2024 Marine Humanities International Conference and EAIOF Summary With the theme Islands • Humanities • Sustainable Ocean, the Institute of Marine Culture organized the 2024 International Conference on Marine Culture in the morning, integrating various indicators of the UN Sustainable Development Goals (SDGs). The keynote speaker was Prof. Tran Duc Anh Son, Senior Lecturer at Dong A University in Vietnam and currently a Visiting Scholar at the Institute of Taiwan History, Academia Sinica. In the afternoon, the Institute hosted the 11th East Asia Islands and Oceans Forum (EAIOF) as the rotating organizer, featuring Distinguished Professor Yi-Yuan Chen from the Department of Chinese Literature at National Cheng Kung University as the keynote speaker. The forum aims to promote academic cooperation and exchange on diverse issues related to human culture and ecological environments within the East Asian maritime and island research.

Sustainable Impact:The "2024 International Conference on Marine Culture" and the "11th East Asia Islands and Oceans Forum" embodied the theme Islands, Humanity, and a Sustainable Ocean, gathering scholars from Japan, Korea, Vietnam, and Taiwan to foster cross-national dialogue. These efforts align with SDG 17.2.2 and 17.2.4 by strengthening global academic partnerships and international cooperation in higher education. The open participation of faculty, students, and the public fulfills SDG 4.3.1 and 4.3.2 by providing accessible educational opportunities and promoting lifelong learning. Through paper presentations, cultural site visits, and heritage discussions, the event advanced public understanding of marine culture and sustainability, exemplifying the university's commitment to integrating education, research, and community engagement within the SDG framework.

海文所以「島嶼•人文•永續海洋」為主題，結合SDGs的各項指標，在上午舉辦「2024海洋文化國際學術研討會」，邀請越南東亞大學資深講師陳德英山教授擔任主題演講人，他現在同時也是中央研究院臺灣史研究所訪問學人；下午則是輪值承辦「第十一屆東亞島嶼與海洋國際論壇」，特邀國立成功大學中文系陳益源特聘教授擔任主題演講人，此論壇為發展東亞區域海洋與島嶼區域中有關人類文化及生態環境多元議題之合作交流與學術活動，同時也建立了東亞區域海洋與島嶼永續而共有同享之學術交流平臺。 會議原邀請1位越南學者、4位韓國學者及6位日本學者，然因康芮颱風襲台，導致4位韓國學者的航班取消，改為線上與會；出席貴賓包括上午線上開幕致詞的海洋大學許泰文校長、下午開幕致詞的國家海洋研究院陳建宏院長、海大人文社會科學院蕭聰淵院長，以及長榮海事博物館陳鈺祥館長、海大李明安副校長及范佳銘研發長、永續中心張文哲主任、法政系陳俊榕主任等，線上線下總共近百位人員參與。 主題演講之後，安排了7場次共20篇論文，主持人、發表人、特約討論人來自日本關西大學、日本神奈川大學、日本鹿兒島大學、日本南山大學、韓國國立釜慶大學、韓國國立木浦大學、中央研究院、國家海洋研究院、國立成功大學、國防大學、國立臺灣藝術大學、國立雲林科技大學、國立澎湖科技大學、台北海洋科技大學、世新大學、基隆市政府、國立海洋科技博物館；此次研討會與會來賓、主持人、特約討論人及發表學者共計42人，報名線上參加有80人，與會人員包括：1、學界及各級學校相關領域之教師、學者及專家；2、大專院校相關領域研究生、博士生；3、地方文史工作者；關心相關議題之社會人士。 會後還安排了「海洋文化考查參訪行程」，從基隆搭船出海回看臺灣東北角景點，輔以相關歷史背景及文化內容解說，並安排參觀紅毛城、英國領事官邸、小白宮、砲臺等景點，並由專人導覽，使與會來賓能夠更深入了解臺灣海洋文化之脈絡與內涵。 於研討會發表論文之學者可投稿《海洋文化學刊》，此對學術成果研究發表和成果分享甚有助益。基於過去辦理的成果，本所將繼續辦理相關活動，深耕並擴展東亞與臺灣海洋文化研究的各種面向與內涵價值。 此次會議的辦理結合「第十一屆東亞島嶼與海洋國際論壇（EAIOF）」，海大則是自2016年之後再次承辦，展現臺灣於東亞海洋文化之地位，更期望藉此強化國內外的研究合作，明年度論壇預計在日本鹿兒島大學舉辦。

