,獲教育部112年教學實踐計畫補助,開設「運用平衡計分卡在餐飲食安人員培訓課程」證照課程,學生透過課程學習暨培訓,進一步接受考核後可獲取專業證照。這一門課程主要在探討食品企業必須符合食品法令的規範,保護消費者及員工的健康。課程涵蓋美國餐飲業對於食材處理方法的的最佳實踐方案,並在課程結束參與線上考試,合格可得到Servsafe Food Safety Certificate食品安全證書,進而提升學生在職場上的競爭力。

Bachelor degree program in ocean tourism management integrates interdisciplinary faculty from both within and outside the university, working together to incorporate sustainable development goals into the curriculum for cultivating future marine tourism management professionals. Depending on the needs of different courses, faculties invite experts or scholars from industry, government, academia, and NGOs to give lectures to encourage students to catch trends in the sustainable development of the marine tourism industry. This includes deepening partnerships and collaborations with relevant stakeholders, local engagement, and education and practices related to sustainable tourism.
Sustainable impact : offering interdisciplinary, publicly accessible education that integrates sustainable development goals. By inviting experts from various sectors to give lectures and fostering collaborations with stakeholders, the program promotes lifelong learning in marine tourism. This initiative enhances students' understanding of sustainable tourism practices, deepens local engagement, and prepares them for careers aligned with global sustainability trends.

The Elderly University allows seniors to enjoy a high-quality campus environment and learn alongside young students. It provides opportunities for older adults to enhance their abilities in daily life, utilizing the university's faculty and facilities at a low cost to access high-quality educational content. This helps achieve the goal of “active aging” by opening up new life perspectives for seniors. It allows elders who may not have had the chance to attend university in their youth to study, acquire new knowledge, and expand their social networks in the academic setting. At the same time, the Elderly University emphasizes the promotion of sustainable development concepts. Through various courses, seniors are encouraged to understand the importance of environmental protection, resource conservation, and green living, and are motivated to adopt sustainable practices in their daily lives.
By establishing a learning mechanism and providing opportunities, the Elderly University enhances the learning rights of older adults, improves their ability to adapt to family life and society, and offers opportunities for further education and social participation. Through the integration of sustainability concepts into course design, it not only helps improve personal quality of life but also promotes long-term social development and environmental protection. Each academic year, one class is enrolled, with a minimum of 25 students required to start a class.
The courses are rich and diverse, closely related to daily life, such as understanding international cultures, fire safety essentials for seniors, life and law, practical acupressure and health massage, medication safety and wellness for seniors, and topics related to sustainable development. These include environmental and health protection through sustainability, coastal wetland ecology, and more, which further enhance seniors' motivation and willingness to learn, while also allowing them to contribute to the future of the planet. There are no gender restrictions for enrollment; regardless of biological sex or gender identity, all participants are welcome, thereby promoting the goal of gender equality.
Sustainable impact : offering low-cost, accessible educational opportunities for seniors, fostering lifelong learning in a university setting. The program promotes active aging and integrates sustainability concepts, encouraging seniors to adopt environmentally responsible practices. By providing courses on diverse topics such as sustainable development and personal well-being, it enhances social participation, personal adaptation, and promotes inclusive education for all, regardless of gender identity.
樂齡大學能讓長者悠遊在優質的校園環境中,與年輕學生共同學習,提供高齡者在生活中增能,利用大學的師資、設備,以低廉的費用享受高品質的教育內容,達到「活躍老化」之目的,開啟高齡長者不同的人生視野,讓年輕時沒有機會上大學的長輩也可以到大學殿堂讀書、學習新知及拓展人際關係。同時,樂齡大學也注重推廣永續發展的理念,透過各類課程,讓長者了解環境保護、資源節約和綠色生活的重要性,並鼓勵他們在日常生活中實踐可持續的生活方式。

樂齡大學能讓長者悠遊在優質的校園環境中,與年輕學生共同學習,提供高齡者在生活中增能,利用大學的師資、設備,以低廉的費用享受高品質的教育內容,達到「活躍老化」之目的,開啟高齡長者不同的人生視野,讓年輕時沒有機會上大學的長輩也可以到大學殿堂讀書、學習新知及拓展人際關係。同時,樂齡大學也注重推廣永續發展的理念,透過各類課程,讓長者了解環境保護、資源節約和綠色生活的重要性,並鼓勵他們在日常生活中實踐可持續的生活方式。

