1. Academic Symposium of the Taiwan Wind Energy Association 台灣風能學術研討會

Taiwan Wind Energy Association is an important exchange and service platform for domestic wind energy industry, government and academia. Since 2014, academic seminars and results presentations of the Ministry of Science and Technology will be held every year. This seminar focuses on offshore wind power generation, wind power research and development and promotion plans, onshore wind power generation and small-scale wind power generation. Conduct practical exchanges with the industry and academia, and jointly discuss the latest developments in related engineering technologies and theories.

台灣風能協會屬於國內風能相關產官學各界重要之交流與服務平台,於2014年起每年皆會舉行學術研討會暨科技部成果發表會。本研討會以離岸風力發電、風力發電研發與推動計畫、陸上風力發電與小型風力發電為主題,透過論文發表及現場討論,並交換研究心得與工作經驗,研討相關最新研究成果及技術,與產學界進行實務交流,,共同研討相關工程技術及理論之最新發展。

2. National Taiwan Ocean University Partners with Yang Ming Marine Transport to Upgrade Advanced Maritime Talent Training System海大攜手陽明海運 高階航運人才培訓系統再升級

To promote advanced maritime talent training, improve maritime communication, and ensure the sustainable development of maritime personnel, National Taiwan Ocean University (NTOU) signed a cooperation agreement with Yang Ming Marine Transport Corp. on May 24. As part of this collaboration, Yang Ming donated two training systems to NTOU: the ‘‘Bridge Resource Management (BRM) Simulator’’ and the ‘‘Global Maritime Distress and Safety System (GMDSS) Simulator.’’

The ‘‘Bridge Resource Management (BRM) Simulator’’ features four simulator, each installed in separate classrooms. Each simulator includes a 120-degree panoramic display, radar, electronic chart, GMDSS communication system, central instrument display console, engine telegraph, and steering gear. It can simulate various weather conditions, sea states, ship encounters, and port entry and port departure scenarios, allowing four students to simultaneously experience the same or different scenarios, or even recreate past maritime incidents. This provides trainees with comprehensive, realistic operational experience to tackle future challenges at sea.

The ‘‘Global Maritime Distress and Safety System (GMDSS) Simulator’’ is crucial for ensuring the safety of ships in distress. This system provides a complete simulation of maritime search and rescue communication equipment, including satellite communication, VHF, MF/HF radio, telegraphy, DSC, emergency position-indicating radio beacons (EPIRB), and radar transponders (SART). It allows up to 15 trainees to practice operating these systems simultaneously. The purpose of the GMDSS training is to ensure that trainees are proficient in both routine communication and emergency distress communication, thereby safeguarding crew safety.

為促進高階航運人才培訓、改善海上通訊、及海事人才永續發展,海大結合產業界資源與陽明海運公司於5/24簽屬合作協議書,並致贈海大「多功能操船模擬機(BRM)」與「全球海上遇險與安全系統模擬器(GMDSS)」兩套訓練系統。「多功能操船模擬機(BRM)」擁有4台操船模擬設備,分置於4間教室內,每台模擬設備皆包含120度影像,並配有雷達、電子海圖、GMDSS通訊系統、中央儀表顯示控制台、俥鐘及操舵裝置,可以模擬各種天氣、海浪、船舶交會、進出港等情境,讓4個學生同時共同模擬同一情境或不同情境,甚至重現以往的海事案例現場,提供受訓學員完整的擬真操作經驗,以應付未來船上的挑戰;「全球海上遇險與安全系統(GMDSS)」是確保船隻遇險時,化險為夷的關鍵。該系統提供完整海上搜索與救助通訊設備模擬系統,包含衛星通訊、VHFMF/HF電話、電報、DSC及應急指位無線電示標(EPIRB)與雷達詢答機(SART)等,可同時讓15名學員同時練習操作。「全球海上遇險與安全系統」目的在訓練學員平時對外通訊及船舶遇難時,能確實運用安全通訊作業系統,保障船員生命安全。

3. Assessment Study for LNG Carriers Navigation Safety in Taichung Port —Real-Time Ship Handling Simulation Test臺中港液化天然氣(LNG)船操航安全評估工作真時操船模擬試驗

To cooperate with the large-scale international LNG (Liquefied Natural Gas, LNG) carriers, Chinese Petroleum Corporation, Taiwan (CPC) conducts a comprehensive assessment study of the navigation safety of LNG carriers through Real-Time Ship Handling Simulation. To handle the above work, Chinese Petroleum Corporation, Taiwan (CPC) entrusted CECI Engineering Consultants, Inc., Taiwan (CECI) to handle the ‘ Assessment Study for LNG Carriers Navigation Safety in Taichung Port in 2019—Real-Time Ship Handling Simulation Test ‘, and after the completion of this plan, it will be submitted to the relevant competent authority or port management authority for examination, as a reference to relax the entry conditions of LNG carriers into the port.

台灣中油股份有限公司(CPC)為配合國際液化天然氣(Liquefied Natural Gas, LNG)船舶大型化,透過真時操船模擬(Real-Time Ship Handling Simulation)方式,對LNG船之操航安全進行綜合性評估工作,並作成可行性之結論與建議,為辦理前述工作,台灣中油股份有限公司(CPC)委託台灣世曦工程顧問股份有限公司辦理「2019年臺中港液化天然氣(LNG)船操航安全評估工作真時操船模擬試驗」,而本計畫完成後將提送相關主管機關或港口管理權責單位審查,作為放寬LNG 船進港條件之參考。

4. 2023 Pan-Pacific University League Alliance Conference 2023泛太平洋大學聯盟永續發展會議暨成果展

The Pan-Pacific University League was established in 2014 with the goal of strengthening the connections and exchanges among several key universities along the Pacific coast. Our university joined the league in 2021.

In 2023, our university served as the rotating host. For the first time integrated sustainability topics into the league meeting, members generously shared their sustainability achievements, listened and learned from each other, and explored opportunities for collaboration on sustainability issues. For example, this year, our university signed a memorandum of understanding with National Taitung University to promote experience sharing in USR (University Social Responsibility) programs and to facilitate resource sharing and organizational learning.

