  1. New Book Sharing and Discussion Session of Riding the Wind and Wave 《乘風躍浪:定錨下一個海洋世代》新書分享座談會

National Taiwan Ocean University (NTOU) held a book sharing session for its new publication, Riding the Wind and Wave, at the Dream Salon of the 2024 Taipei International Book Exhibition on February 22. The event featured a dialogue between NTOU President Dr. Tai-Wen Hsu and Pei-Min Wu, senior reporter at CommonWealth Magazine, exploring how Taiwan can pursue innovation in marine science and industry while advancing social responsibility and sustainability in a rapidly changing world.  Riding the Wind and Wave presents 31 action plans that embody the “NTOU Model,” showcasing how the university integrates research, education, and public engagement to promote ocean sustainability. During the talk, President Hsu emphasized that NTOU's distinctive strength lies in its comprehensive marine research environment and its mission to connect knowledge with community needs. Through institutional reform, cross-sector collaboration, and alignment with the United Nations Sustainable Development Goals (SDGs), NTOU fosters globally minded professionals who combine scientific innovation with a deep sense of stewardship for the ocean. The university strives to transform research into real-world impact—linking academia, industry, and society—to make the ocean not only a field of study but also a foundation for a more resilient and sustainable future for Taiwan and the world.

國立臺灣海洋大學於2024222日,在台北國際書展「夢想沙龍」舉辦新書《乘風躍浪:定錨下一個海洋世代》的分享講座。活動由許泰文校長與天下雜誌群資深記者吳佩旻對談,從科研創新與教育轉型的角度,探討臺灣如何在全球海洋產業發展中兼顧經濟、社會與環境永續,並共同思考海洋國家的未來責任。《乘風躍浪》以31個行動方案描繪「海大模式」,展現大學如何在研究、教育與實踐中推動社會參與與海洋永續。許泰文校長於講座中指出,海大擁有豐富且具前瞻性的海洋研究環境,透過完善制度與跨域合作,串聯產官學研能量,不僅培育具全球視野的海洋專業人才,也積極回應聯合國永續發展目標(SDGs),以行動落實「從海洋出發,回饋社會」的理念。海大期盼透過學術研究與社會連結,讓知識成為推動永續未來的力量,為臺灣與世界的藍色轉型注入新動能。

  1. SDGs Back-to-School Season ActivitiesSDGs開學季活動」

Purpose of the Plan: Every year, the National Taiwan Ocean University allocates a budget to purchase a wide variety of books, including those that align with the Sustainable Development Goals (SDGs). This plan aims to help readers establish a connection between the library's collection and the SDGs, as well as understand the relationship between the call number information displayed in the 'Library Catalog System' and the actual location of books in the library stacks. Through this initiative, the SDGs and library usage are promoted. Execution Method: Go to the library counter and use the spinning wheel to randomly select an SDGs task. Use the library catalog system to search for the location of the book specified by the task. Go to the stacks area to find the specified book and a sample book pre-placed by the librarian, and take a photo. Upon completing the task, present the photo to the librarian at the counter.

Sustainable impact: This program integrates SDG themes with library resources, encouraging participants to explore the connection between sustainability goals and knowledge collections through interactive missions. By granting the public access to the library's catalog system and physical collections, it promotes independent learning and information literacy. This aligns with SDG 4.3.1, which emphasizes providing educational resources to non-enrolled individuals for lifelong learning. 計畫目的:海洋大學每年均固定編列預算購買許多種類的書籍,當然其中也包含了符合SDGs目標的各種書籍。為使讀者建立圖書館典藏書籍與SDGs目標之間的關係,並且瞭解使用『館藏查詢系統』檢索結果所顯示的索書號欄位資料與實際書籍在書庫擺放的位置的相關性。藉此推廣SDGs目標與圖書館利用。執行方式:1.先至圖書館櫃台轉盤隨機轉出一個SDGs任務。 2.使用館藏查詢系統查詢任務指定的書籍書庫位置。3.至書庫區找到指定的書籍及館員預先放置的樣本書籍並拍照。4.完成任務至圖書館櫃台向館員出示照片。