In 2023, seven visual art exhibitions are planned, where artists, through self-reflection and technical experimentation, create works that celebrate the beauty of nature while emphasizing the importance of environmental conservation and coastal erosion. Through these exhibitions, art guides viewers to participate in interdisciplinary ocean education, inspiring deeper reflection on environmental issues.
Ceramic Painting Exhibition – TAI-HWA POTTERY Artists' Porcelain Creation Group Exhibition:
TAI-HWA POTTERY, established in 1983, initially focused on producing antique-style ceramics. Instead of following the trend of Taiwanese industries relocating abroad, the company chose to stay in Taiwan and transform its business. In this group exhibition, the artists skillfully leverage the properties of glazes and pigments, using their unique creative language to express vibrant, shifting colors and forms. Their works highlight distinctive experimental results and styles.
Railway Model Exhibition – Small World Classic Railway Model Exhibition:
Model maker Hsu Chih-Kang creates scenes from Taiwan's railway series, using materials ranging from paper and copper sheets to advanced 3D printing. He repurposes everyday items as creative elements and paints them, faithfully recreating the nostalgic railway landscapes of memory. The works are rich in detail and realism, transporting viewers back to a simpler and more beautiful era.
In 2023, we organized two performing arts events that, through innovative performance methods and high-quality artistic content, allowed audiences to appreciate the diversity and richness of art and experience its boundless possibilities.
Eye Catching Circus – Circus Together: The “Eye Catching Circus” presents an astonishing stunt performance that combines exceptional physical feats with imaginative stagecraft, transporting the audience into a world of wonder and challenge. The performance includes mime and juggling, with interactive elements that keep the audience captivated and reluctant to look away from the performers. Not only do the performers push the limits of their physical abilities, but they also showcase the exquisite skills and innovative courage developed through rigorous training.
The Wanted – Wasting All the Time with You: “The Wanted” featured a repertoire ranging from pop music to original compositions, showcasing the rich layers and harmonious beauty of vocal lines. Through meticulous arrangements and heartfelt performances, this event provided the audience with a profound artistic experience, allowing each viewer to experience the power and charm of the human voice.
Sustainable impact : offering accessible educational and cultural experiences that promote interdisciplinary learning. Through art that emphasizes environmental conservation and performances showcasing creativity and innovation, these events foster public engagement in lifelong learning. 2023年規劃7場視覺藝術展覽,藝術家們透過自我理解與技法的實踐,創作出讚美自然生態的作品,重視自然保育與海岸流失問題,透過展覽藝術引導觀展者參與跨域的海洋教育,啟發人類對環境議題的深思。
陶瓷彩繪展–臺華窯藝術家彩瓷創作聯展:
臺華窯成立於1983年,早期以仿古陶瓷為生產大宗,未隨著產業西進南向外移,將根留臺灣轉型再出發。此聯展藝術家靈活地運用釉藥色料的特性,以個人的創作語言,透過彩釉亮麗變幻的色彩與造形,呈現作品鮮明獨特的實驗成果和風格。
鐵道模型展–小世界經典鐵道模型展:
模型師徐志綱老師製作臺灣鐵道系列場景,展品材料從紙張、銅片裁切到先進3D列印,蒐集日常用品再利用為創作元素並彩繪,忠實呈現記憶中的鐵道風景,細節豐富擬真,讓觀展者回到那個單純美好的年代。
風景油畫展–成志偉個展:
藝術家成志偉於1974年生於台北,畢業於國立臺灣藝術大學美術系;成志偉喜歡旅行攝影,以自然風景為主要創作題材,透過作品展現強韌的生命力,因此特別重視光的表現,不強調高反差的戲劇性變化,而是探尋舒心安定自然存在的靜謐之光。
水墨畫展–陳玄茂個展:
藝術家陳玄茂於1960年生,畢業於國立臺灣藝術大學書畫藝術學系;藝術家陳玄茂為雲林知名水墨畫家和藝術教育推廣者,致力於沿海偏鄉推廣藝術、文化與教育,擅長以情寫境對大地與鄉土濃厚情感,透過水墨寫生創作呼應對山川與海岸的藝術實踐。
水墨畫展–司徒錦鷹個展:
藝術家司徒錦鷹於1955年生於香港,畢業於國立藝專畢業;司徒錦鷹人稱「大樹畫家」,擅長毛筆寫生,遊走名山大川,實踐「搜盡奇峰打草稿」並鍾情大樹,至今以大樹神木為題材,徜徉於水墨世界與自然生態中。
版畫展–許唐瑋個展:
旅美藝術家許唐瑋1980年出生於彰化,畢業於國立台南藝術大學造型藝術研究所;許唐瑋求學階段受建築製圖訓練,將建築語彙融入自己對空間的想像,擅於創造複雜的圖形,並且用繪畫與建築特色的複合媒材創作組成。
沙雕展–周聖強個展:
藝術家周聖強出生於台北,畢業於國立臺灣藝術大學雕塑研究所;藝術家周聖強將過去以石雕和金屬為雕塑創作媒材,延伸至沙雕藝術,透過與場域特色讓藝術、觀光和環境創作產生共鳴,同時是福隆國際沙雕藝術季聘用沙雕師。
2023年舉辦兩場引人注目的表演藝術活動,藉助創新的表演形式和高品質的藝術內容,讓觀眾在演出中體驗到藝術的多樣性和豐富性,並深入體認到藝術的無限可能性。
創造焦點-藝起看馬戲:
「創造焦點劇團」帶來一場別具一格的特技表演,藉由卓越的技藝和創意展示,將觀眾引入一個充滿驚奇和挑戰的世界。演出融合默劇、雜耍等互動情節,讓觀眾目不暇給,並展現演員身體極限和創意奇蹟。這場演出不僅突顯了每位團員經過嚴格訓練所達到的精湛技藝,也彰顯勇氣和創新精神。