泛太平洋大學聯盟成立於103年,旨在加強太平洋海岸主要幾所的大學交流聯繫,本校於110年加入本聯盟。

本校於112年擔任輪值學校,首度於聯盟會議結合永續議題。聯盟學校均不吝分享永續執行成果,各校互相聆聽學習,並拓展後續永續議題合作之可能,如本校本年度與臺東大學簽署合作協議書,旨在推動雙方USR計畫經驗交流,並促進資源共享與組織學習。

5. Language Assessment for a Global, Digital, and More Equitable Era 面向全球、數字化和更公平時代的語言評估

Notetaking is an essential skill for student success in academic contexts (Asaly-Zetowi & Lipka, 2019; Morehead et al., 2016), and may also provide insight into the cognitive processes activated while listening in different test formats (Field, 2012). This study investigates the effects of adding stem preview to an English for Academic Purposes multiple choice listening assessment, focusing on the content of student notes. Stem preview allows test takers to see question stems, but not response options, before listening to a lecture. Previous studies have questioned the cognitive validity of listening tests with preview (Koyama et al., 2016; O'Grady, 2021; Yanagawa & Green, 2008; Yeager & Meyer, 2022), raising concerns about washback on test-taking strategies and pedagogy; however, the impact of preview on notetaking is unknown.

We collected 95 test scores and notetaking samples from eight intact classrooms of ESL Listening courses at a large Midwestern university. Students listened to two recorded lectures with nine multiple choice questions each. Group 1 experienced Lecture A without preview and Lecture B with preview while Group 2 experienced the reverse.

We used a convergent mixed methods design to explore the impact of test format upon student notes. Our quantitative analysis identified main, major, minor, and trivial ideas within each lecture and in student notes (Kiewra et al., 1987; Song, 2011). The results of multivariate analysis of variance revealed that students without preview noted more ideas overall, and captured more level 1 and level 4 ideas (p < .05). Correlation and regression analyses confirmed that only level 3 ideas were predictive of test scores across both conditions (p < .05).  Level 2 ideas were negatively correlated with preview scores but not no-preview scores (p < .05), suggesting that preview may have penalized students who focused on higher level ideas; however, this finding was not confirmed by regression analysis.

Our qualitative analysis involved multiple rounds of coding by two researchers (Miles, Huberman, & Saldaña, 2014). Discussion of notetaking literature generated twelve provisional codes, which were expanded to include a total of twenty-one codes during first cycle coding. In second cycle coding, these codes were revised and grouped into four categories based on four listening information handling processes: selecting, monitoring, integrating, and argument building (Field, 2011). Evidence of monitoring was observed across both conditions, but differences appeared in selection, integration, and argument building. Students who structured their notes around the previewed questions tended to selectively attend to keywords in the stems, omit key points not addressed in the questions, and organize their notes in a more random or linear manner than those without preview. 

Both strands of data suggest that students’ notes were shaped by the format of the exam they experienced, with students in the preview condition using the stems to predict, filter, and organize information, sometimes to their detriment and sometimes to their advantage. These findings may bear on validity arguments for listening assessment as well as inform the way that language instructors prepare their students to take notes while listening in English.

記筆記是學生在學術環境中取得成功的基本技能 (Asaly-Zetowi & Lipka, 2019; Morehead et al., 2016),同時也可以提供有關在不同測試形式中聽力過程中所啟動的認知過程的見解 (Field, 2012)。本研究探討在學術英語多選題聽力評估中加入題幹預覽的效果,重點關注學生筆記的內容。題幹預覽允許考生在聽講座前查看題幹,但無法看到選項。先前的研究對有預覽的聽力測驗的認知效度提出了質疑 (Koyama et al., 2016; O'Grady, 2021; Yanagawa & Green, 2008; Yeager & Meyer, 2022),引發了對測試策略和教學回饋的關注;然而,預覽對記筆記的影響仍然未知。

6. 2023 Campus Health Promotion 2023年校園健康促進

Schools are important places for education and health promotion. Schools bear the responsibility of fostering students' healthy lifestyles. To achieve the goal of a healthy campus, a series of health promotion plans have been formulated, and through diverse activities and collaborations. The health awareness and quality of life of both teachers and students have been significantly enhanced.

Our team conducted health check-ups and health surveys for new students to identify health promotion topics. These topics cover all aspects of student health, from daily diet and lifestyle habits to emergency responses to diseases. By integrating internal school units with external resources, and by guiding student organizations to actively participate in organizing events, health policies were promoted, and diverse activities were planned to help both teachers and students enhance their health knowledge, cultivate healthy lifestyles, achieve self-health management, and improve overall health levels.

Thirty-five health activities were organized, including weight gain and weight loss programs, anti-smoking campaigns, smoking cessation classes, HIV prevention and screening, ‘‘Drink More Water’’ campaigns, healthy eating activities, food and beverage industry training, blood donation drives, first aid training, and infectious disease prevention competitions during the implementation process and inspections of kitchens and checks on the source of food ingredients (including marine foods) were actively carried out to ensure compliance with government regulations Food hygiene.

The weight management classes and smoking cessation classes attracted many health-conscious teachers and students, while the HIV prevention and screening activities raised awareness of the disease and improved prevention capabilities.

The ‘‘Drink More Water’’ and healthy eating activities encouraged students to develop good dietary habits, while the first aid training improved everyone's ability to respond to emergencies.

A total of 12,969 participants took part in these health promotion activities, with results evident not only in participation numbers but also in heightened health awareness and changes in health behaviors.

The health promotion activities were not limited to the campus but also extended into the community. Collaborations with local government agencies and community organizations such as the Keelung City Health Bureau, Keelung City Zhongzheng District Health Center, and Keelung District Fishermen's Association helped to promote these activities outside of the school. Furthermore, partnerships with student organizations enabled health knowledge to be promoted to elementary school children, further expanding the scope and influence of health promotion efforts. This extension from campus to the community demonstrates the broad impact and sustainability of the health promotion activities.

