Planning the “Hai-Young Three Good Campus, Smiling Friendly City” – Hi Young TDS Smiling Friendly 2C (Campus and City) A Character Education Advisory Committee will be established to guide the program based on the United Nations Sustainable Development Goals (SDGs) and the principles of Good Character 6E. The initiative promotes character education through three main dimensions:
- Lectures and Workshops: Invite experts from various fields to provide students with exemplary learning experiences. In addition, thematic workshops will be held to offer hands-on practice, deepen self-awareness, and foster holistic well-being.
- Volunteer Service and Cultural Connection: Collaborate with the university's service-oriented clubs to conduct outreach in rural areas, cultivating compassion, altruism, and social responsibility among students. Partner with local studios in Keelung to organize cultural walking tours, enhancing students' understanding of marine culture and environmental education.
- Positive Character Promotion: Recognize graduating students with outstanding moral conduct, affirming their service and contributions to the school and society while inspiring others through exemplary learning. A Character Education Section will also be established on the Counseling Division's website to regularly share updates on topics such as character, human rights, and legal education. 2.The implementation status and results of NTOU in 2024 are summarized as follows:
- "Life and Character" General Education Course To foster strong character education, our school launched the "Life and Character" general education course during the second semester of the 2024 academic year. Experts from various fields were invited to share their positive life experiences. A total of 11 lectures were held, with 486 participants, and a satisfaction rate of over 90%.
- Volunteer Service
A.NTOU established the "Little Sun Volunteer Group" as pioneers in promoting mental health and implementing character education. Through various professional and training courses, the volunteers were trained in sensitivity, empathy, stress and emotion management, and communication skills. This year, 4 volunteer training sessions and practical community service activities were held, with a total of 95 students and staff participating. Activities included visits and services at off-campus institutions, beach clean-ups, and the Little Sun Workshop.
B. To support school service-oriented clubs and promote character education, the school provides annual funding to reduce operational burdens. Collaborating with Longtan Elementary School and Songluo Elementary School, two winter camps were organized, involving 75 students and club leaders. The activities included the Social Service Group's Winter Camp at Songluo and the Haiyan Service Team's Winter Camp at Longtan Elementary School. Through self-help and helping others, these activities offer opportunities for personal growth and learning.
- Encouraging of Positive Character To encourage positive character among students, the school organized a selection process for exemplary graduates with outstanding moral conduct. 10 graduating students were chosen for their exceptional contributions to the school and society, and were recognized during the graduation ceremony. This initiative reinforces core moral values through role model learning.
- Marine Environmental Education: Organized a session titled “Marine Life: Starting from the Museum,” which introduced participants to the current state of marine resource conservation and ocean pollution in Keelung. The event also guided students in exploring ways to contribute to environmental protection. A total of 35 participants attended.
- Deepening Legal Education
A. A lecture on "Intellectual Property Rights" was held to educate teachers, staff, and students about campus copyright protection, the use of legal software, and intellectual property rights. The school also promoted the use of the Intellectual Property Office's quiz bank to raise awareness about intellectual property. A total of 45 participants attended this session.
B.In collaboration with the Keelung District Court, the school advanced legal education on campus to enhance students' understanding of the judicial system and enrich the school's character education environment. A lecture on the "Citizen Judge System" was conducted this year, with a judge providing on-site guidance about the system and its implementation. A total of 46 students and staff participated.
Sustainable impact: National Taiwan Ocean University implemented the “Hi Young TDS Smiling Friendly 2C (Campus and City)” Character Education Program, integrating SDG principles and the 6E values—Empathy, Ethics, Engagement, Excellence, Environment, and Education. In 2024, the “Life and Character” course offered 11 lectures with 486 participants, alongside volunteer training and rural service camps. Ten students were honored for exemplary character and service. The program also featured marine environmental and legal education. It fosters empathy, responsibility, and civic competence, aligning with SDG 4.4.1.