- Marine practical lectures-Development trends and prospects of offshore wind power industry輪機實務講座-離岸風電產業發展趨勢與展望海運暨管理學院 輪機工程學系 張嘉芳 7101
In her inauguration speech on May 20, 2020, President Tsai announced the promotion of six core strategic industries including information and digital, information security excellence, precision health, green power and renewable energy, national defense and strategy, people's livelihood and combat readiness. In terms of green energy and renewable energy industries, we will build a renewable energy industry zone and R&D base, improve the green power participation system, and build a national offshore wind power team to enter the Asia-Pacific wind power industry chain and export Taiwan's wind power industry internationally.
The government is very determined to promote the construction of the offshore wind power industry. It will use the “Key Points for Offshore Wind Power Planning Site Capacity Allocation Operations” at the potential site stage to encourage developers to voluntarily submit specific commitments on industry-related implementation plans to promote the offshore wind power industry at home and abroad. Substantial cooperation among industry players has been established, and an underwater basic industrial cluster has been formed in Taipei Port and Kaohsiung Xingda Port, and a production base for wind turbines and key components has been formed in the Taichung Port Industrial Zone, which will comprehensively promote the development of China's offshore wind power industry supply chain.
In the past, the domestic industry had no actual experience in manufacturing offshore wind power products. As the potential site stage is used to promote Taiwanese industry players to cooperate with international developers to build new production plant lines and produce products, they have faced the impact of the epidemic, investment problems and learning bottlenecks one by one. Overcome, we are actively seizing block development opportunities.
The Taiwan Wind Power Industry Association will assist member manufacturers in cooperating with government policies to promote the development of Taiwan's offshore wind power industry. In the future, it will gather the energy of industry, academia and research to continue to assist manufacturers in accelerating filling of gaps in the industry chain, and promote multi-party international cooperation, playing a good role between the government and industry. It serves as a communication bridge, promotes a good environment for industrial development, and makes greater contributions to Taiwan’s future offshore wind power industry.
Sustainable impact : fostering educational opportunities through industry-academia collaboration, encouraging lifelong learning in green energy. By building a renewable energy industry zone and supporting research and development, the initiative enables local industries to gain expertise in offshore wind power production. These efforts enhance skills development, international cooperation, and industry growth, creating an inclusive learning environment that contributes to sustainable industrial advancement.
2020年5月20日蔡總統就職演說宣示推動資訊及數位、資安卓越、精準健康、綠電及再生能源、國防及戰略、民生及戰備等六大核心戰略產業。在綠能及再生能源產業方面,將建構再生能源產業專區及研發基地、健全綠電參與制度,以及打造離岸風電國家隊,切入亞太風電產業鏈,讓臺灣風電產業輸出國際。
政府很有決心推動離岸風電產業的建構,潛力場址階段運用「離岸風力發電規劃場址容量分配作業要點」,推動開發商自願提出產業關聯執行方案具體承諾,促進離岸風電產業國內外業者實質合作,並在台北港與高雄興達港形塑水下基礎產業聚落、台中港產業專區形成風力機及其關鍵零組件生產基地,全面帶動我國離岸風電產業供應鏈發展。
過去國內產業並無實際離岸風電產品製造經驗,藉由潛力場址階段推動台灣業者與國際開發商合作新建生產廠房產線與生產產品之際,先前面臨疫情衝擊、投資問題與學習瓶頸已逐一克服,正積極搶進區塊開發商機。
本協會將協助會員廠商配合政府政策推動臺灣離岸風電產業發展,未來將凝聚產學研能量,持續協助廠商加速填補產業鏈缺口,並推動多方國際合作關係,扮演好政府與產業之間的溝通橋樑,促成產業發展的良好環境,為台灣未來離岸風電產業做出更大貢獻。