學校作為教育與健康促進的重要場所,肩負著培養學生健康生活型態的重任。為實現健康校園的目標,制定一系列的健康促進計畫,並透過多元的活動和合作,顯著提升師生的健康意識和生活品質。

本組辦理新生入學健康檢查與健康問卷調查,確立健康促進議題,議題涵蓋學生健康的各方面,從日常飲食和生活習慣到疾病的突發應對,通過整合校內單位與校外資源,以及指導學生社團鼓勵參與活動辦理,透過健康政策推動及規劃多元活動,帶動師生同仁增進健康知能,培養健康生活型態,達到自主健康管理,提升整體健康水平。

在實施過程中,辦理健康增重減重班、菸害防制宣導、戒菸健康班、愛滋病防治及篩檢、多喝水活動、健康飲食活動、餐飲從業人員講習、愛心捐血、急救訓練及傳染病防疫大作戰等35場次的健康活動;在餐飲衛生部分更是積極進行餐飲場所衛生檢查及食品原物料(水產品)來源查核確保食物來源遵守政府法規。健康減重增重班和戒菸健康班吸引眾多關心自身健康的師生參加,而愛滋病防治及篩檢活動提高師生對疾病的認識和預防能力。多喝水和健康飲食活動鼓勵了學生養成良好的飲食習慣。急救訓練則提升了大家在面對突發事件的應對能力。統計共有12,969人次參與這些健康促進活動,成果體現不僅在參與人次上,更在於健康意識的提升和健康行為的改變。

健康促進的活動不僅侷限於校內,還延伸到了社區,與當地政府機構和社區團體如基隆市衛生局、基隆市中正區衛生所及基隆區漁會合作,使得活動在校園外部也得到推廣,另外與學生社團的合作更是向國小學童推廣健康知識,進一步擴大了健康促進的影響範圍,這種從校園到社區的延伸,展示了健康促進活動的廣泛影響力和持續性。

7. 2023 From Extracurricular Activities to Community Revitalization: Student Club-Driven Educational Outreach  2023 從課外活動到社區復興:社團驅動的教育外展

College and University Clubs Leading Primary and Secondary School Club Development Program

Students of our university visited elementary and middle schools in Keelung City and New Taipei City to execute ‘College and University Clubs Leading Primary and Secondary School Club Development Program’ voluntarily in weekends and spare time. The clubs regularly taught specialized skills to the student of primary and secondary school in neighboring communities and countries.

These courses including Chinese orchestra, orchestral music, guitar, piano, anime and manga, astronomy, archery, soccer, fencing, marine ecology, debate, natural environmental ecology and so on. There were 98 university students (51 males and 47 females) and 14 local schools participated in this program. We provide learning opportunities to 323 students (181 males and 142 females) through at least eight service sessions annually.

During the implementation of this program, our students effectively utilized their professional knowledge and club specialties to promote interests and social skills among elementary and middle school students. These activities bring many benefits. Not only igniting the enthusiasm and interest of the students in various skills, but also laying a good foundation for their future growth. More importantly, they also provide experiences to college students, fulfill the university's commitment to social responsibility, and make a meaningful educational impact in the community.

Social service activities

During their winter and summer vacations, students organized four marine knowledge volunteer teams to carry out a series of educational promotion program in Yilan City, Lienchiang County and other areas. Service courses including life education, gender equality, marine education, environmental protection, and science education. These social service activities not only improve the knowledge level and environmental awareness of local residents, but also cultivate a deep concern for human beings and the ecological environment.

This year (2023), a total of 63 student volunteers participated in these activities, accumulating 100 hours of service, bringing the total number of service hours to 1,524 hours, affecting more than 150 local residents.

After these activities, the volunteers continued to keep in touch with the children, helping them share science experiments with their peers. This promotes the sustainable development of the community and fulfills the important goal of social responsibility of the University.

Marine Education and World Oceans Day Series Activities

Since 2022, our school signed a memorandum of understanding(MOU) and hold ‘Marine Education and World Oceans Day Series Activities’ with the Ocean Affairs Council. This cooperation lets more citizens to participate, and also enables us to further fulfill our social responsibilities and contribute to the sustainable development of marine ecology.

In 2023, we held four series of activities. These included twice ‘‘Marine Leisure Activities and Marine Education Experience Camp,’’ attracting about 140 participantsTwice ‘‘Beach Cleanup activities’’, with around 220 participants in totalOnce ‘‘Marine Leisure Activity Professional Talent Training program’’, saw about 280 students participate in the related training, and ten times ‘‘Marine Education Experience Classes’’, covering courses such as ‘‘Fishermen's Gifts-Marine Garbage Recycling’’ and ‘‘Wonderful Life Cycles-Brine Shrimp’’, with about 270 people participating. With many parents bringing their children to participate, we make it easier for students to learn water skills, and made these event a complete success.

帶動中小學計畫

本校學生社團利用周末或課餘時間執行帶動中小學活動,自發性地前往鄰近的基隆市及新北市中小學,定期教授社團專長技藝予鄰近社區國中小生,範圍遍及了國樂、管弦、吉他、鋼琴、動漫畫、天文觀測、射箭、足球、銳劍、海洋生態、辯論、主持及自然環境生態等多元領域。參與此次計畫活動的大學生多達98(51人、女47),透過每年度至少8次的服務,與當地14所學校合作,為323(181人、女142)中小學生提供了豐富的學習機會。

在這項計畫活動的實施過程中,大學生有效運用了自己的專業知識與社團特色促進中小學學生的興趣發展與群育能力的提升。這些活動所帶來的雙向效益,不僅能激發中小學生對各種技能的熱愛與興趣,為他們的未來成長奠定了堅實的基礎,也能讓大學生在教學過程中獲得寶貴的實踐經驗,更實現了大學社會責任的承諾,為社區創造了有意義的教育影響。

社會關懷服務活動

結合各系所的海洋專業知識與服務性社團,本校學生在寒暑假期間前後組織了四支志工隊伍,前往宜蘭縣與連江縣等地區,進行了一系列教育外展活動,這些活動涵蓋了生命教育、性別平等、海洋教育、環境保護及科學教育等多元議題,這些社會關懷服務活動旨在透過知識傳遞,提升當地居民的知識水平和環保意識,並激發對人文與生態環境的深切關懷。

(2023)年,共有63名學生志工參與了這些活動,累計營隊服務時數達100小時,全隊服務總時數達到1524小時,影響了超過150位當地居民。活動結束後,服務志工們依然持續與孩子們保持聯繫並協助他們將營隊中進行的科學實驗分享給同儕,促進社區的可持續發展性,也實現了大學社會責任的重要目標。

海洋教育暨生態保育系列服務活動

除此之外,本校自111年起與海洋委員會共同簽署MOU合作備忘錄,深化共同主辦海洋教育與世界海洋日系列活動之合作,讓更多國人有機會一同參與,也讓海大更進一步落實社會責任,為這個地球與海洋的生態永續,盡一份心力。

112年度共計辦理四項系列活動,內容包含「海洋休閒活動暨海洋教育體驗營」,兩梯次合計約140位民眾、親子踴躍參與;辦理「攜手護海洋聯合淨灘活動」兩梯次,計約220人次參與;辦理「海洋休閒活動專業人才培育」,約計有280名學生人次參與相關訓練,持續培養水域活動人才及社團菁英幹部;辦理「前進校園海洋教育手作體驗課程」,內容為漁民的禮物-海廢創作、珊衫來遲-海廢創作及奧妙的生命週期-豐年蝦等課程,辦理10個場次進行授課,計約270人次參與體驗,回饋極佳,總和成果相當豐碩。

8. The collaboration project between the The Longchen Sustainable Development and Environmental Protection Foundation and National Taiwan Ocean University. 財團法人榮成永續發展環保基金會與國立臺灣海洋大學合作案

The Longchen Sustainable Development and Environmental Protection Foundation (hereinafter referred to as Longchen P&P) aims to fulfill its corporate social responsibility by leveraging the marine research expertise of our university to promote various industry-academia collaboration projects. These efforts seek to achieve the goals of marine environmental protection and sustainable development.