2024 Marine Humanities International Conference and EAIOF Summary With the theme Islands • Humanities • Sustainable Ocean, the Institute of Marine Culture organized the 2024 International Conference on Marine Culture in the morning, integrating various indicators of the UN Sustainable Development Goals (SDGs). The keynote speaker was Prof. Tran Duc Anh Son, Senior Lecturer at Dong A University in Vietnam and currently a Visiting Scholar at the Institute of Taiwan History, Academia Sinica. In the afternoon, the Institute hosted the 11th East Asia Islands and Oceans Forum (EAIOF) as the rotating organizer, featuring Distinguished Professor Yi-Yuan Chen from the Department of Chinese Literature at National Cheng Kung University as the keynote speaker. The forum aims to promote academic cooperation and exchange on diverse issues related to human culture and ecological environments within the East Asian maritime and island re

Sustainable impact: The "2024 International Conference on Marine Culture" and the "11th East Asia Islands and Oceans Forum" embodied the theme Islands, Humanity, and a Sustainable Ocean, gathering scholars from Japan, Korea, Vietnam, and Taiwan to foster cross-national dialogue. These efforts align with SDG 17.2.2 and 17.2.4 by strengthening global academic partnerships and international cooperation in higher education. The open participation of faculty, students, and the public fulfills SDG 4.3.1 and 4.3.2 by providing accessible educational opportunities and promoting lifelong learning. Through paper presentations, cultural site visits, and heritage discussions, the event advanced public understanding of marine culture and sustainability, exemplifying the university's commitment to integrating education, research, and community engagement within the SDG framework.

海文所以「島嶼•人文•永續海洋」為主題,結合SDGs的各項指標,在上午舉辦「2024海洋文化國際學術研討會」,邀請越南東亞大學資深講師陳德英山教授擔任主題演講人,他現在同時也是中央研究院臺灣史研究所訪問學人;下午則是輪值承辦「第十一屆東亞島嶼與海洋國際論壇」,特邀國立成功大學中文系陳益源特聘教授擔任主題演講人,此論壇為發展東亞區域海洋與島嶼區域中有關人類文化及生態環境多元議題之合作交流與學術活動,同時也建立了東亞區域海洋與島嶼永續而共有同享之學術交流平臺。 會議原邀請1位越南學者、4位韓國學者及6位日本學者,然因康芮颱風襲台,導致4位韓國學者的航班取消,改為線上與會;出席貴賓包括上午線上開幕致詞的海洋大學許泰文校長、下午開幕致詞的國家海洋研究院陳建宏院長、海大人文社會科學院蕭聰淵院長,以及長榮海事博物館陳鈺祥館長、海大李明安副校長及范佳銘研發長、永續中心張文哲主任、法政系陳俊榕主任等,線上線下總共近百位人員參與。 主題演講之後,安排了7場次共20篇論文,主持人、發表人、特約討論人來自日本關西大學、日本神奈川大學、日本鹿兒島大學、日本南山大學、韓國國立釜慶大學、韓國國立木浦大學、中央研究院、國家海洋研究院、國立成功大學、國防大學、國立臺灣藝術大學、國立雲林科技大學、國立澎湖科技大學、台北海洋科技大學、世新大學、基隆市政府、國立海洋科技博物館;此次研討會與會來賓、主持人、特約討論人及發表學者共計42人,報名線上參加有80人,與會人員包括:1、學界及各級學校相關領域之教師、學者及專家;2、大專院校相關領域研究生、博士生;3、地方文史工作者;關心相關議題之社會人士。 會後還安排了「海洋文化考查參訪行程」,從基隆搭船出海回看臺灣東北角景點,輔以相關歷史背景及文化內容解說,並安排參觀紅毛城、英國領事官邸、小白宮、砲臺等景點,並由專人導覽,使與會來賓能夠更深入了解臺灣海洋文化之脈絡與內涵。 於研討會發表論文之學者可投稿《海洋文化學刊》,此對學術成果研究發表和成果分享甚有助益。基於過去辦理的成果,本所將繼續辦理相關活動,深耕並擴展東亞與臺灣海洋文化研究的各種面向與內涵價值。 此次會議的辦理結合「第十一屆東亞島嶼與海洋國際論壇(EAIOF)」,海大則是自2016年之後再次承辦,展現臺灣於東亞海洋文化之地位,更期望藉此強化國內外的研究合作,明年度論壇預計在日本鹿兒島大學舉辦。

  1. SDGs E-book Exhibition SDGs電子書展

National Taiwan Ocean University allocates a fixed annual budget for the continuous acquisition of e-book resources. To promote e-book reading and increase campus awareness of e-book platforms, while also supporting the United Nations Sustainable Development Goals (SDGs), the library organized a physical book exhibition themed around SDG 3: Good Health and Well-being. The exhibition featured a specially designed poster and displayed selected e-book covers printed on plastic boards in a uniform layout, incorporating the SDGs icons and unique QR codes. These were presented in actual book size at the second-floor exhibition area of the library. Visitors could easily notice the display upon entering the library and access the e-books instantly by scanning the QR codes. This initiative aimed to foster a reading culture on campus and enhance the university community's understanding and engagement with the spirit of the SDGs.