- 規劃「海Young三好校園微笑友善城市」Hi Young TDS Smiling Friendly 2C(Campus and City),成立品德諮詢委員會,以聯合國永續發展目標(SDGs)之項目,及良善好品德6E為方向,由三個向度推動品德教育:
- 講座、工作坊:邀請特定領域專家,提供學生典範學習;另辦理主題工作坊,用實際演練的方式,深化對自身的覺察,培養健全身心。
- 志工服務、文化連結:結合本校服務性社團,進入偏鄉,培養學生熱心助人,服務社會之善心與品德;並與基隆在地工作室合作,辦理文化走讀,強化海洋文化與環境教育。
- 正向品德宣導:表揚品德績優之應屆畢業生,肯定對學校、社會之服務貢獻,並發揮典範學習之效;於諮輔組網頁設立「品德教育專區」,不定期更新品德、人權、法治等教育訊息。
- 2024年本校推動情況及成果,簡述如下:
- 「生活心品格」通識課程為建構良好品德教育,本校於113學年度第2學期開設「生活心品格」通識課程,邀請各領域專家,分享正向人生經歷。本課程共辦理11場講座,486人次參與,滿意度90%以上。
- 志工服務
1.本校培養「小太陽志工團」,作為心理衛生推廣以及落實品德教育的小尖兵,透過各項專業及訓練課程,培養輔導志工對人之敏銳度、同理心及壓力、情緒調適、溝通等技能。今年已辦理志工培訓、實際社會服務,共4場次、95位同學及職員參與,內容包括:校外機構參訪與服務、淨灘活動、小太陽工作坊。
2.為支持本校服務性社團,落實服務社會、推廣品德教育,每學年提供活動費,降低社團營運負擔,並與龍潭國小、松羅國小合作,舉辦2梯次冬令營,共75位同學及社團幹部參與。活動包括:社會服務團—113松羅冬令營、海雁服務隊—113年度梗枋國小冬令營。藉由自助及助人活動,提供自我學習與成長的機會。

- 正向品德鼓勵 為鼓勵學生有正向品德,舉辦德育績優模範畢業生遴選活動,在畢業生中,選出10位品德績優之應屆畢業生,於畢業典禮上進行德育績優頒獎,肯定其對學校、社會之服務貢獻。藉由發揮典範學習之效,實踐品德核心價值。
- 海洋環境教育 舉辦「從博物館出發的海洋生」一場次,認識基隆海洋資源保育現況,以及海洋環境的汙染情形,進一步瞭解可以為環境盡心力的方向,參與人數共35位。
- 深化法治教育
1.舉辦「智慧財產權講座」一場次,教導教師、職員、學生了解維護校園著作權、合法使用軟體、認識著作權等。本校並推廣運用智慧財產局之智慧財產權小題庫來宣導智財權。維護智慧財產權,與世界重要理念,參與人數共45位。
2.與基隆地方法院合作推動校園法律教育,提升學生對於司法體制的認識和了解、深化校園品格氛圍。本年度舉辦「國民法官制度校園講座」一場次,透過法官現場宣導,讓與會人員更了解國民法官制度、執行方式,共46位學生及職員參與。
永續影響力: 國立臺灣海洋大學以「海Young三好校園微笑友善城市」為主軸,推動結合SDGs與良善品德6E(Empathy, Ethics, Engagement, Excellence, Environment, Education)的全方位品德教育計畫。學校成立品德諮詢委員會,從講座工作坊、志工服務及正向宣導三個面向推動。2024年具體成果包括:開設「生活心品格」通識課程,共辦理11場講座、486人次參與;培訓「小太陽志工團」及舉辦社會服務活動與冬令營共6場次,參與人數達170餘人;選拔10位品德績優畢業生表揚典範;並辦理「海洋環境教育」與「智慧財產權講座」、「國民法官制度校園講座」等,深化環境與法治素養。此計畫將道德教育、環境意識與社會服務融合,促進學生具備同理心、責任感與公民行動力,培養具永續思維與社會實踐力的公民,符合 SDG 4.4.1 所強調的「技能、倫理與永續素養教育」。