Sustainability is not achieved overnight; rather, it is a process of continuous improvement and energy accumulation, gradually expanding the application of sustainable concepts. Based on this principle, each phase of this collaboration spans two years, and the partnership has now entered its third phase. Longchen P&P has invested nearly NT$20 million dollars, and the principal investigator has made significant contributions in academia, public education, and governmental support, yielding fruitful results across these areas. The topics of cooperation between both parties include: marine waste recycling, the application of seaweed fiber composite materials as non-woven fabrics, using environmental DNA technology to investigate bycatch conditions in fishing ports, riverbank detection and data stream integration, as well as a lifecycle assessment of fishing waste and a project to improve conservation-oriented fishing gear.

財團法人榮成永續發展環保基金會(下稱榮成紙業)為發揮企業社會責任,結合本校海洋專業研究能力,推動各項產學合作計畫,以達海洋環境保護及永續發展之目的。

永續並非一蹴可幾,而是不斷改善並累積能量,逐步拓展永續概念的應用。基於前述原則,本合作案每兩年為一期,合作迄今已邁入第三期,榮成紙業共斥資近2,000萬,計畫主持人亦充分發揮所長,於學術、周邊團體教育及協助政府等方面均有豐碩成果。雙方合作議題包括:海廢再生、以海藻纖維複合材料作為無紡布之應用、應用環境DNA 技術調查漁港的混獲現況、河岸偵測及資料串流整合與漁業廢棄物生命週期調查分析暨保育型漁具改良計畫。

9. Hi Young TDS Young有品三好

  1. NTOU implements character education programs and activities in collaboration with various organizations, including the Venerable Master Hsing Yun Education Foundation (Public Welfare Trust), the Keelung District Court, Longtan Elementary School, and Songluo Elementary School. Motivational speakers are also invited to give lectures, enriching students' life experiences. Focusing on ‘Think good - Do good deeds - Speak good words (TDS)’, NTOU has formulated three core character values to shape the campus culture, create a learning environment for character education, optimize the core values of character education and foster a learning environment conducive to character education for all faculty and students. NTOU integrates the 6E concept of character education through model sharing, practical community service, marine environmental education, encouragement of positive character traits, and deepening of legal awareness. These initiatives serve as strategies for the development of character education and align with the United Nations Sustainable Development Goals (SDGs).
  2. The implementation status and results of NTOU in 2023 are summarized as follows:
    1. ‘‘Life and Character’’ General Education Course

To foster strong character education, our school launched the ‘‘Life and Character’’ general education course during the second semester of the 2023 academic year. Experts from various fields were invited to share their positive life experiences. A total of 12 lectures were held, with 669 participants, and a satisfaction rate of over 90%.

    1. Volunteer Service
      1. NTOU established the ‘‘Little Sun Volunteer Group’’ as pioneers in promoting mental health and implementing character education. Through various professional and training courses, the volunteers were trained in sensitivity, empathy, stress and emotion management, and communication skills. This year, 3 volunteer training sessions and practical community service activities were held, with a total of 132 students and staff participating. Activities included visits and services at off-campus institutions, beach clean-ups, and the Little Sun Workshop.
      2. To support school service-oriented clubs and promote character education, the school provides annual funding to reduce operational burdens. Collaborating with Longtan Elementary School and Songluo Elementary School, two winter camps were organized, involving 105 students and club leaders. The activities included the Social Service Group’s Winter Camp at Songluo and the Haiyan Service Team’s Winter Camp at Longtan Elementary School. Through self-help and helping others, these activities offer opportunities for personal growth and learning.
    2. Encouraging of Positive Character

To encourage positive character among students, the school organized a selection process for exemplary graduates with outstanding moral conduct. 10 graduating students were chosen for their exceptional contributions to the school and society, and were recognized during the graduation ceremony. This initiative reinforces core moral values through role model learning.

    1. Marine Environmental Education

NTOU, located in Keelung, a city with a century-old harbor, held the event ‘‘Understanding Keelung Port: A Century-Old Harbor’’ in alignment with the United Nations Sustainable Development Goals (SDGs). The event aimed to inspire the younger generation to preserve cultural heritage while incorporating innovative ideas to build a sustainable city. A total of 19 participants attended.

    1. Deepening Legal Education
  1. A lecture on ‘‘Intellectual Property Rights’’ was held to educate teachers, staff, and students about campus copyright protection, the use of legal software, and intellectual property rights. The school also promoted the use of the Intellectual Property Office’s quiz bank to raise awareness about intellectual property. A total of 52 participants attended this session.
  2. In collaboration with the Keelung District Court, the school advanced legal education on campus to enhance students' understanding of the judicial system and enrich the school's character education environment. A lecture on the ‘‘Citizen Judge System’’ was conducted this year, with a judge providing on-site guidance about the system and its implementation. A total of 52 students and staff participated.

一、本校和許多民間團體、政府機關合作推行品格教育課程及活動,包括:公益信託星雲大師教育基金、基隆地方法院、龍潭國小、松羅國小,並邀請校外講者演講,增加學生生活經驗。

本校品德教育以「存好心-做好事-說好話」為主軸,訂定三好品德核心價值,型塑校園文化,營造有利於全體師生品德教育的學習環境。本校融入品德教育6E概念,進行典範分享、實際社會服務、海洋環境教育、正向品德鼓勵、法治觀念深化,作為品德教育發展策略,也響應聯合國永續發展目標(SDGs)

二、2023年本校推動情況及成果,簡述如下:

()「生活心品格」通識課程

為建構良好品德教育,本校於112學年度第2學期開設「生活心品格」通識課程,邀請各領域專家,分享正向人生經歷。本課程共辦理12場講座,669人次參與,滿意度90%以上。