2. Exchange Seminar between Our Institute and the Korea National Maritime Cultural Heritage Research Institute

本所與韓國國立海洋文化財研究所交流座談會

Since 2015, the Korea National Research Institute of Maritime Cultural Heritage has conducted annual surveys of the Maritime Silk Road abroad. This year, it plans to visit Taiwan for on-site investigations of the overseas Maritime Silk Road. The business trip will study Taiwan''s ports and maritime-related beliefs from ancient to modern times, as well as visit institutions researching the Maritime Silk Road to determine research directions. 1. Sustainable Impact:Since 2015, the National Research Institute of Maritime Cultural Heritage of Korea has conducted international surveys on the Maritime Silk Road. This year's visit to Taiwan included field studies of historical ports, maritime beliefs, and underwater cultural heritage policies, as well as academic exchanges with institutions such as NTOU. The discussions focused on Taiwan's marine history, research directions, and cultural heritage preservation. This initiative promotes international collaboration, knowledge exchange, and cross-cultural understanding, aligning with SDG 17.2.3 by strengthening global academic partnerships and advancing the sustainable study and preservation of maritime heritage.

韓國國立海洋文化財研究所自2015年起每年進行國外海上絲綢之路的調查。今年就規劃訪問臺灣進行國外海上絲綢之路的實地考察。本次出差將考察臺灣從古到今與外部往來的港口、海洋相關信仰等遺蹟，並訪問研究海上絲綢之路的機構而設定研究方向。

On April 30, a delegation of distinguished French scholars visited National Taiwan Ocean University to explore cooperation in marine energy, net-zero emissions, and sustainable development. The delegation included experts from Ifremer, CNRS, and the University of Lorraine. Both sides discussed key topics such as point-absorber wave energy converters, blue carbon through seagrass ecosystems, and offshore wind power management. The visit strengthened the foundation for future Taiwan–France academic and practical collaboration. This exchange embodies the spirit of UN SDG 17: Partnerships for the Goals, highlighting NTOU's commitment to fostering international partnerships that advance scientific innovation and global sustainability.

4. Development of the NTOU scholars system

海大人才資料庫系統建置

Purpose of the Plan: Continuously, we are facilitating the collection and establishment of essential data, research outcomes, and research project information within the "NTOU Research Hub" through various means such as the WOS, GRB and channels provided by our university faculty,allowing for a better understanding of individual researchers'' areas of study and achievements.

Sustainable Impact:This project aims to continuously develop the NTOU Research Talent Database by collecting and integrating data from the WOS citation index, the GRB government research project platform, and faculty-provided resources. It compiles researchers' profiles, academic outputs, and project records to establish a comprehensive and transparent research information system.The database enhances understanding of individual scholars' expertise, promotes interdisciplinary collaboration, and supports partnerships between academia, government, and industry.By improving research visibility and fostering data-driven collaboration, the project directly contributes to SDG 17.2.3, which emphasizes strengthening scientific data sharing and knowledge exchange to advance sustainable development partnerships.

計畫目的：持續統透過WOS引文索引資料庫、政府GRB研究計畫網以及本校老師提供相關管道等方式，協助進行「海大研究人才庫」中基本資料、研究成果、研究計畫等系統資料的收集與建置，使更能夠了解個研究人員的研究領域及成果。

5. Ocean Center Strengthens Collaboration with the University of Tokyo's AORI on Sustainable Ocean Research

海洋中心促進與標竿單位日本東京大學大氣海洋研究所(AORI)合作

Since 2018, the Center of Excellence for the Oceans (CEO), National Taiwan Ocean University, has initiated collaborative exchanges with the Atmosphere and Ocean Research Institute (AORI), the University of Tokyo. Over the years, both parties have gradually built a strong partnership through various forms of academic interaction, including bilateral symposia, reciprocal visits and academic discussions, joint research projects (such as cooperative investigations on the Kuroshio Current), exchange of researchers, faculty, and students, and sharing of research resources, encompassing sampling, specimens, research techniques, data, and facilities (including research vessels). These diverse activities have laid a solid foundation for long-term academic collaboration.  Between 2018 and 2023, the two institutions co-authored 15 peer-reviewed journal articles, followed by four additional joint publications in 2024. To further strengthen cooperation and expand research themes, CEO and AORI have engaged in in-depth discussions on key research areas, including hydrothermal vent ecosystems and microplastic pollution in the Kuroshio region. In June 2024, the two institutions officially signed a Memorandum of Understanding (MOU) and an Implementing Agreement, marking the formal establishment of a long-term and institutionalized framework for collaboration.  Furthermore, from February 27 to March 26 and July 3 to August 2, 2024, Professor Emeritus Shuhei Nishida from the University of Tokyo was invited to the Center to conduct taxonomic studies on copepods in Taiwan, including the analysis of zooplankton samples and assistance in identifying and describing new species. To date, both institutions have jointly established six substantive collaborative research projects, demonstrating a robust and promising partnership for future international cooperation.

