1. Go abroad for short-term study credits
「學海飛颺」:赴國外短期研修學分
In order to coordinate with national education policy and promote international cooperation, in conjunction with the Office of Academic Affairs, the Office of Research and Development and the Office of International Affairs, we will jointly promote students to go abroad for short-term study and exchange in accordance with the "Ocean of Study Series Program" issued by the Ministry of Education, According to the "Key Points of Sending Students Selected by National Taiwan Ocean University to Study Abroad", we will send our high-quality students for short-term study abroad, professional internship or exchange students to sister universities. Head and shoulders and learning for the Ministry of Education university in one of the series under the plan, with generally good short-term training, students studying abroad study period shall not be less than 1 semester (season), the highest in a year for the principle, to the Ministry of Education approval, any government school authority institutes or its group accepted the education of professional assessment of foreign excellent colleges of short-term study of credits.

Through the Ministry of Education's "Learning Abroad Program", the university coordinates efforts among the Academic Affairs, Research and Development, and International Affairs Offices to facilitate student exchanges and short-term overseas studies. 為配合國家教育政策並促進國際合作,結合教務處、研究發展處及國際事務處共同推動學生赴國外短期研修及交換學習,依教育部頒布之「學海系列計畫」規定, 並依「國立臺灣海洋大學選送學生赴國外研修要點」薦送本校優質學生赴國外進行短期研修、專業實習或赴姊妹校交換學生。「學海飛颺」則為教育部學海系列計畫底下之一 ,提供一般優秀學生赴國外短期研修,研習期間不得低於 1 學期(季),最高以 1 年為原則,赴教育部認可、當地國政府學校權責機關或其認定之教育專業評鑑團體所認可之國外優良校院短期研讀學分。

2024海洋文化國際學術研討會暨第十一屆東亞島嶼與海洋國際論壇
2024 Marine Humanities International Conference and EAIOF Summary With the theme Islands • Humanities • Sustainable Ocean, the Institute of Marine Culture organized the 2024 International Conference on Marine Culture in the morning, integrating various indicators of the UN Sustainable Development Goals (SDGs). The keynote speaker was Prof. Tran Duc Anh Son, Senior Lecturer at Dong A University in Vietnam and currently a Visiting Scholar at the Institute of Taiwan History, Academia Sinica. In the afternoon, the Institute hosted the 11th East Asia Islands and Oceans Forum (EAIOF) as the rotating organizer, featuring Distinguished Professor Yi-Yuan Chen from the Department of Chinese Literature at National Cheng Kung University as the keynote speaker. The forum aims to promote academic cooperation and exchange on diverse issues related to human culture and ecological environments within the East Asian maritime and island research.
Sustainable Impact:The "2024 International Conference on Marine Culture" and the "11th East Asia Islands and Oceans Forum" embodied the theme Islands, Humanity, and a Sustainable Ocean, gathering scholars from Japan, Korea, Vietnam, and Taiwan to foster cross-national dialogue. 海文所以「島嶼•人文•永續海洋」為主題,結合SDGs的各項指標,在上午舉辦「2024海洋文化國際學術研討會」,邀請越南東亞大學資深講師陳德英山教授擔任主題演講人,他現在同時也是中央研究院臺灣史研究所訪問學人;下午則是輪值承辦「第十一屆東亞島嶼與海洋國際論壇」,特邀國立成功大學中文系陳益源特聘教授擔任主題演講人,此論壇為發展東亞區域海洋與島嶼區域中有關人類文化及生態環境多元議題之合作交流與學術活動,同時也建立了東亞區域海洋與島嶼永續而共有同享之學術交流平臺。 會議原邀請1位越南學者、4位韓國學者及6位日本學者,然因康芮颱風襲台,導致4位韓國學者的航班取消,改為線上與會;出席貴賓包括上午線上開幕致詞的海洋大學許泰文校長、下午開幕致詞的國家海洋研究院陳建宏院長、海大人文社會科學院蕭聰淵院長,以及長榮海事博物館陳鈺祥館長、海大李明安副校長及范佳銘研發長、永續中心張文哲主任、法政系陳俊榕主任等,線上線下總共近百位人員參與。 主題演講之後,安排了7場次共20篇論文,主持人、發表人、特約討論人來自日本關西大學、日本神奈川大學、日本鹿兒島大學、日本南山大學、韓國國立釜慶大學、韓國國立木浦大學、中央研究院、國家海洋研究院、國立成功大學、國防大學、國立臺灣藝術大學、國立雲林科技大學、國立澎湖科技大學、台北海洋科技大學、世新大學、基隆市政府、國立海洋科技博物館;此次研討會與會來賓、主持人、特約討論人及發表學者共計42人,報名線上參加有80人,與會人員包括:1、學界及各級學校相關領域之教師、學者及專家;2、大專院校相關領域研究生、博士生;3、地方文史工作者;關心相關議題之社會人士。 會後還安排了「海洋文化考查參訪行程」,從基隆搭船出海回看臺灣東北角景點,輔以相關歷史背景及文化內容解說,並安排參觀紅毛城、英國領事官邸、小白宮、砲臺等景點,並由專人導覽,使與會來賓能夠更深入了解臺灣海洋文化之脈絡與內涵。 於研討會發表論文之學者可投稿《海洋文化學刊》,此對學術成果研究發表和成果分享甚有助益。基於過去辦理的成果,本所將繼續辦理相關活動,深耕並擴展東亞與臺灣海洋文化研究的各種面向與內涵價值。 此次會議的辦理結合「第十一屆東亞島嶼與海洋國際論壇(EAIOF)」,海大則是自2016年之後再次承辦,展現臺灣於東亞海洋文化之地位,更期望藉此強化國內外的研究合作,明年度論壇預計在日本鹿兒島大學舉辦。