Sustainable impact: National Taiwan Ocean University allocates annual funding for continuous e-book acquisitions and organized a themed exhibition on SDG 3, Good Health and Well-being, to promote digital reading. The exhibition featured QR-coded e-book covers displayed like physical books, allowing readers to access materials instantly. This initiative enhanced accessibility, encouraged lifelong learning, and deepened awareness of the SDGs among faculty and students. It aligns with SDG 4.3.1, which emphasizes providing inclusive and accessible educational resources for all. By integrating technology, sustainability education, and user engagement, the university demonstrated its commitment to advancing equitable access to knowledge through innovative digital learning platforms.

  1. atmospheric particles 大氣顆粒

This course covers the fundamental principles of atmospheric particles, including aerosol particle size and distribution, fluid properties, viscous motion, particle kinematics, diffusion theory, aerosol condensation, evaporation, and growth processes, as well as the chemical and optical properties of aerosols. In addition to learning the basic concepts, another major focus of the course is the observation of atmospheric particles, such as suspended particulate matter concentrations and pollutant levels. Currently, observation-related topics are integrated into the course through assignments, group discussions, and group data analysis.

Sustainable impact: This course introduces the principles and applications of atmospheric particles and aerosols, covering topics such as particle size distribution, fluid dynamics, aerosol kinetics, and optical properties. It also integrates practical components like monitoring suspended particulate matter and pollutant concentrations through group discussions, assignments, and data analysis. The course emphasizes participatory and experiential learning, enabling students to develop environmental monitoring and analytical skills. This aligns with SDG 4.3.1, which promotes accessible and inclusive education opportunities. By combining theory and practice, the course enhances scientific literacy, fosters interdisciplinary problem-solving, and supports the cultivation of sustainability-oriented education in higher learning.

瞭解大氣顆粒的原理,氣膠的粒徑及分布, 流體特性, 黏滯性運動, 粒子運動學, 擴散理論, 氣膠之凝結, 蒸發, 成長現象, 氣膠的化學特性, 光學特性等。在本課程中,除了基本觀念的學習外,本課程的另外一個議題是大氣顆粒的觀測。諸如:懸浮微粒濃度,污染物濃度等。目前觀測情況都以作業或分組討論或分組資料分析的方式,溶入課程當中。

永續影響力: 本課程介紹大氣顆粒與氣膠的理論與應用,包括粒徑分布、流體特性、氣膠動力學與光學特性等主題,並融入懸浮微粒與污染物濃度之觀測與資料分析。透過作業、分組討論及觀測實作,學生能主動參與學習過程,培養環境監測與科學分析能力。此課程不僅提升學生對環境科學的理解,也促進跨領域學習與問題解決能力,符合SDG 4.3.1「提供可近與可參與之優質教育」的目標,展現高等教育培育永續科學素養的實踐價值。

  1. The 54th issue of Fisheries Extension Report Published 出版海大漁推54

The Fisheries Extension Committee publicly solicits manuscripts from experts and scholars in related fields, and publishes the "Fisheries Extension Report" science journal on a regular basis every year and sends them to various high schools  libraries, district fishermen s associations or the general public for free, in order to raise awareness of overfishing, illegal, unreported and awareness of unregulated fishing and destructive fishing practices, for sustainable fisheries production.

Sustainable impact: The Fisheries Promotion Committee annually publishes the popular science journal NTOU Fisheries Extension, inviting experts and scholars to contribute articles. The publication is distributed free of charge to high school libraries, regional fisheries associations, and the general public to raise awareness of overfishing, IUU (illegal, unreported, and unregulated) fishing, and destructive fishing practices. This initiative aligns with SDG 14.2.2 by promoting education and awareness on sustainable fisheries and marine ecosystem management. It also fulfills SDG 4.3.1 by providing accessible learning resources to students and communities. Through science communication and outreach, the university transforms academic research into public education, fostering collective understanding and action toward sustainable marine resource use.