Sustainable Impact:Since 2018, the Center of Ocean Research, National Taiwan Ocean University, and the Atmosphere and Ocean Research Institute (AORI), The University of Tokyo, have maintained a long-term academic partnership involving joint field surveys, symposiums, researcher exchanges, and shared research resources such as vessels and laboratory facilities.Between 2018 and 2024, both institutions co-published 19 academic papers and, in June 2024, formally signed a Memorandum of Understanding (MOU) and Implementing Agreement, institutionalizing their collaboration.Recent joint projects include studies on hydrothermal vent ecosystems and microplastic pollution in the Kuroshio region, demonstrating a strong and sustainable international collaboration network.This partnership strengthens global scientific cooperation and contributes to marine ecosystem conservation and sustainable research capacity, aligning with SDG 17.2.3 (international research partnerships) and SDG 14.5.2 (cross-border marine conservation collaboration).

海洋中心與日本東京大學大氣海洋研究所（Atmosphere and Ocean Research Institute, AORI） 自 2018 年 起即展開合作交流，雙方透過多項學術互動逐步建立夥伴關係，內容包括 舉辦雙邊研討會、互訪與討論交流、共同執行研究計畫（如黑潮聯合研究調查）、研究人員與師生交換，以及 共享研究資源，涵蓋採樣、樣品、研究技術、研究資訊及研究儀器設施設備（含研究船等）。這些多元的合作模式奠定了雙方長期而穩固的學術基礎。 在持續合作的過程中，雙方自 2018 年至 2023 年 已共同發表 15 篇學術期刊論文，並於 2024 年 再發表 4 篇共同著作。為鞏固合作成果並擴展研究範疇，海洋中心與 AORI 針對 熱泉生態系研究 及 黑潮區域塑膠微粒污染 等主題進行深入討論，並於 2024 年 6 月 正式簽署 學術交流合作備忘錄(Memorandum of Understanding, MOU) 及 執行協議（Implementing Agreement），使雙方合作進入制度化與長期推動的新階段。 此外，於 2024年 2 月 27 日至 3 月 26 日 及 7 月 3 日至 8 月 2 日，海洋中心邀請 日本東京大學名譽教授西田周平（Dr. Shuhei Nishida） 來臺，進行 臺灣橈足類分類研究，協助分析浮游動物樣本並支援新種鑑定與描述工作。目前，雙方已建立 6 個可共同執行的實質研究合作項目，展現穩固且深具發展潛力的國際合作關係。

6. 2025 Ocean Action Symposium

海洋素養與適能

What is your vision of "ocean literacy"?  Ocean literacy is more than just textbook knowledge; it's a way of looking at the world—it influences our values ​​and shapes our motivation to act.  Have you ever considered this? Every breeze, every current, every ship, every story of the sea—they are inextricably linked to our lives and culture. How do Taiwan's tides and ocean currents affect residents of the island and its outlying islands? How have shipbuilding and navigational technology shaped Taiwan's unique maritime culture? And what significance do coral conservation efforts have for the marine environment?  This year's symposium invited scholars from across disciplines, educators on the front lines, representatives from the marine restoration industry, and marine cultural activists to share their insights!  The symposium focused on themes of science communication and popular science education, marine culture and island society, and social participation and marine restoration.

Sustainable Impact:The "Ocean Literacy" symposium redefines ocean awareness as more than academic knowledge—it is a worldview that connects science, culture, and action. The event invited interdisciplinary experts, educators, and marine restoration practitioners to explore three key themes: science communication and public education, marine culture and island society, and social participation in ocean restoration.Through discussions on topics such as coral conservation, shipbuilding traditions, and community-based marine stewardship, the symposium encouraged participants to view the ocean as an integral part of life and identity.This initiative not only enhances public understanding of marine sustainability but also strengthens collaborations among academia, education, and industry.It exemplifies SDG 14 (Life Below Water) by promoting ocean conservation awareness, and SDG 17 (Partnerships for the Goals) by fostering multi-sector partnerships for sustainable ocean development and education.