() 志工服務

1.本校培養「小太陽志工團」,作為心理衛生推廣以及落實品德教育的小尖兵,透過各項專業及訓練課程,培養輔導志工對人之敏銳度、同理心及壓力、情緒調適、溝通等技能。今年已辦理志工培訓、實際社會服務,共3場次、132位同學及職員參與,內容包括:校外機構參訪與服務、淨灘活動、小太陽工作坊。

2.為支持本校服務性社團,落實服務社會、推廣品德教育,每學年提供活動費,降低社團營運負擔,並與龍潭國小、松羅國小合作,舉辦2梯次冬令營,共105位同學及社團幹部參與。活動包括:社會服務團—112松羅冬令營、海雁服務隊—112年度龍潭國小冬令營。藉由自助及助人活動,提供自我學習與成長的機會。

() 正向品德鼓勵

為鼓勵學生有正向品德,舉辦德育績優模範畢業生遴選活動,在畢業生中,選出10位品德績優之應屆畢業生,於畢業典禮上進行德育績優頒獎,肯定其對學校、社會之服務貢獻。藉由發揮典範學習之效,實踐品德核心價值。

() 海洋環境教育

本校位於基隆市,擁有百年重要海港,結合聯合國永續發展目標(SDGs),辦理「認識基隆港,百年海港」活動,期許新一代的青年在了解過去歷史痕跡後,能保留舊有文化,加入新創概念,共創永續城市,參與人數共19位。

() 深化法治教育

1.舉辦「智慧財產權講座」一場次,教導教師、職員、學生了解維護校園著作權、合法使用軟體、認識著作權等。本校並推廣運用智慧財產局之智慧財產權小題庫來宣導智財權。維護智慧財產權,與世界重要理念,參與人數共52位。

2.與基隆地方法院合作推動校園法律教育,提升學生對於司法體制的認識和了解、深化校園品格氛圍。本年度舉辦「國民法官制度校園講座」一場次,透過法官現場宣導,讓與會人員更了解國民法官制度、執行方式,共52位學生及職員參與。

10. Creation of Black Kite bamboo weaving installation art 打造黑鳶竹編裝置藝術

Since August 2023, National Taiwan Ocean University has partnered with the Cathay Life Charity Foundation to deeply engage with the Shuangyu Community in Gongliao, jointly creating a ‘Happiness Farm’ and crafting a ‘Black Kite Bamboo Weaving Installation Art’ using local ecological elements such as makino bamboo and black kites. This initiative, supported by corporate resources, merges the spirit of corporate social responsibility (CSR) with university social responsibility (USR), fostering diverse partnerships and creating a shared learning space that emphasizes care for both life and the environment.In collaboration with bamboo weaving artists, the project team hosted 20 installation art workshops with a total of 300 participants, including teachers, experts, students, and local residents. After the installation was completed, a presentation event was held in October 2023, with 180 participants. The event not only showcased the Black Kite Bamboo Weaving Installation but also highlighted the creativity and confidence of local elders through their culinary skills. The project team continues to lead students in maintaining the installation art, integrating it with the Shuangyu Community, enhancing local aesthetics in public spaces, connecting community members, fostering consensus, and promoting the local landscape, ecology, agriculture, and culture.

國立臺灣海洋大學與國泰人壽慈善基金會從20238月開始一起深入貢寮雙玉社區,共同打造幸福農場,並以在地常見生態元素(桂竹與黑鳶)共同製作「黑鳶竹編裝置藝術」。本活動透過挹注企業資源,加乘企業CSR與大學USR精神,形塑多元合作夥伴關係,打造共陪的共培現場,進而關心生活與生態環境。計畫團隊與竹編藝術家合作開設20次裝置藝術工作坊,共300人參與,包含計畫教師、專家、學生與里民,並於裝置藝術完成後於202310月辦理成果發表會1場,共180人參與,不只展示黑鳶竹編裝置藝術,還展現在地長者充滿創意與自信的廚藝。後續計畫團隊仍持續帶領學生進入場域,維護裝置藝術,使黑鳶竹編裝置藝術與雙玉社區相結合,促進公共空間場域在地美學,串聯社區居民並凝聚共識,進而推廣在地美境、生態、農產及文化。

11. Sign a memorandum of understanding for partnership with primary and secondary schools in Keelung City與基隆市中小學校簽訂合作夥伴關係備忘錄

  1. To enhance the educational feature of schools in the Keelung area and fulfill our social responsibility, National Taiwan Ocean University and 13 schools in Keelung have signed a collaborative memorandum of understanding. This partnership, between NTOU’s Teacher Education Center and the Department of Education Keelung City Government will collaborate to leverage the shared local foundation—’Keelung Studies’—to promote local expertise in ‘Marine Education,’ ‘Outdoor Education,’ and ‘Digital Learning.’ The goal is to create a high-quality learning environment for students at different stages, helping them understand themselves, recognize their hometown, and eventually contribute to the community by studying and working locally.
  2. NTOU will assist schools in developing curriculum programs that integrate marine education, outdoor education, SDGs, and digital learning, helping Keelung schools plan comprehensive educational development. At the elementary school, the focus will be on strengthening emotional and historical connections to Keelung. In junior high school, emphasis will be placed on understanding local industries and career exploration. In high school, it will involve in-depth research and self-directed learning to deepen students' understanding of Keelung, fostering a sense of care for the city and guiding their future direction.

  2. 國立臺灣海洋大學協助合作學校透過校訂課程的發展,連結海洋教育、戶外教育、SDGs、數位學習等內涵,協助基隆地區學校規劃完整教育發展。從國小教育階段強化基隆城市情感與記憶,國中教育階段強化對基隆產業的認識及職涯探索,到高中職教育階段藉由專題研究和自主學習,深度了解基隆的內涵,使學子愛護基隆、為未來發展定向。

12. Taiwan-Japan Regional Revitalization Workshop台日地方創生工作坊

National Taiwan Ocean University (NTOU) is committed to serving society through its professional expertise, promoting sustainable marine development. By integrating education, research, and community engagement, the university connects local and international efforts, fulfilling its mission of university social responsibility (USR). On September 9, supported by the ‘‘Prosperity of Three Fisheries - International Blue Economy Demonstration Zone’’ project, NTOU collaborated with Seijo University of Japan to host the ‘‘Taiwan-Japan Experience Sharing: Youth Generation and Regional Revitalization Forum’’ at the Department of Marine Creative Design Industries. The forum was led by Vice President Lu Congming of Seijo University, accompanied by six Japanese students, and joined by NTOU Vice President Zhuang Ji-Gao, Professor Tseng Sheng-Wen of the Department of Marine Creative Design Industries, Assistant Professor Yang Ming-Hao of the Marine Law and Policy Program, and 12 NTOU students. The event focused on the creativity and potential of Taiwanese and Japanese youth, sharing experiences on regional revitalization initiatives.