漁業推廣委員會公開向相關領域專家學者徵求稿件,於每年定期出版「海大漁推」科普期刊免費寄送至各高中職圖書館、區漁會或一般民眾,以提高對過度捕撈,非法、未報告和無管制捕撈以及破壞性捕撈做法的意識,達到漁業持續性生產的目的。

永續影響力: 漁業推廣委員會每年定期出版《海大漁推》科普期刊,透過專家學者撰稿,向高中職學校、漁會及民眾免費寄送,提升社會大眾對過度捕撈、非法與破壞性漁業行為的認識。此舉不僅促進永續漁業管理意識,落實 SDG 14.2.2 「加強海洋生態與資源保育教育」,同時也實現 SDG 4.3.1「確保所有人享有包容與可近的教育機會」。藉由知識傳遞與社會教育推廣,使大學研究成果真正轉化為全民海洋環保行動力。

  1. Assisting Keelung's primary and secondary schools and communities in promoting legal education 協助基隆地區中、小學及社區推動法治教育

Purpose: To organize legal lectures, legal education, and discussions on related legal issues primarily in schools in the Keelung area. Process: Through discussions between speakers and civics teachers and instructors from various schools, the speakers will gain an understanding of the legal knowledge taught in high schools, thereby strengthening students'' basic legal knowledge and concepts. Effectiveness: A total of 12 legal education activities were conducted this year.

Sustainable impact: This initiative focuses on promoting civic and legal literacy by organizing a series of legal education seminars across high schools in the Keelung area. The program aims to strengthen students' understanding of fundamental legal concepts and civic responsibility. Each session includes expert lectures and panel discussions with civic education teachers and instructors, allowing mutual exchange and curriculum alignment between high schools and universities.A total of 12 sessions were held during the year, fostering collaboration among regional schools and enhancing the accessibility of quality legal education. The program not only improved students' legal awareness but also built a bridge between secondary and higher education institutions, aligning with the university's mission of social responsibility and lifelong learning.This initiative supports SDG 4.3 indicators by expanding access to inclusive education (4.3.1–4.3.2), enhancing academic-industry-community collaboration (4.3.3–4.3.4), and promoting educator professional development and engagement (4.3.5).

活動目的:主要在基隆地區之學校舉辦法律專題演講、法治教育及討論相關法律問題。 活動過程:透過講者與各校公民老師、教官之座談,以利演講者了解高中所教授之法律知識,以更加健全學生基本之法律常識與概念。 活動效益:本年度共計執行完成12場次法治教育活動。

永續影響力: 本活動以推動公民法治教育為核心,於基隆地區各高中舉辦法律專題講座及討論課程,旨在深化學生法律素養與公民意識,協助建立正確的法治觀念。講者除進行專題演講外,亦與各校公民老師、教官進行座談,針對高中法治教育內容交換意見,以強化教學實務與學習需求之連結。本年度共完成12場次活動,涵蓋基隆地區主要學校,形成校際合作與知識共享的教育網絡。此計畫不僅強化學生的基本法律常識與社會責任感,也促進高中與大學間的教育銜接與經驗交流,展現大學作為教育推廣與社會責任實踐者的角色。整體符合 SDG 4.3 系列指標:4.3.14.3.2:擴大教育與技能培訓的可近性與多樣化;4.3.34.3.4:促進大學與高中教育的接軌及社區參與;4.3.5:強化教師與教育工作者的專業成長與合作交流。

  1. Assist with legal consultation services in the Keelung area. 協助基隆地區法律諮詢服務

Purpose: People's lives are closely intertwined with the law, and a lack of legal knowledge often puts them in a difficult position when facing problems.  Process: People often imagine legal issues as involving court proceedings, leading them to believe that legal matters are laborious, tedious, and serious. However, legal consultations can help people understand the issues at issue and better determine whether litigation is warranted or whether mediation or conciliation can be used to resolve the dispute. With this in mind, the National Taiwan Ocean University Legal Services Club has hired attorneys to assist graduate students in conducting legal consultations, addressing legal issues raised by the general public and providing legal insights for reference.  Benefits: Legal consultations were held every Monday, with a total of 20 sessions conducted.

Sustainable impact: This initiative by the NTOU Legal Service Society aims to enhance public legal literacy and promote civic justice. Collaborating with professional legal consultants, graduate students provide weekly free legal consultation sessions, assisting citizens in identifying legal issues, understanding litigation procedures, and exploring alternative dispute resolutions such as mediation or settlement.A total of 20 legal service sessions were held throughout the year, covering topics including civil disputes, labor issues, and consumer rights. The program not only empowers citizens with legal knowledge but also serves as an experiential learning platform for law students, enabling them to apply academic theory in real-world contexts.Through community engagement and interdisciplinary mentorship, this project exemplifies the integration of education, service, and social responsibility, aligning with SDG 4.3 indicators—ensuring inclusive lifelong learning opportunities (4.3.1–4.3.2), promoting practice-based education (4.3.3–4.3.4), and enhancing professional competence and civic participation among educators and students (4.3.5).