The United States' nuclear-powered aircraft carriers are still inseparable from gas turbines. 輪機員、輪機工程師或稱為船舶工程師,是一個與航海及船舶運營密切相關的職業。
歷史可以追溯到古代航海時期,並隨著時間和技術的進步而不斷演變。
航海技術的發展,對船舶的維護和修理需求日益增加,這促進了船舶工程技術人員的出現。
從活塞式蒸汽機演進至現代蒸汽輪機稱蒸汽渦輪發動機,其工作原理是利用鍋爐產生高溫高壓水蒸氣,然後經過噴嘴,將高溫高壓水蒸氣噴射在渦輪葉片上推動渦輪高速旋轉,從而產生帶動螺旋槳軸旋轉的機械能。

- Cooperation project between National Taiwan Ocean University and Taiwan Education Center in Yogyakarta, Indonesia for Basic Chinese classes國立臺灣海洋大學及印尼日惹臺灣教育中心華語初級班合作計畫人文社會科學院 華語中心 洪于婷 2057
The Mandarin Learning and Education Center collaborated with the Taiwan Education Center in Yogyakarta, Indonesia, to offer an online beginner-level Mandarin course, with a total of 160 students divided into two classes. As the course is designed for beginner learners starting from zero knowledge of Mandarin, it focuses on listening and speaking skills, with supplementary instruction in reading and writing to enhance learning efficiency. Using the Pinyin system alongside an introduction to traditional Chinese character structures, students become familiar with Mandarin pronunciation and sentence patterns. Through practical, everyday lessons, they acquire basic conversational skills in Mandarin, such as greetings, self-introduction, and expressing preferences. By the end of the course, they should be able to engage in simple travel-related conversations. In the final week, a concluding exam was held, with over 80% of students from both classes scoring above 70, demonstrating the course's effectiveness.
Sustainable impact : providing accessible, quality language education to 160 students in Indonesia. By focusing on practical listening, speaking, reading, and writing skills, the course promotes lifelong learning and cross-cultural communication. The high success rate demonstrates the course's effectiveness in fostering language acquisition, contributing to inclusive education and global understanding.
華語中心與印尼日惹臺灣教育中心合作辦理線上初級華語課程計畫,共有160名學生、分為AB兩班授課。由於課程為零起點的初級華語學習者所設計,為配合其先備知識,以提升學習效率,課程以聽說為主、讀寫為輔。藉由拼音系統輔以正體漢字結構介紹,幫助學生熟悉中文發音與句型,使其得以從生活化的課程中習得基本中文對話能力,包含:問候、自我介紹及表達喜好等,並在課程結束後能進行簡單的旅遊會話。課程最後一週舉行期末測驗,參與測驗的兩班學生共有超過八成分數在七十分以上,顯見學習效果良好。