Seijo University, located in Aichi Prefecture, Japan, was restructured in 2002 and emphasizes international collaboration in education and research, particularly with Asian countries. The university aims to cultivate students with broad ‘‘international perspectives.’’ This event not only fostered cultural exchange between Taiwanese and Japanese students, but also inspired new ideas through group discussions. Students shared experiences and stories, exploring how regional revitalization can be achieved across different cultural and societal contexts.

Yamashita Akira, a student from NTOU's Department of Environmental Biology and Fisheries Science, expressed gratitude for the meaningful exchange forum organized by the university. In addition to building new relationships, he gained fresh perspectives and newfound confidence in Japanese translation, motivating him to continue improving. Using eating habits as an example, he noted that many things taken for granted by Taiwanese students were new and intriguing experiences for the Japanese students, deepening his understanding of Taiwan-Japan differences.

Tsai Wan-Ting, a student from the Master's Program in Marine Policy, thanked the professors and the ‘‘Prosperity of Three Fisheries’’ project for facilitating the event. During the forum, she overcame language barriers and engaged with students from different cultural backgrounds, sharing insights on Taiwan-Japan regional revitalization efforts. She emphasized how the exchange enhanced her ability to engage in international dialogues and expanded her perspective on regional development.

國立臺灣海洋大學以專業服務社會,促進海洋永續發展,透過教育、研究和社區參與,從在地連結國際,實踐大學社會責任。海洋大學99日在「三漁興旺國際藍色經濟示範區」計畫支持下,與日本星城大學共同於海大海洋文創設計產業學程系館舉辦「臺日經驗分享:青年世代地方創生交流會」,由日本星城大學盧聰明副校長帶領6名日本學生,與海洋大學莊季高副校長、海洋文創設計產業學程曾聖文主任、海洋法政學士學位學程楊名豪助理教授和12名海洋大學學生共同參與,關注臺日青年世代學生的力量與創造力,交換地方創生發展經驗。城大學位於日本愛知縣,2002年經改制後設立,致力加深與以亞洲為首的國際交流,推動教育和研究雙方面的國際合作,期許學生擁有廣泛的「國際性」涵養。本活動除了促進日本與臺灣學生的交流、了解彼此的文化和價值觀,更透過小組討論的形式激發學生的想法,分享彼此的經驗和故事,探討如何在不同的文化和社會背景下實現地方創生。

參與本次交流的海洋大學環境生物與漁業科學學系山下明和同學感謝學校舉辦有意義且豐富的交流會,除了建立新的人際關係,更獲得新觀念,對於日文翻譯也有了自信,給了激勵自己繼續追求進步的動力。山下同學以飲食習慣為例,發現許多臺灣學生習以為常的事情,對日本學生來說卻是新鮮的體驗,對臺日差異有了更深的認識。海洋政策碩士學位學程蔡宛廷同學表示,感謝老師們與三漁興旺計畫促成本次活動,在活動中嘗試克服語言障礙,與文化背景相異的同學交流,分享臺日地方創生成果,除了累積國際交流的能力,更能互相學習地方創生的經驗,開拓對地方創生的不同觀點。

13. The 15th Annual Conference on Development StudiesSustainability: Climate Action, Just Transition and the Future of the Ocean第十五屆發展研究年會「永續:氣候行動、公正轉型與海洋的未來」國際學術研討會

The 15th Development Research Annual Conference, jointly organized by our center and the Taiwan Development Research Association, is titled ‘‘Sustainability: Climate Action, Just Transition, and the Future of the Ocean.’’ This international academic seminar attracted over 300 participants from various sectors including academia, government, and industry, both domestically and internationally.

The conference covered important topics such as social science-driven net-zero transitions, sustainable ocean use, cultural heritage preservation in port cities, and climate action. It featured three exciting keynote speeches:

Dr. Lin Min-tsong, Vice Chair of the National Science and Technology Council, delivered a keynote titled ‘‘From Ragnarok to Sustainable Value: Social Science-Driven Net-Zero Transition,’’ exploring the core values of technological development and the foundations of basic research and independent innovation technologies.

Professor Jiang Guoping, Convenor of the Taiwan Ocean Alliance and distinguished professor at the university, spoke on ‘‘Decoding the Tears of Mermaids: The Motivation Behind Blue Tears Research and University Social Responsibility,’’ sharing valuable experiences of university and local government collaboration in promoting scientific and humanistic development.

Research Fellow Leng Zegang from the Academia Sinica presented ‘‘Multilateral Governance under Geopolitics: A Case Study of Arctic Research,’’ examining the ongoing changes and challenges in Arctic governance and offering insights for political scholars.

The conference also featured an international forum, inviting scholars from Italy, India, Indonesia, Malaysia, and other countries to discuss sustainable ocean use, including strategies for fishing villages, observation, and urban regeneration. Additionally, there were two book launches:

‘‘SDG14’s Addition, Subtraction, Multiplication, and Division: Sustainability Issues and Practices in Marine Ecology,’’ organized by Vice President Li Ming-an and edited by Professor Hsieh Yuling from the Center for General Education, with contributions from professors in various departments.

‘‘The Fugue of Development: A Festschrift for Professor Wang Zhenhuan,’’ honoring Professor Wang Zhenhuan's contributions in the field of development research.

This conference, part of the 70th anniversary series of our institution, was a collaborative effort involving the Center for Social Responsibility and Sustainable Development, the Student Affairs Office, the Bachelor’s Program in Marine Cultural and Creative Design, the Bachelor’s Program in Marine Tourism Management, the Graduate Institute of Education, the Department of Environmental Biology and Fisheries Science, and the Smart Shipping Research Center. It aimed to serve as an academic platform for interdisciplinary, interdepartmental, and international cooperation, setting a new benchmark for cross-domain research in sustainable development.

President Hsu Tai-wen affirmed the conference’s success and emphasized Taiwan's outstanding achievements in areas such as social reform, human rights, COVID-19 pandemic prevention, green energy, marine technology, climate change, and the practice of university social responsibility as exemplifying ‘‘Taiwan Experience 3.0.’’

The annual conference successfully provided a platform for exchange with 24 sessions and 80 paper presentations, allowing scholars, policymakers, and industry professionals from various fields to discuss sustainable development strategies and future directions, and laying a solid foundation for future cooperation and exchange.