3. Signature of Cooperate Plan between the College of Maritime Science and Management, NTOU and Nippon Express Group, Taiwan.

Due to the limitation, only the implementation method of logistics independent study scholarship of the College of Maritime Science and Management, NTOU, and Taiwan Nippon Express Co., Ltd. is listed below as an example. This scholarship is established by Taiwan Nippon Express International Logistics Co., Ltd. for the following purposes: 1.Cultivate talents for international transportation and logistics in Taiwan. 2.Cultivate talents to make a point on international logistics trends and the application of new technologies. 3.Encourage talents to combine academics with practice and decide on research topics. Scholarship amount, quota, and sources: This scholarship is donated by Taiwan Nippon Express Co., Ltd. to reward three (groups) of students, in the order of NTD30,000, NTD20,000, and NTD10,000. Qualification: 1.Junior and senior university students of the College of Maritime Science and Management (including the division of continuing education and students in the Five-Year BA-MA Program) and expected graduates of the master's degree (excluding the in-service master's program) can compose independent study or research paper (more than 30 pages) under the guidance of the thesis advisor. 2.Students of our college who have applied for the Five-Year BA-MA Program and have had an outcome of independent study are priority recipients.

4. Nihon University visit National Taiwan Ocean University, Promote International Exchange and Cooperation
日本大學學術交流
Nihon University visited for academic exchange. On December 13, 2024, a delegation of 5 representatives from the College of Law, College of Industrial Engineering, and Rosetta Inc. visited to discuss the following topics and deepen the academic exchange between the two universities. 1. Students from both universities can participate in exchange programs, with each side covering their own tuition fees while studying at the partner institution. Both universities will provide accommodation options, including nearby rentals if on-campus housing is unavailable. 2. Nihon University will offer a pathway for graduates of National Taiwan Ocean University to apply for master''s programs in the College of Law and College of Industrial Engineering. 3. Faculty from both institutions will enhance international academic collaboration.
Sustainable Impact:On December 13, 2024, representatives from Nihon University's College of Law, College of Industrial Technology, and ROSETTA Corporation visited NTOU to sign an MOU for academic collaboration. The agreement establishes a student exchange program in which both Taiwanese and Japanese students pay tuition to their home universities and receive housing support during exchange. Additionally, Nihon University offers direct admission pathways for NTOU graduates to pursue master's programs in Japan. On April 30, a delegation of distinguished French scholars visited National Taiwan Ocean University to explore cooperation in marine energy, net-zero emissions, and sustainable development. What is your vision of "ocean literacy"? Ocean literacy is more than just textbook knowledge; it's a way of looking at the world—it influences our values and shapes our motivation to act. Have you ever considered this? Every breeze, every current, every ship, every story of the sea—they are inextricably linked to our lives and culture. How do Taiwan's tides and ocean currents affect residents of the island and its outlying islands? How have shipbuilding and navigational technology shaped Taiwan's unique maritime culture? And what significance do coral conservation efforts have for the marine environment? This year's symposium invited scholars from across disciplines, educators on the front lines, representatives from the marine restoration industry, and marine cultural activists to share their insights! The symposium focused on themes of science communication and popular science education, marine culture and island society, and social participation and marine restoration.
Sustainable Impact:The "Ocean Literacy" symposium redefines ocean awareness as more than academic knowledge—it is a worldview that connects science, culture, and action. 7. Seafarer Rising Star Training Program
海員新星培育計畫
To strengthen the cultivation of maritime industry talent, the Maritime and Port Bureau of the Ministry of Transportation and Communications launched the "Maritime New Star Cultivation Program" in 2022. This initiative involves collaboration with social organizations, shipping companies, maritime schools, and government departments to subsidize aspiring young students, recruit more quality maritime newcomers for shipping companies, and facilitate resource sharing, integration, and experience exchange. A memorandum of understanding has been established to serve as a concrete basis for this cooperation.