- The 2nd Marine Science Picture Book Creation Promotion Event第二屆海洋科普繪本創作推廣活動臺灣海洋教育中心 張凱婷 1246
To encourage local governments to combine outdoor education with marine education during "Marine Education Week," and to promote marine science picture books through marine education centers, local social education institutions, or campuses, our center organized the "Second Marine Science Picture Book Creation Award-Winning Works Tour Promotion" from April to August 2023. The event was held in five regions: Northern, Central, Southern, Eastern, and the Outlying Islands, focusing on marine education and picture book reading as the main themes for display and interactive experiences. Additionally, during the Central Region's exhibition, a "Second Marine Science Picture Book Creation Award-Winning Works Creation Sharing Symposium" was held, where award-winning teams were invited to share their creative processes and experiences in integrating marine education into picture book teaching. A total of 8,214 visitors participated in the event.
Sustainable impact : providing free, public access to marine education through interactive picture book exhibitions. By reaching over 8,000 visitors and encouraging local governments to integrate marine education into outdoor learning, the initiative promotes lifelong learning and environmental awareness. The sharing symposium further fosters creative approaches to teaching, enhancing educational engagement and sustainability education across diverse regions.
為鼓勵各地方政府於「海洋教育週」結合戶外教育及海洋教育中心、在地社教機構館所或校園進行海洋科普繪本推廣活動,本中心特於2023年4月至8月期間,辦理《第二屆海洋科普繪本創作獲獎作品巡迴推廣》,並分為北區、中區、南區、東區及離島等5個場次,進行海洋教育及繪本閱讀為主體的展示體驗,並於中區展示期間辦理一場次《第二屆海洋科普繪本創作獲獎作品創作分享座談會》,邀請獲獎團隊分享其創作歷程及如何將海洋教育融合繪本教學之經驗,總計觀展人次共8,214人。

These marine education promoters, from diverse fields, excel at integrating local resources, highlighting regional characteristics, and fostering local engagement. They connect marine education to everyday life experiences, making learning about marine knowledge fun. On one hand, they inspire the public to explore and connect with the ocean, while on the other, they raise awareness about the protection and appreciation of marine resources.

In 2023, the Department of Bioscience and Biotechnology of NTOU hold a biology camp to invite the students of senior high school to teach them the knowledge of molecular diagnostics for GMO product to promote high-quality education.
Sustainable impact:offering high school students hands-on education in molecular diagnostics for GMO products. Through interactive activities such as DNA extraction, PCR, and electrophoresis, students gain practical knowledge and experience in bioscience. This camp promotes lifelong learning and accessibility to advanced scientific techniques, fostering curiosity and enhancing education in biotechnology, which supports high-quality education and skill development.

In response to the rapidly changing social environment and industrial patterns, we invited Professor Tsung-Yuan Hsiao to conduct a series of workshops focused on ocean-themed poetry in Western literature. Notable poems discussed in this course include Matthew Arnold’s Dover Beach, Emily Dickinson’s I Started Early – Took my Dog, among others.
Sustainable impact:The workshops led by Professor Tsung-Yuan Hsiao on ocean-themed poetry in Western literature align with SDG 4.3.2 by offering accessible, interdisciplinary learning opportunities. These workshops promote lifelong learning and deepen students' understanding of both literature and environmental themes, such as coastal erosion and ocean conservation. By integrating literature with marine topics, the course fosters critical thinking and raises environmental awareness, contributing to high-quality, inclusive education centered around sustainable development issues.
本院為因應快速變遷的社會環境與產業型態,本學院開設海洋人文專題課程。我們邀請蕭聰淵教授進行一系列的海洋英詩導讀。討論的作品有Matthew Arnold的 ”Dover Beach”、Emily Dickens的 “I Started Early – Took my Dog” 等作品。

From 2020 onwards, based on the Biomedical Industry Innovation Program, the Executive Yuan has continued to improve the ecosystem of precision health, strengthen the industry chain of precision health, and further connect with the world. By means of inter-ministerial cooperation, it outlines a vision of a society for all age health by 2030, including national health insurance, prediction, prevention, screening, diagnosis, treatment, prognosis, and care.
Sustainable impact:fostering cross-ministerial cooperation to create a robust precision health ecosystem. It focuses on improving public health through comprehensive education on prediction, prevention, screening, diagnosis, and care. By enhancing talent in precision health and connecting local industries with global trends, the initiative encourages lifelong learning, equips participants with cutting-edge healthcare knowledge, and promotes sustainable health education.