本中心與台灣發展研究學會聯手共同主辦的「第十五屆發展研究年會-永續:氣候行動、公正轉型與海洋的未來」國際學術研討會活動。

這項學術研討會活動吸引來自海內外的產官學界人士超過300人參與。會議的主題涵蓋社會科學驅動的淨零轉型、海洋永續利用、港口城市文化資產保護及氣候行動等重要議題,並安排三場精彩的主題演講。

本次邀請到國家科學及技術委員會副主任委員林敏聰發表「從諸神黃昏到永續價值--社會科學驅動的淨零轉型」演講,探討科技發展的核心價值及發展基礎研究與自主創新技術。第二場主題演講邀請臺灣海洋聯盟召集人暨該校特聘教授蔣國平以「解密人魚的眼淚-藍眼淚研究動機與大學社會責任」為題,分享大學與地方政府合作推動科學與人文發展的重要經驗。第三場主題演講則邀請中央研究院研究員冷則剛發表「地緣政治下的多邊治理:以北極研究為例」演講,探討以北極治理的持續與轉變為政治學者帶來進一步深思的課題。

亦安排一場國際論壇,邀請來自義大利、印度、印尼、馬來西亞等國學者共同討論海洋永續利用:漁村、觀測與都市再生策略等議題。另有兩場新書發表會,分別是由海洋大學副校長李明安總策劃,共同教育中心謝玉玲教授主編,集合生科院、海資院、工學院、人社院、共同教育中心教授群編寫的「SDG14的加減乘除:海洋生態的永續議題與實踐」及國立政治大學前副校長王振寰名譽教授「發展的賦格:王振寰教授榮退紀念論文集」。會議期望通過國際論壇、主題演講、研究論文發表、新書發表及工作坊等多元方式,引領跨領域發展研究新風潮,共同研究如何減輕氣候變遷對海洋和社會的衝擊,以及如何實現公正轉型,確保永續的未來。

這次國際研討會為校慶70週年系列活動,由本中心攜手社會責任與永續發展中心、學生事務處、海洋文創設計產業學士學位學程、海洋觀光管理學士學位學程、教育研究所、環境生物與漁業科學系、智慧航運研究中心共同合作,期能成為跨領域跨單位及跨國合作的學術平台,為永續發展的跨域研究開啟新典範。本校許泰文校長亦在大會中予以肯定,並強調在面對全球永續發展的挑戰上,臺灣在社會改革、人權議題、新冠肺炎疫情防控、綠能建設、海洋科技、氣候變遷及實踐大學社會責任等領域的傑出成果,是「臺灣經驗3.0」的展現。

這次年會成功地提供一個交流平台,共有24個場次,80篇論文發表,讓來自不同領域的學者、政策制定者及產業界人士共同探討永續發展的策略與未來方向,並為未來的合作與交流奠定良好基礎。

14. International Industry-Academic Cooperation and Exchange (Vietnam)國際產學合作與交流(越南)

From June 8 to 12, 2024, one student was selected to accompany the ‘Vietnam and Taiwan Enterprise Technology Matchmaking Conference’ to promote the team's breeding technology and train more than 200 people from the two countries. The previous tutoring manufacturer NG was announced in the conference Effective results of the group. NG Group is a local farmer in Vietnam. Our team introduced antibiotic-free breeding technology for white shrimp and introduced the team’s novel probiotic technology. It has successfully solved the problem of death of white shrimp caused by antibiotic-free breeding and increased the survival rate of white shrimp to 60%.

113/6/8-12 選派 1 位學生陪同參與「越南台灣企業技術應求媒合會」,推廣本團隊養殖技術並培訓兩國業者逾 200 人次,並於該會中公布先前輔導廠商NG 集團之有效成果。NG 集團為一越南在地養殖業者,本團隊引進白蝦無抗養殖技術,利用團隊之新穎益生菌技術導入,已成功解決無抗生素養殖造成白蝦死亡問題,並使白蝦活存率達 60%左右。

15. Stock assessment of the North Pacific shortfin mako shark and NDF assessment 北太平洋馬加鯊資源評估研究暨太平洋鯊魚無危害風險評估(NDF)研究

The data preparatory meeting of ISC North Pacific shortfim mako shark will be held in November 29 to December 7, this year. In line with this meeting, this study provides the mako shark catch, CPUE, and size data. A Zero Inflated Negative Binomial model (ZINB model) was used to standardize the logbook CPUE of shortfin mako caught by the Taiwanese large-scale longline fishery in the North Pacific from 2005-2022. Two working papers including estimation of historical catch based on standardized CPUE and the length distribution will be presented in the coming ISC meeting. The standardized CPUE showed two peaks (2013-2014 and 2020) and decreased in recent two years. The estimated shortfin mako catch was 183, 114, 116 tons in 2020-2022. In line with the CITES listing of Carcharhinidae on Appendix II, we conducted the non-detriment finding (NDF) assessment of the blue shark in the North Pacific and the result was position.

為因應ISC鯊魚工作小組今年度1129日至127日進行北太平洋灰鯖鮫資源評估資料準備會議,本研究以我國大釣船漁撈日誌資料利用Zero inflated Negative Binomial model (ZINB model)進行2005-2022年北太平洋大釣船灰鯖鮫之CPUE標準化、推估漁獲量與體長資訊並將提出兩篇工作報告。我國北太平洋大釣船灰鯖鮫標準化CPUE有兩個高峰,分別於2013-2014年與2020年,而近兩年則呈現下降之趨勢。20202022年我國北太平洋灰鯖鮫漁獲量分別推估為183噸、114噸及116噸。因應2022CITES將白眼鮫科的鋸峰齒鮫列入附錄二,本研究針對我國北太平洋鋸峰齒鮫進行無危害評估,其結果為正面之NDF

16. Multi-omics technologies and feed additives applied for fishery and electricity symbiosis species - the evaluation of flounder (Paralichthys olivaceus) in different environments of fishery and electricity symbiosis多組體學技術與飼料添加劑應用於漁電共生養殖物種-牙鮃在不同漁電共生場域下之評估

In response to the policies of climate change adaptation and net zero emission, the government wants to develop ‘solar energy’ as a vital source of clean and green energy, with ‘fishery and electricity symbiosis’ as one of the important measures. According to the report of the Fisheries Research Center in 2022, most of the cultured fish and shrimp can maintain more than 70% production capacity under 40% shading rate of photovoltaic panels. However, not all species are suitable for this purpose, so it is critical to establish a ‘fishery-electricity winwin’ culture model under the existing regulations. P. olivaceus, commonly known as flounder, have a tolerance of water temperature from 2 to 27℃, and the optimal culture temperature is between 15 and 25℃. It is a benthic fish, and the indoor recirculating aquaculture system with reduced sunlight exposure is the best cultivation mode for it. This mode can solve the problem of decreased production caused by the shading of photovoltaic panels, and at the same time, the decreased temperature caused by the shading also makes it easier for the growth of flounder. We plan to analyze the environmental information, environmental bacteria, intestinal bacteria, and metabolites for the addition of herbal extracts in different fishery and electricity symbiosis areas (outdoor ground–mounted PV systems and indoor roof PV systems). We hope to develop high economic value flounder as a cultured species for fishery and electricity symbiosis, to reduce the impact of photovoltaic panel shading on cultured organisms, and to maximize the benefits of solar energy while increasing the aquaculture production capacity.