活動目的:人民生活與法律息息相關,而缺乏法律知識往往使民眾在面對問題時陷入窘境。 活動過程:民眾對處理法律問題的想像往往停留於上法院對簿公堂,使得他們認為法律問題既勞師動眾又沉悶嚴肅。然而,進行法律諮詢能夠讓民眾了解問題的爭點,也能較能判斷該問題是否需要提起訴訟,或能以調解或和解協調爭端。國立臺灣海洋大學法律服務社以此為宗旨,特聘律師顧問協助研究生舉辦法律面談諮詢服務,受理一般民眾法律問題,提供法律見解以供參考。 活動效益:於每週一舉行法律諮詢,共計辦理二十次法律服務諮詢活動。

  1. Ocean waves course 波浪學課程

Waves are important physical phenomena that are related to human activities, such as offshore disasters caused by storm surges or green energy from ocean waves. The purpose of this course is to teach the basic principles and practical applications of ocean waves. The instructor would give a more popular introduction to the wave phenomenon and occasionally invite international scholars and industry lecturers to give lectures. For the theoretical part, the course mainly explains the properties of waves from the perspective of mechanics. Close to the end of the semester, simplified problems of actual sea conditions are supplemented for the final projects. Forexample, waves of different periods focus to form a mad dog wave. Waves in different directions converge to form a square sea. Relevant course activities can improve the quality of teaching and increase students' ability to acquire relevant skills for employment, decent work and entrepreneurship, including technical and vocational skills (SDGs4).

Sustainable impact: This course, "Ocean Waves," focuses on the physical principles and real-world applications of marine wave phenomena.   1. The E.SUN English Tutoring Program 活化玉山圖書館英語閱讀學伴計畫

The Institute of Applied English collaborated with the Taiwan International Talent Development Association on an E.SUN English Tutoring Program. This initiative aims to enhance English proficiency among students in remote schools. The project relies on a mentor program, pairing local university students with students from remote schools to provide support in reading English. Over the course of two years, a total of 76 mentors participated, covering several schools in New Taipei City and Keelung City.  During implementation of the project, university student mentors provided weekly tutoring sessions and utilized resources from the E.SUN Foundation. The program significantly improved students' English reading abilities and motivated their learning. Specific results indicate notable progress in English performance and reading comprehension. University students involved in the project strengthened their sense of social responsibility and enhanced teaching and communication skills. The initiative fostered greater collaboration between universities and communities, expanded social engagement, and provided sustainable momentum for education in remote areas.

Sustainable impact: The "Yushan Library English Reading Companion Program", jointly organized by NTOU's Graduate Institute of Applied English and the Taiwan International Talent Development Association, aims to enhance English proficiency among students in rural schools. Through a Mentor Program, university students are paired with local pupils for weekly English reading sessions using library resources. The program has benefited 76 participants from several remote schools in New Taipei and Keelung, showing significant improvement in reading comprehension and motivation. In addition to advancing language learning, the initiative fosters social responsibility, communication, and teaching skills among university mentors.This project exemplifies NTOU's commitment to educational equity, community engagement, and sustainable learning development, aligning directly with SDG 4.3.1, which promotes inclusive and equitable quality education and lifelong learning opportunities for all.

  1. Our library are open to the public 圖書館適度開放供社會大眾使用

The public can use our reading space or our collections and e-resources for studying. They also can use our free wi-fi in the library. We provide 50 temporary library passes available per day.  Four thousand seven hundred thirty-three persons outside the university.

Sustainable Impact: In August 2024, National Taiwan Ocean University established two silent study pods on the third floor of the library, providing a quiet, private environment for online meetings, interviews, and independent learning. This initiative aligns with SDG 4.3.1 – Public Resources for Lifelong Learning, which emphasizes equitable access to educational facilities and resources.

From August to December 2024, the pods were reserved 919 times, serving approximately 2,757 users. The installation promotes inclusive and flexible learning by ensuring that all members of the university community can access conducive spaces for study and communication.

By enhancing the digital and physical learning environment, the university demonstrates its commitment to lifelong education, accessibility, and the creation of a sustainable, learner-centered campus infrastructure.