The workshop offers various exercise courses, such as TRX suspension training, which “sculpts the perfect body, bringing health and beauty along!” It helps you build a stable core, improve physical fitness and muscle endurance, and target specific areas of the body to shape a healthy, graceful physique. Through aerobic exercise, it enhances cardiovascular function, boosts metabolism, and burns fat and calories. Core training on the mat increases overall muscle endurance, while stretching exercises help sculpt the body and enhance your curves. These courses not only focus on personal health but also incorporate sustainability principles, encouraging participants to bring their own towels and water bottles to reduce the use of disposable containers like paper cups and plastic bottles, thereby reducing carbon footprints.
Ball Yoga uses a 20 cm mini resistance ball, combining yoga, Pilates, and elements of graceful dance in a smooth flow of static and dynamic movements. It trains muscle endurance, flexibility, and coordination, while also improving balance and stability.
Zumba Dance: “Health and happiness are simple yet realistic wishes for everyone. How long has it been since you’ve moved your body freely amidst your busy studies and work? If you want to relieve stress and recharge with positive energy, this is the best choice!” Breaking the boundaries of basic fitness, this energetic workout is set to vibrant Latin music and combines the essence of aerobics and Latin dance with various dance styles. It integrates movements from mambo, salsa, rumba, cha-cha, samba, reggae, belly dance, hip-hop, African dance, and flamenco to keep the body energized through diverse exercises.
TRX Sculpting Class: This specialized course uses body weight and gravity to train muscle strength throughout the body. TRX suspension equipment allows simultaneous exercise of multiple body parts, working both muscles and joints. It activates small muscle groups, promoting balance between muscles, and offers a low-energy, high-efficiency workout experience. TRX is suitable for aerobic training, muscle and stretching exercises, and effectively enhances muscle control and posture, making it an ideal training method for the general public.
Strength Aerobics: “Building muscle and reducing fat is key to sculpting a perfect figure and controlling weight, which is why it’s become a popular wellness topic. Have you tried many methods without seeing results or losing motivation? Now, give yourself another chance!” Through aerobic exercises, it enhances cardiovascular function, boosts metabolism, burns fat and calories, and with core training on the mat, increases overall muscle endurance. Stretching exercises further help sculpt and beautify the body.
Aerobic Dance: “Health is the foundation of a good quality of life, and beauty (handsomeness) is essential to a positive mood. Additionally, a new soothing yoga course has been introduced: “Recharge your body to work and study with more energy. In the fast-paced world, high stress can overwhelm the body. When you feel exhausted, let gentle, soothing yoga slow down the rhythm of life and recharge your body!” With correct breathing and yoga stretches, this course helps relax tense muscles, improves posture, strengthens muscles, and calms the body and mind for stress relief. The slower pace allows for greater focus on posture alignment and body awareness, making it a deeper experience for body, mind, and spirit. It is ideal for beginners building a strong yoga foundation and for those who prefer a gentle approach to practice.
There are no gender restrictions for enrolling in these courses; regardless of biological sex or gender identity, all participants are welcome, ensuring the goal of gender equality.

- Marine Science and Climate Change Education Seminar海洋科普及氣候變遷宣導講座臺灣海洋教育中心 宋侑軒 1243
In 2023, the Taiwan Marine Education Center visited schools and gave seminars to educate students in elementary, junior high, and senior high schools about the importance of marine scientific knowledge. The Marine Science and Climate Change Education Seminar covered the five main learning themes stipulated in the Marine Education Issues section of the “Curriculum Guidelines of 12-Year Basic Education in National Primary and Secondary Schools and General Senior High School—Integrating Issues Course Handbook.” Issues related to climate change were incorporated into the seminar in response to the United Nations declaring 2021–2030 as the decade of Ocean Science for Sustainable Development. The five themes covered in the seminar were “Marine Disaster Prevention and Water Safety,” “Marine Culture and Society,” “Marine Science and Technology,” “Marine Resources and Sustainability,” and “Climate Change and Development.” Experts with relevant academic backgrounds and experience were invited to serve as speakers at the seminar.
Sustainable impact:providing free educational opportunities to students across different school levels. By integrating the five key marine education themes, the seminar promotes lifelong learning and raises awareness of climate change, marine sustainability, and disaster prevention. Through expert-led sessions, it fosters a deeper understanding of ocean science, contributing to the global Decade of Ocean Science for Sustainable Development and supporting high-quality, inclusive education.
臺灣海洋教育中心於2023年以講座辦理的方式向高中及國民中小學的學生分享海洋科普知識的重要性。「海洋科普及氣候變遷宣導講座」以國家教育研究院發佈之《十二年國教課程綱要國民中小學暨普通型高中議題融入說明手冊》中海洋教育議題五大學習主題為基礎,並響應聯合國宣布2021年至2030年為海洋科學促進永續發展十年,融入氣候變遷相關議題,訂定本系列講座主題為「海洋防災與水域安全」、「海洋文化與社會」、「海洋科學與技術」、「海洋資源與永續」及「氣候變遷與發展」等五大主題內容,邀請具有學術背景及推廣教育經驗之講師到校分享。