政府因應氣候變遷調適與淨零排放政策,欲開發「太陽能」作為乾淨、綠色的重要能源,其中「漁電共生」是重要措施之一。據水試所2022年試驗結果顯示,在40%光電板遮蔽率下,大部分的養殖魚蝦仍能維持7成以上的產能,然而並非所有物種都適合,因此在現有法規規範下開發「漁電共贏」的養殖模式是個重要的課題。牙鮃 (Paralichthys olivaceus) 俗稱比目魚,水溫耐受度從227℃,最適養殖溫度則在1525℃間,屬於底棲性魚類,可降低日光的照射的室內循環水養殖方式,為牙鮃最佳的養殖模式。此模式可解決光電板遮蔽造成的產量下降問題,同時遮蔽造成的養殖溫度下降,也易於牙鮃生長。我們計畫已經成功完成牙鮃在不同漁電共生場域下(地面型室外場與屋頂型室內場)與草藥或藻類萃取物添加之環境資訊、環境菌、腸道菌與代謝體分析,了解漁電共生環境下對牙鮃養殖的影響,同時正在開發有潛力之有益共生菌,未來極有可能將高經濟價值的牙鮃作為漁電共生養殖物種,降低光電板遮蔽對養殖生物的影響,在提升養殖產能的同時將光電的效益最大化。

17. Field trip of social economy organizations in Wanhua for the Coastal Community Empowerment Course海岸社區總體營造課程萬華社會經濟組織參訪活動

Coastal community empowerment course is an elective course. This course introduces coastal community empowerment from the perspective of social economy and social innovation. Unlike capitalism, which prioritizes profit, the social economy emphasizes ethical decision-making that considers community, environmental, and social values.

This course introduces how to conceptually reframe the economy to align with sustainable development and social inclusion. Through field trips, students can learn how social economy projects are carried out in local communities. The course aims to develop students’ ability to observe community development from a social economy perspective, interview practitioners, understand local contexts, and identify community, environmental, and social issues accordingly. Moreover, students are trained to turn the first-hand data into media reports that introduce the viewpoints of social economy organizations and practitioners and thereby promoting the ideas and actions of the social economy and sustainable development to the public and encouraging students to do volunteers or internship with them as well.

Two students’ report was published in the newsletter of the Humanities Innovation and Social Practice and also reposted to other media outlets. This report highlights how Dashuigou second hand shop extends the lifespan of items through recycling old goods, repair work, and handcrafted renovations and so on. It also provides training and employment opportunities for the disadvantaged and single mothers. Dashuigou second hand shop works with broken things and empowers marginalized groups by abovementioned initiatives, which provide them with hopes and new lives.

本課程介紹海岸社區總體營造主要從社會經濟與社會創新的脈絡切入。有別於資本主義式的經濟,社會經濟強調的是考量社群、環境和社區的倫理決策。因此藉由本課程的內容介紹如何在概念上重新框設經濟以符合永續發展和社會共融之目的,並透過參訪行程了解到社會經濟如何在社區實踐。藉此培養學生帶著社會經濟的觀點觀察社區、訪談實作者、掌握地方脈絡,能夠描繪和識別地方的社群、環境和議題,並能將蒐集的一手資料轉換成帶有社會經濟觀點和社會關懷的報導,推廣社會經濟與永續發展之理念和行動,並進一步鼓勵學生在這些組織擔任志工或實習,加入實踐永續發展之行列。

課堂學生的成果,刊登於新作坊電子報的報導案例大水溝二手屋如何透過回收舊物、維修工作,手作改造,延續物品的生命,也培訓社會弱勢提供他們技能和就業機會,這個地方讓物品和弱勢者都得到了再生的機會。

The Department of Transportation Science is inviting a total of nine companies, including DHL Yang Kee Logistics Co., Ltd., Kintetsu World Express Co., Ltd., Vanture Logistics Co., Ltd., SF Express (Taiwan) Co., Ltd., Hwa Gang Shipping Co., Ltd., Decathlon Taiwan Co., Ltd., HCT Logistics Co., Ltd., Taiwan Pelican Express Co., Ltd., and All-Trans Logistics Co., Ltd., to hold an internship information session. Through this session, students will gain further understanding of the companies and learn about the details of the internship opportunities.

18. National Ocean Energy Creative Implementation Competition 全國海洋能創意實作競賽

Summary of the Marine Energy Competition

  Start of the Marine Energy Competition: Since 2011, National Taiwan Ocean University (NTOU) has hosted a marine energy competition focusing on various aspects of wave and current energy converters, including design, efficiency calculations, costs, and installation. Over the years, this competition has achieved remarkable results and become a valuable platform for innovation in marine energy.

  Expansion of the Competition: In 2016, NTOU expanded the competition in partnership with the Keelung City Government to include high school and junior high school divisions. This expansion aims to spark young students' interest in marine energy and encourage them to combine theoretical knowledge with practical application, embodying the spirit of "learning by doing."

  Utilization of Laboratory Resources: Competing teams mainly use NTOU’s laboratories, giving them hands-on opportunities to test and validate their designs in real-world settings. This approach helps students refine their designs based on practical testing.

  Industry-Academia Collaboration: The success of this competition is partly attributed to inviting experts from industry and academia as judges. Their professional advice and guidance foster knowledge exchange and create a collaborative platform between NTOU and the industry.

海洋能源競賽概述 

  1. 海洋能源競賽的開始:自民國100年起,國立臺灣海洋大學開始舉辦大學部海洋能源競賽,聚焦於波浪能和海流能轉換器的設計、效率計算、成本和安裝等多個方面。經過多年努力,該競賽取得了豐碩成果,成為海洋能源創新的寶貴創意平台。