9. Participation in the 2024 Taiwan Higher Education Fair in Malaysia

NTOU actively participated in the large-scale international education fair organized by key overseas partners (NGOs) such as the University Entrance Committee for Overseas Chinese Students and FAATUM. This cross-organizational and cross-border collaborative platform enabled our university to visit major cities across Malaysia and introduce the advantages of Taiwan's higher education to local students, parents, and educators. This event represents a best practice for establishing partnerships with key overseas communities to jointly promote quality education (SDG 4). It effectively integrates resources from all parties to amplify international influence, serving as a concrete example of implementing SDG 17.

12. Program for Hosting Teachers and Students from Sekolah Terpadu Pahoa, Indonesia, for a Campus Visit and Exchange
接待印尼八華中學師生來校參訪交流計畫
NTOU hosted an on-campus visit for teachers and students from a key partner institution, Sekolah Terpadu Pahoa in Indonesia, extending our international partnership from overseas promotion into a tangible campus experience. By arranging campus tours, departmental introductions, and cultural exchanges, we enabled the visiting faculty and students to personally experience our academic environment and sustainability features. This “invitational study visit” model is a best practice for deepening international inter-institutional cooperation and building mutual trust. It not only promotes recruitment but also advances citizen diplomacy and cultural exchange, representing a meaningful implementation of the partnership spirit of SDG 17.
Sustainable Impact: This on-site visit by teachers and students from Indonesia’s Bahua Secondary School aligns closely with SDG 17.2.4, which emphasizes the establishment of educational partnerships with international institutions. By inviting a key overseas partner school for immersive learning experiences on campus, the university extends its global partnerships from promotional engagement abroad to substantive academic and cultural collaboration at home.
The program, which included campus tours, faculty introductions, and cultural exchanges, provided participants with first-hand exposure to the university’s academic environment and sustainability values. This initiative fosters mutual trust and understanding between institutions while enhancing international outreach and recruitment.
Through this “invited experiential learning” model, the university demonstrates a proactive approach to global education diplomacy, strengthening international cooperation networks consistent with the objectives of SDG 17. 14. The 16th University Consortium on Aquatic Science (UCAS)
第十六屆水環境科學高校聯盟研討會
National Taiwan Ocean University (NTOU), The University of Hong Kong (HKU), Xiamen University (XMU), and National Sun Yat-Sen University (NSYSU) hold the "University Consortium on Aquatic Sciences (UCAS)" every year. This seminar is fully led by graduate students, including the itinerary, agenda, and discussions. Teachers only play a consulting role, mainly in training students to organize and manage international academic seminars supplemented by mutual encouragement of academic research. Arrangements and conference reports are all conducted in English. The 16th University Consortium on Aquatic Science (UCAS) was held at the Dongshan Swire Marine Station in Zhangzhou, Fujian, China, with the theme “Ocean: Bridging Science and Humankind, Past and Future.” The three main member universities participating in this year's consortium were National Taiwan Ocean University (NTOU), The University of Hong Kong (HKU), and Xiamen University (XMU). In addition, National Sun Yat-sen University (NSYSU) and East China Normal University (ECNU) were invited to join for academic exchange and research collaboration. From NTOU, one faculty member and eleven students participated in the consortium, which took place in Xiamen, China, from June 11 to 17, 2024. A total of about 51 students attended the event, and approximately 10 students delivered oral presentations each day over the four-day seminar.
Sustainable Impact: The University Consortium on Aquatic Sciences (UCAS) jointly organized by National Taiwan Ocean University, the University of Hong Kong, Xiamen University, and Sun Yat-sen University exemplifies the objectives of SDG 13.3.1 and SDG 17.2.4.
Led entirely by graduate students, the conference promotes academic exchange and research collaboration on aquatic environments and climate-related issues, advancing SDG 13.3.1, which focuses on climate education and knowledge-sharing. Conducted in English, the event enhances communication and fosters global scientific literacy on marine and environmental sustainability.
At the same time, UCAS builds long-term partnerships among leading universities in the region, aligning with SDG 17.2.3, which emphasizes cross-border cooperation in higher education. Through joint presentations, discussions, and field visits, the consortium cultivates international research competence, strengthens institutional collaboration, and supports the development of young scholars committed to sustainable and climate-resilient futures.
本校與香港大學、廈門大學和中山大學每年舉辦「水環境科學研究高校聯盟研討會University Consortium on Aquatic Sciences (UCAS)」,研討會由研究生全面主導,包括行程、議程和討論都由研究生自己安排,會議報告都以全英文進行,教師僅扮演諮詢角色、主要培養學生的組織和辦理國際學術研討會的經驗,輔以互相勉勵學術研究的精進。 第十六屆水域科學大學聯盟(University Consortium on Aquatic Science, UCAS)於中國福建漳州的東山太古海洋站舉行,主題為「海洋:連結科學與人類,過去與未來」(Ocean: Bridging Science and Humankind, Past and Future)。本次會議的三所主要成員學校包括國立臺灣海洋大學(NTOU)、香港大學(HKU)及廈門大學(XMU),另邀請國立中山大學(NSYSU)及華東師範大學共同參與學術交流與研究合作。本校共有1位教師及11位學生參加此次聯盟活動,於2024年6月11日至17日前往中國廈門。整個研討會共有約51名學生參與,每天約有10位學生進行口頭報告,活動進行4天。

NTOU and Université du Littoral Côte d'Opale Sign Sister University Agreement to Promote Smart and Sustainable Oceans On March 15, 2024, National Taiwan Ocean University (NTOU) welcomed delegations from Université du Littoral Côte d'Opale (ULCO) and Université de Picardie Jules Verne (UPJV). The delegation included Prof. Hassane Sadok, President of ULCO; Prof. Mohammed Benlahsen, President of UPJV; and ULCO Vice Presidents Prof. Sabine Duhame, Prof. Edmond Abi-Aad, and Prof. Rachid Amara. During the meeting, NTOU and ULCO signed a Memorandum of Understanding (MOU), officially establishing a sister university relationship. Both sides held in-depth discussions on smart aquaculture, green ports and transportation, and blue carbon research, aiming to promote collaboration in smart and sustainable ocean development. The delegation also paid courtesy visits to President Tai-Wen Hsu, Vice President Cheng-Yu Ku, Dean of International Affairs Prof. Yu-Wei Chang, and other faculty members. They toured departments including Aquaculture, Shipping and Transportation Management, and the Institute of Marine Environment and Ecology, gaining insight into NTOU's achievements in marine science and industry collaboration, laying a solid foundation for future partnership.
Sustainable Impact: On March 15, 2024, National Taiwan Ocean University (NTOU) welcomed a delegation from Université du Littoral Côte d’Opale (ULCO) and Université de Picardie Jules Verne (UPJV), led by Prof. Hassane Sadok, President of ULCO, and Prof. Mohammed Benlahsen, President of UPJV.
During the visit, both institutions signed a Memorandum of Understanding (MOU) to establish a sister-university partnership and explored collaborations in smart aquaculture, green ports and shipping, and blue-carbon research aimed at advancing intelligent and sustainable ocean development.
The delegation also met with President Tai-Wen Hsu, Vice President Cheng-Yu Ku, and Prof. Yu-Wei Chang, and toured academic departments to strengthen mutual understanding of marine science and industrial innovation.
This partnership expands NTOU’s international academic network and exemplifies the goals of SDG 17.2.1 (international collaboration and formal agreements) and SDG 17.2.4 (cross-border partnerships in education and research).

16. Students from STM were selected by "MOE scholarship for excellent students to study abroad" program for short-term abroad exchange 教育部「學海飛颺」補助選送本系學生赴國外進行短期研修
Ministry of Education scholarship for excellent students to study abroad encourages outstanding students from universities and colleges in Taiwan to exchange to universities in other countries (with the exception of People's Republic of China, Hong Kong Special Administrative Region and Macao Special Administrative Region), in order to let potential students fully expand their horizons and take chances to interact worldwide, and aim to cultivate professional talents. Students from National Taiwan Ocean University, Department of Shipping and Transportation Management were also fully engaged in applying this scholarship, with the purpose of exchange to other countries during the period of university.
Sustainable Impact: The Ministry of Education’s “Shu-Hai Fei-Yang” (Sea of Learning and Flying) program encourages outstanding university students to undertake short-term study abroad, promoting international academic cooperation and exchange.
